About this file

This is Amendment 0004 to Solicitation 36C24226B0009 for a dialysis renovation project at the Northport VA Medical Center in Northport, New York. The amendment extends the bid opening date to February 25, 2026 at 11:00 EST and provides responses to 90 Request for Information (RFI) inquiries submitted by potential bidders. The project involves renovation of approximately 5,330 square feet on the third floor of Building 200, including abatement, demolition, general construction, alterations, equipment installation, structural, mechanical, plumbing, fire protection, electrical, and fire alarm work. The contract duration is 548 calendar days from Notice to Proceed, and the work must be performed in three phases to maintain continuous facility operations during renovation.

The RFI responses address critical project clarifications including phasing and sequencing requirements (work must occur in phases to allow the second floor ward to remain operational, with the RTU operational before Phase 2 begins), SDVOSB set-aside status (100% SDVOSB required), work hour specifications (standard 8:00 AM to 4:30 PM with specific tasks requiring off-hours/weekend work), material specifications (confirming quartz aggregate flooring, tile versus sheet flooring applications, carpet base locations), equipment responsibilities (clarifying which items are government-furnished versus contractor-supplied), hardware specifications, flooring underlayment and mock-up requirements, and six deduct alternates related to smart glass installations and sound insulation levels. The bidding packet requires submission of a bid bond, Buy America certificate, SDVOSB certification verification, OSHA/EPA safety compliance documentation, and Experience Modification Rate information, with all bids presumed to reflect New York state sales tax exemption for materials incorporated into VA real estate.

Northport teams prior request is that this area can not be fully shut down but the GC shall work on one area at a time to minimize impact to the existing floor which will remain active thru construction. Ideally only one room would be shut down at a time, however the GC will need to coordinate the means and methods of sequencing.

Per AD101.0 Keynote #12 “REMOVE PORTION OF EXISTING HARD CEILING FOR THE INSTALLATION OF NEW PLUMBING. ALL EXISTING ACCESS PANELS AND NEW ACCESS PANELS REQUIRE TAMPER RESISTANT HARDWARE. SEE SHEET PD102.1; PREP EXISTING HARD CEILING FOR INSTALLATION OF NEW TAMPER RESISTANT ACCESS PANELS, AS NEEDED.”

All work shall be competed in phases to allow the continuous operation on the 2nd floor ward it is requires daily permission to access the area.

Contractor shall provide schedule for the each phasing and notify about access area two weeks in advance of the proposed date of starting working each specific area of site.

2. Does the Dialysis unit project have to be 100% SDVOSB
