1. In block 16, the Solicitation due date is being extended by three days; the new due date will reflect March 20, 2026, 12 PM Eastern Standard Time.
2. In block 10, this is not an unrestricted solicitation; this is a 100% Services Disabled Veteran Owned Small business set-aside requirement.
3. Clause 52.212-5 Contract Term and Conditions has been removed from this solicitation.
4. In section 52.212-2 Evaluation for Key Personnel, the verbiage under Technical Capability has been modified to state:
a. KEY PERSONNEL: The contractor must provide resumes for all Switchboard Operators and the supervisor, including their functions under this requirement. Contractor shall indicate if subcontractors will be used. If so, which POCs are relevant for each subcontractor, and where are they placed in the Management Hierarchy? The contractor must provide a performance plan that meets the requirements and specifies who is responsible for each task.
5. What positions/resumes are required at the time of proposal submission: the project manager/supervisor as referenced in the question above, the switchboard operators, or both?
a. This typically includes resumes or bios, letters of commitment, and a description of how each person contributes to the contract’s success. In many cases, the solicitation will specify which positions are considered key and what qualifications they must have.
6. Is this management position included in the staffing levels, or is it separate from the 6 operators specified?
a. The management position is separate. The staffing level is designed to ensure that experienced operators can work efficiently and independently.
7. Should this supervisor be included as key personnel in the proposal?
Yes, the supervisor should be included in the key personnel, and a detailed of the supervisor’s role qualification and experience.
8. What are the specific qualifications and experience requirements for this management position?
To qualify for a management position with telephone operators, the following is needed.
1. Leadership skills 2, Time management 3. Problem-solving and decision-making 4.Prior experience with telecommunication software and programs.
9. If a dedicated supervisor is required, should this position be on-site at the VA facility or off-site?
a. The supervisor will be an on-site supervisor during the following three tours. At no time will the supervisor be off-site.
10. Should the off-site management function be performed by a dedicated supervisor assigned specifically to this contract, or can this responsibility be fulfilled by corporate project managers who provide oversight for multiple contracts?
a. The choice between a dedicated supervisor or contract manager should be based on the best interest of the contract. It is essential to ensure that the chosen methods align with the contract and the contract officer's needs.
11. The PWS states, "The Contractor shall provide off-site management for the purposes of supervising and training the Contractor personnel and ensuring compliance with all provisions of this contract." Could the Government clarify:
a. This work would entail successfully transitioning to the contract; providing project management for all required duties; supporting the operations, maintenance, and enhancement of the operations; and providing and supporting the facility departments with announcements, codes, and communications.
12. Is there an incumbent contract? If so, are there incumbent personnel on site that would require transitioning, and would the government be willing to provide the incumbent task order number? Are there any performance issues or areas requiring improvement under the current contract?
a. Yes, there is an incumbent contractor for this requirement; however, I cannot provide this information at this time. Under the contract that is coming to an end, there are no performance issues or areas requiring improvement.
13. Will PIV processing begin immediately upon award, and is interim access anticipated?
a. Once this contract is awarded, the vendor must allocate time to complete the PIV process, and a phase-in/phase-out must be performed.
14. What is the anticipated transition period following the award?
a. Once this contract is awarded, the vendor must allocate time to complete the PIV process, and a phase-in/phase-out must be performed
15. Is there an incumbent contractor? If so, may the contract number and current annual value be provided?
a. Yes, there is an incumbent contractor for this requirement; however, I cannot provide this information at this time.
16. Can the Government confirm the number of current FTE operators supporting this requirement?
a. The government can confirm the FTE supporting requirement by evaluating the FTE’s compliance with the telecommunications policy, Title 47 in the CFR. Please note that an FTE is based on 2080 per year. Please refer to the price schedule.
17. Does the requirement include 24/7 coverage, including federal holidays?
a. In the PWS, 24 hr. coverage is necessary to ensure patients receive timely medical attention, which is crucial to preventing complications and improving outcomes.
18. Technical and past performance, when combined, are significantly less important than price and have been removed from this solicitation.
