About this file
This is Amendment A0001 (Standard Form 30) to Invitation for Bid (IFB) 36C24226B0002 for the Renovate 6B for Outpatient Mental Health project at the James J. Peters VA Medical Center in Bronx, NY (Project 526-19-122). The amendment extends the bid opening date to February 26, 2026, at 2:00 PM EST and confirms that only in-person bids will be accepted—no emailed submissions are permitted. The amendment mandates that only firms who attended the mandatory site visit on January 21, 2026, at 10:00 AM are eligible to submit bids. The amendment incorporates a revised Statement of Work that expands asbestos abatement scope to the entire construction area, estimated at approximately 17,000 square feet, and provides a revised bid sheet that includes a $100,000 allowance as a separate line item (line item 2). Revised drawings are provided for only the following: A106.1, A106.2, A106.3, A601, AF106, AF601, AF602, P106.1, P106.2, P601, MV406, M601, E601, E602, E701, E703, EL106, and ES106; all other solicitation drawings remain unchanged.
The amendment consolidates comprehensive Requests for Information (RFI) responses organized into four sets, addressing critical project clarifications including: asbestos abatement scope covering the entire 17,000 SF construction area and structural steel fireproofing; requirements for 1/8-inch acoustical sound barriers and STC 50 assemblies for patient privacy; Stonhard epoxy wall base systems (minimum 4 inches) as mandatory with no approved equals; tamper-proof and suicide-resistant fixtures for patient-accessible areas; single-phase construction with off-hours work required for 5B area and exterior corridor work outside 6B; Hill-Rom equipment specifications (attached); and confirmation that no phasing, LEED requirements, design delegation, or BIM requirements apply. The VA will provide the independent commissioning agent, and contractors must coordinate with the Construction Contracting Officer regarding temporary barriers, facility access (including service elevator use and utility access), and work involving the active adjacent patient clinic in Ward 6C.

CONTINUATION PAGE
Please see below complete compiling of RFI’s submitted for the Renovate 6B for Outpatient Mental Health. Please note that there are several sets of RFI’s below and they are not numbered continuously. VA responses are provided in red below:
RFI Set 1:
1) We noticed that some of the drawings are in color, which makes them very difficult for us to review clearly. Even after printing these color drawings cannot be read properly, so can the agency please provide clear copies/black and white of all the color drawings.
VA RESPONSE: See updated drawings, they’re all in black & white. Please zoom in on some drawings to review clearly and use Adobe Acrobat for better results.
2) Some drawing scales are incorrect.
VA RESPONSE: See updated drawings, they’re all in black & white. Please zoom in on some drawings to review clearly and use Adobe Acrobat for better results.
3) Requesting to extend the RFI due date by as after clear drawings are posted/received we need more time to review the clear drawings and may have RFI. So, requesting to extend the RFI due date for a week after the issuance of clear drawings.
VA RESPONSE: Bid date will be extended for RFI responses and revised SOW. Please see SF30 for updated bid opening date.
4) Drawing GI001 general note no.2 states to have property damage insurance, is this insurance required? How much is the limit? Premium cost will depend on that.
VA RESPONSE: Other than the typical general liability insurance, no other additional insurance is required.
5) Spec section 01 45 00 para 3.4 lists various requirements for the CQC personnel. Please confirm contractor’s superintendent or project manager can simultaneously fulfill these duties and contractor doesn’t have to hire a full time CQC personnel.
VA RESPONSE: Confirmed.
Contractor shall assign a dedicated, capable, experienced, full-time site superintendent for the duration of the project in its entirety and will be required to be on site when ANY active construction work is being performed. Site supervisor is subject to VA approval.
6) Please confirm VA will hire an independent commissioning agent for all the required commissioning work.
VA RESPONSE: Confirmed.
7) There is a spec section for Applied Fireproofing as there is no new structural steel work, where is this fireproofing required?
VA RESPONSE: Any damage or penetration to the existing structural steel fireproof during construction is the contractor’s responsibility to be fixed and fireproofed. In addition, any structural steel beam uncovered during demolition of that is NOT fireproofed shall be the responsibility of the contractor to fireproof completely, whether troweled on, or sprayed as specified in the Applied Fireproofing spec provided.
NOTE: Contractors must estimate an approximate area of 17,000 SF will need to be fireproofed (the entire construction area), as an investigation has determined that the existing steel beams are NOT fireproofed.
8) Please confirm all the construction and noisy work can be performed in regular work hours.
VA RESPONSE: Confirmed.
9) There is a spec section for Subsurface Preparation for Floor Finishes. Please clarify if self-leveling is required if yes then what is the thickness. At the time of bid contractor cannot determine this, unless all existing flooring is removed.
VA RESPONSE: Yes, self-leveling is required as per the specifications.
10) There is a spec section only for Resinous Epoxy Base (RES 2). Please confirm there is no Resinous Epoxy Flooring work.
VA RESPONSE: See room finish schedule drawing # AF106.
11) As this area if for mental health patients is there any requirements for tamper proof or suicide proof fittings and hardware?
VA RESPONSE: Yes. All patient/ public accessible bathrooms must have tamper proof fittings and hardware as per Mental Health design guides/ manuals.
12) Drawing H106 indicates area of the 1’ x 1’ asbestos containing floor tile. During the prebid walkthrough we observed similar tiles in other project areas too which are not shown on the drawings. If this is right then VA may have to revised this drawing showing other locations.
VA RESPONSE: Contractor shall assume the entire construction site, estimated at 17,000 SF will require asbestos abatement. See amendment and revised SOW.
13) Drawing AD106 shows demolition of all existing partition walls. Please confirm that all of these walls are drywalls and not masonry.
VA Response: It’s the contractor's responsibility to field verify the site before construction. See drawings, specs, and contract documents for specifics on wall types.
14) Drawing AD106 demo key note # 1 is shown only in one location of corridor area. Doesn’t all the floor and drop ceiling system be demoed for all of the project area? If yes then please revise the drawing showing note # 1 at all the corridors and rooms.
VA RESPONSE: All corridor work will require new drop ceiling and flooring. Follow AD106 demo plan legend & keynotes. If there are any contradictions noted, contractors shall assume that all new corridor work will require new drop ceiling and new flooring and cove base. Contractors must bid accordingly based on this RFI response.
15) Drawing AD106 demo general note no.6 states where walls have been removed, fill any voids in floor with concrete fill. As this is a huge quantity of removed walls (is over 2,000 LF) please specify what could be the fill thickness and specify if pre-blended concrete mix like Sakrete brand can be used instead of the truck ready mix concrete.
VA Response: Contractors may use pre-blended concrete and assume an approximate area of 2,000 LF of concrete to be filled. Contractor to also follow specifications requirements where applicable.
16) Drawing AC105 states demolition plan 5B. Is this plan for the 5th floor which is below the project area?
VA RESPONSE: Confirmed. Yes, 5B, 5th floor area B, directly below.
17) Door schedule is calling for many STC 50 openings. Possibly 70+. Not only are all these wood doors which cannot reach STC 50 (typically they max out at STC 48 depending on the configuration) but STC 50 is also a VERY high rating. The bulk of these openings are offices; there’s no way they need an STC rating that high. Pricing them that way will be expensive and may be over budget. STC 50 is far too heavy a spec for these offices. If still STC 50 is required then please advise the basis of design.
VA RESPONSE: There is NO preference as long as it satisfies the drawings, specs, and contract documents for proper sound rating for patient privacy, which must meet the minimum requirements for sound rating.
18)Drawing A106.1 floor plan key note no.2 states Aluminum framed window. Refer to window schedule. But window schedule on drawing A602 calls for hollow metal frame. Please clarify which material is to be used for window frame aluminum or hollow metal?
VA RESPONSE: Aluminum is required.
19) Drawing A106.1 general floor plan note no.9 states subsurface preparation shall be performed in accordance with spec sec 09 05 16. Please confirm if contractor must use self-leveling underlayment product like Ardex K-15 as this is a very expensive application.
VA Response: Confirmed, contractor must use self-leveling underlayment to completely level and prepare the floor for an entirely smooth, level, finished floor. Self-leveling product that satisfies the drawings and project specs may be used.
20) Drawing A-301 Partition wall type P1 states to use 1/8” thick acoustical sound barrier at one side of wall. Please provide the product name or specification for this sound barrier. Is this a one integrated sheet or the 1/8” sound barrier can be a independent glued on sheet to gypsum board. Please clarify in detail as majority of the walls are type P1.
VA RESPONSE: ALL offices, treatment rooms, exam rooms as indicated on drawings require 1/8’ acoustical sound barrier for patient privacy requirements. It is up to the contractor’s means and methods to achieve this mandatory requirement for sound proofing each location to meet the requirements of this project specs. This is the contractor’s responsibility to do their due diligence.
21) Drawing AC105 plan legend states remove, store and reinstall ceiling tiles and grid after plumbing work. If we are already removing all the ceiling tiles in the project area as per the demolition drawing and installing new ceiling tiles as per reflected ceiling plan then why we are reinstalling ceiling tiles at some areas per AC105? Please clarify.
VA RESPONSE: In 5B area, the contractor is responsible for replacing any damaged ceiling tiles. Contractor must bid accordingly and match existing tiles.
22) Drawing A401 elevation nos. 1 and 2 indicates Acrylic Privacy Panels. Can agency provide specifications for these panels? Also, the sections 1 and 2 on drawing states these are sliding countertop doors. So, are these fix panels or sliding doors? Please clarify.
VA RESPONSE: This is the contractor’s responsibility to do their due diligence of thorough review of solicitation drawings and specifications.
A401 details #1 &10 calls for where sliding & stationary doors.
23) Drawing A602 shows various interior glazing types SF1 to SF6. Please provide specification section. Also, it indicates to provide STC 50 assembly for type SF3, SF4 and SF5, please confirm if this is required.
VA RESPONSE: Yes, an STC 50 assembly is required for patient privacy requirements. See specification glazing 08 80 00.
24) Drawing A501, detail no.2 states fire extinguisher cabinet by JL Industries, Ambassador series, model 2016. This model no. is not be found with the vendor, please provide the correct name and model no.
VA RESPONSE: The contractor can provide another model, but it must be wall recessed fully set back into the wall cavity and fit a 10lb ABC fire extinguisher.
It’s the contractor’s responsibility to provide the fire extinguishers.
25) Drawing A504 details 5 and 6 are for gypsum board soffits but these are not shown on the reflected ceiling plan/dwg AC106. Please identify these details on drawing AC106.
VA RESPONSE: Refer to AF601 finish schedule comments.
26) Spec sec 08 71 00 hardware set no. HW-3B states door hinges quantity and type as required. As this hardware set is for the majority sound rated doors, please specify the correct type and quantity of hinges required.
VA RESPONSE: See spec 08 71 00-24 (E. Hinges required per door) schedule.
27) Drawing AQ601 calls for Ligature resistant toilet accessories. Is there any specific manufacturer or basis of design?
VA RESPONSE: No preference as long as it satisfies the drawings, specs, and contract documents. Contractor to provide submittals for our review and approval.
28) LVT and Welded Sheet Vinyl: Are there any specific design or directional layouts for these materials?
VA RESPONSE: No. It can be submitted as an RFI during construction.
29) Flooring Pattern and Layout Patterns: Regarding the requirement to see all patterns, planks, accents, and herringbone displayed in the PDF, no layout was provided in the drawings.
VA RESPONSE: Contractor to submit the layout for our review and approval during construction.
30) Drawings and Scaling: Architectural finish floor plan AF106 cannot be used due to an incorrect scale and unclear wall extents caused by heavy markups. Please provide correct scaled drawing.
VA RESPONSE: See updated drawings provided with this amendment as they are all in black & white. Please zoom in on some drawings to review clearly and use Adobe Acrobat for better results.
31) Transitions: If the materials are the same height, should they be butt-jointed without a transition strip?
VA RESPONSE: Transition strips are preferred to the VA. Refer to room finish legend drawing #AF602.
32) Please confirm there is no phasing requirement for this project.
VA RESPONSE: Construction is considered to be a single phase, but may require sub-phases for work required in 5B and hallway/exterior corridor work outside of the locked 6B area. This corridor work will require off-hour and VA COR coordination and approval. Temporary construction barriers may be required for infection control/dust prevention. For these temp barriers, contractors will be required to use a hard barrier in hallway area, which will require sheetrock installation to decking above. Contractors must bid accordingly and assume a hard barrier with anti-room will be required for this work. If VA Engineering determines that this is not necessary during construction, this work will be a credit to the VA.
RFI Set 2 RFI’s continued and are not continuedly numbered:
1. Is there an asbestos survey available?
VA RESPONSE: See amendment and revised SOW, which now includes an area of 17,000 SF for asbestos abatememt.
1. The finish plans seem to not have the .ctb file attached when they plotted. The lineweights and colors make the take-off impossible to do at a precision we can stand-by on our take-off software. Can they kindly replot with the lineweights toggled on?
VA RESPONSE: See updated drawings, they’re all in black & white. Please zoom in on some drawings to review clearly and use Adobe Acrobat for better results.
1. Approximate project start and completion dates?
VA RESPONSE: See period of performance in the solicitation SOW.
