About this file

This is Amendment 0001 to solicitation 36C24225Q0218 for confidential document destruction services at the James J. Peters VA Medical Center in Bronx, NY. The amendment extends the quote due date to January 23, 2025 at 4:00 PM EST and updates the estimated ordering period to March 1, 2025 through February 28, 2030.

The amendment provides answers to vendor questions clarifying that: services will be performed at a single loading dock location where VA staff will bring 96-gallon bins for on-site destruction; service is required one day per week with 8-15 bins serviced weekly; no badges or facility access are required; only paper materials will be collected (no CDs/DVDs or other media); vendors must have a Business Integrity Commission License under Article 39; standard Certificates of Destruction are acceptable with required service details documented; and the VA owns the 170 bins mentioned in the SOW. The amendment confirms that after on-site shredding, final destruction through pulping meets VA Directive 6371 requirements for CUI materials.

Amendment 0001

1. This amendment answers vendor questions, updates the estimated ordering period for this requirement to 03/01/2025 to 02/28/2030, and extends the quote due date to 01/23/2025 at

4:00pm EST.

Vendor Questions

2. Is there a loading dock or area the truck needs to park to perform services at all locations?

a. Yes, the loading dock is the main/only pick-up location.

3. Do vendor drivers need to go around to multiple locations, empty counsels, and then shred?

What is the specific process?

a. No, a VA employee will bring the 96-gallon bins to the loading dock for on-site destruction. Only full bins shall be provided for servicing.

4. Services provided a minimum of 1 day per week, what is the lead time if the VA needs the vendor to come more than once per week?

a. There has never been a need for the vendor to come more than once per week. It is not anticipated that the need will change.

5. Will badging be required?

a. Badges will not be required.

6. Are you using USAccess, e-Quip, or another system for badging? Can employee work while waiting for badge?

a. No badge is required. The vendor does not need to enter the medical center.

7. Does the VA own the 170 counsels mentioned in the SOW?

a. Yes.

8. 9The pounds listed on the price cost sheet would not be able to cover the entire year of services, it would only cover 40 services. An estimate of 151,783 pounds per year was used based off of the IGCE. Should this be adjusted?

a. No.

9. Historically how many of the 15 bins are serviced each week?

a. A minimum of 8 and a max of 15.

10. VA Directive 6371 doesn’t mention a particle size for either interim or final destruction. After interim shredding onsite per Directive 6371, final destruction for CUI is achieved at a pulp mill through the de-inking and pulping process. This meets both Directive 6371 regulations plus the two-step process described in CUI Notice 2019-03. Will this be satisfactory to the VA?

a. Yes.

11. What is the procedure for obtaining accurate weights of bins/containers?

a. The bins have a fill line that we use to gauge the weights. At no time will a partially filled bin be provided for servicing.

12. Will any non-paper material be presented for destruction, for example CDs/DVDs, hard drives, pill bottles, or will those items be handled via special pickup paid by GPC?

a. Only paper will be collected.

13. Will a standard Certificate of Destruction suffice for the written report mentioned here? If not, what is the format VA prefers?

a. A standard Certificate of Destruction for on-site destruction is acceptable as long as the following are documented: Service Location, Service Date, Destruction Certificate

Document Number, Date of Destruction Certificate, number of containers picked up and poundage.

14. Could you please confirm that it is a requirement for the vendor going onsite to shred to have the Business Integrity Commission License per Article 39-Q?

a. Yes, it is a requirement that the vendor have a Business Integrity Commission License

(BIC) under Article 39. It shows us that the vendor is licensed and free from any organized crime, corruption, and fraudulent practices. Will ensure that company will comply with needed regulations. It's an extra layer of protection to protect our federal documents when disposing of our commercial waste.

15. Container Specifications: Are there any additional requirements or preferences for the totes provided by the contractor, beyond the specifications outlined in the contract?

a. No additional requirement from what is specified in the SOW.
