Replace Sidewalks, Station Wide

BATH VAMC, NY 11/19/2025

VA RFI Response

Question 1: Our review of the project specs posted 11/6/2025 lists pretty much every spec section contained in the VA Master Spec. We presume this was posted for this rather small project in error. If we are correct, can we look forward to an amendment that deletes the earlier posted spec and adds

Specs relative to the project? And when?

Response 1: The Table of Contents does list all specifications listed available from the VA Master Specs

TIL but be aware that only the specifications with page numbers are those that are provided within the contract documents.

Question 2: Please advise of spacing of #4 rebar in 8ft. wide sidewalks, and whether transverse bars are also required.

Response 2: Spacing of #4 rebar in 8ft. wide sidewalks is 12” O.C. with transverse bars.

Question 3: Please confirm whether TB screening is required as specified.

Response 3: TB screening will not be required for this project as is it is exterior work.

Question 4: Please provide any utilities mapping in the project area, and advise whether any known utility crossings exist.

Response 4: See the attached .PDF showing a general overview of our station utilities. I don’t anticipate any utility conflicts; we’re not excavating to a depth in which our utilities are typically buried.

Question 5: The spec contains two different versions of 01 35 26. Please advise which is the correct version.

Response 5: See the attached Safety Requirements specification. I must’ve accidentally grabbed the unedited version and included it in the Master specs.

Question 6: After seeding, is turf maintenance (watering) required by the contractor?

Response 6: The Planting spec, 32 90 00, covers turf maintenance.

Question 7: Please confirm whether parallel parking can be temporarily blocked off for loading demolition materials and pouring concrete.

Response 7: We can coordinate and temporarily block off areas of parallel parking to accommodate access for the contractor.

Question 8: Will the sign-in sheet from site visit be available in addendum?

Response 8: Yes, it is available.

Question 9: Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO.

Response 9: Yes, the site superintendent can also cover the requirements of SSHO, if qualified.

Question 10: Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC.

Response 10: Yes, the site superintendent can also cover the requirements of QA/QC, if qualified.

However, testing agency/requirements must be a 3rd party.

Question 11: Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

Response 11: Yes, superintendent can cover the requirements of SSHO and QA/QC, if qualified.

However, testing agency/requirements must be a 3rd party.

Question 12: Please confirm if there is a separate staging area onsite for fill material to be stockpiled for re-use?

Response 12: Yes, there is a separate staging area onsite for material and contractor storage. This area is shown on C100 of contract drawings, designated with a star and called out “Construction Staging Area”.

Question 13: Please advise if the site contains any contaminated soil that needs to be removed.

Response 13: There is no known contaminated soil that needs to be removed.

Question 14: Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds.

Response 14: Contractor will be allowed to keep a locked storage container or conex box in the designated Construction Staging Area which is shown on C100 of the contract drawings.

Question 15: Plans provided are not to scale. Please confirm quantity shown on the plan provided matches the 20,000 sf as indicated in the SOW narrative. Please provide plans in scale if available.

Response 15: Confirming quantity of sidewalks to be demoed at 20,000 SF, and the construction of

22,000 SF of new sidewalks.

Question 16: Regarding the ADA warning pads called to be replaced. Please confirm the only locations for these replacements are as shown on the partial plan provided in amendment 1.

Response 16: Confirming the locations of new ADA tactile warning pads are only as shown on C100 of the contract drawings.

Question 17: The scope of work states, “Current sidewalks, station wide, are deteriorating and in need of repair/replacement.” Is there a list of sidewalks that needs “repair” verses replacement?

Response 17: There are no sidewalks that will need to be “repaired”. All areas shown are to have the existing sidewalk removed and replaced with new.

Question 18: Please validate that only the red highlighted areas on the drawings are the only sidewalks that will be replaced.

Response 18: Validating that the red areas highlighted on the drawings are the only sidewalks to be removed and replaced.

Question 19: 1. In lieu of wire mesh can we use fiber mesh concrete?

Response 19: No. The VA prefers wire mesh reinforcement in this application.

Question 20: Concrete mix is different in the drawings vs the specifications. Which one do you want to go with?

Response 20: The correct concrete mix information is listed in Detail 1, Note 17, found on C500 of the contract drawings.

Question 21: Railings during site visit were discussed to be placed outside of the concrete. But the drawings show the railing posts sleeved within the concrete. Which is the preferred option?

Response 21: During the site visit, it was stated that we do not want the new railing attached to the sidewalk as it is now. We want it installed in the grass off the edge of the new sidewalk. We would still like the new railing to be set in concrete.
