About this file
This document is an Amendment (0001) to a solicitation for ambulance transportation services issued by the Department of Veterans Affairs Network Contracting Office (NCO) 2. The amendment addresses vendor questions regarding transportation requirements for the Bath, NY Veterans Affairs Medical Center (VAMC), clarifying key details about service expectations and scope. The contract requires a vendor capable of providing up to four simultaneous transportation requests, including Advanced Life Support (ALS), Basic Life Support (BLS), and Critical Care Transport (CCT) services, with an estimated volume of approximately 61 transports per year, not expected to exceed 200 transports. The services are intended to cover all types of medical transportation needs for eligible veterans under Title 38 Section 111, ranging from tertiary care transfers to routine discharges, with the understanding that service requirements are patient-centered and cannot be precisely predicted in advance.
The amendment specifies that the contractor must maintain sufficient vehicles and personnel to handle concurrent transportation requests, with the option to decline additional orders if resources are unavailable. The VA reserves the right to secure alternative providers if the primary contractor cannot fulfill a request, with the contractor responsible for covering any cost differentials. The solicitation is structured as an "estimated quantities" procurement, and the VA confirmed there is no incumbent contractor. Vendors were also informed that alternative transportation models like Leased Unit Hour or Personnel Staffing Arrangements would not be considered, and the procurement will follow a standard fee-for-service model. The effective date of the amendment is 05-12-2025, with the full solicitation (RFQ) expected to be released on or around that date.

Vendor Questions and Responses (In red font):
▪ RE: Sections: 4.5.1.6 and 4.5.1.7 (pages 11 – 12 SOW) o The contractor shall have sufficient vehicles and personnel to provide services for up to four
(4) simultaneous transportation requests. Transports required may be for any mix of Stretcher* Transports, BLS, ALS transports. One of these four simultaneous transports may require CCT capability up to Tier III. If Bath, NY VAMC requires ambulance services exceeding four (4) simultaneous transportation requests, the vendor will be offered to provide the services if they have sufficient vehicles/personnel available; but may decline these additional orders if sufficient vehicles/personnel are unavailable. The awarded contractor is expected to provide the level and number of services requested/ordered by the VA. If the vendor cannot provide any service, the VA reserves the right to place an order with another provider where the contractor will cover any expense exceeding the contracted amount.
*Stretcher transports are removed from this requirement as the same can be provided via wheelchair van services.
o The number of transports under normal operating conditions will typically range from 2-3 transports each weekday and significantly less on and holidays. The number of actual transports may vary throughout the life of the contract. This is not a question.
▪ RE: Page 36: CLIN Lines List ~61 calls per year of ALS, BLS, CCT lines of service o Can the VA please clarify the anticipated volumes of transportation requests? Based on the preceding sections as extracted above from the SOW, the volume could potentially range between 61 transports and 720 transports per year. This is an “estimated” quantities procurement where the customer estimates 61 transports per year, not expected to exceed 200 transports.
o Can the VA provide any data on actual transportation utilization? For example: time of day, level of service type (ALS, BLS, CCT), and destination? Required services are patient centered on need and cannot be predicted.
o Is the SOW intended for the provision of transportation services only requiring transport to other tertiary care facilities (higher level of care) or is it the SPW’s intention to additionally include routine discharges requiring transport via ambulance (i.e. SNF, dialysis, etc.) on a more local level? This requirement is intended for all types of needs allowable under Title 38 Section 111 for eligible Veteran patient medical care; not specific to a higher level of care.
▪ Can the VA provide any information on their current provider (name) and how transportation services are currently handled? There is no incumbent contractor.
▪ With the potential for a restriction of services secondary to the local areas required Certificate of Need ordinance, would the VA be willing to consider alternative transportation models in lieu of a fee-for-service model, such as Leased Unit Hour, Personnel Staffing Arrangements? No
