A.1 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

BASIS FOR CONTRACT AWARD:

This requirement will be awarded utilizing comparative evaluation. Offeror quotes will be evaluated and comparisons will be made based on technical capability, experience, submission of required documentation (as noted in the Statement of Work), references from previous work, and price. These factors are not weighted. The Government will award to the offeror who provides a quote that is evaluated to be in the best interest of the Government.

The offeror’s technical quote shall be credible and meet the capability requirements as follows:

FACTOR 1- Technical Capability and Experience:

· Offeror must demonstrate experience in the field of water softener maintenance, testing, and reporting and any other aspect of the subject requirement identified in the Statement of Work at B.2. Explain offeror experience as it relates to the requirement: Offeror shall provide a detailed capabilities statement as it relates to the requirement, no longer than eight (8) pages supporting their expertise in providing commensurate services with those outlined in the Statement of Work. Any table of contents, cover letters, management plans, etc. will not count toward the capability statement maximum page limit.

· Provide a management plan to include offeror’s strategy for performance monitoring, proposed chain of command, and point of contact for routine communication.

FACTOR 2 – References from Commensurate Services:

Offeror shall provide at least three (3) references of entities for whom the offeror has provided services commensurate with those outlined in the Statement of Work. Information required for each reference are here:

Company name and address Name, telephone number and e-mail address of Company POC Dates of contract performance, aggregate award amount Dates of candidate employment with reference entity Contract number (if applicable)

The government may seek relevant performance information on all responsive and otherwise Technically Acceptable offerors through sources such as DCMA offices, CPARS, PPRS or other government data bases and other sources that are available. The government shall not be limited in its search for performance data. The offeror shall not submit performance data for this factor. When performance is evaluated, the outcome is either satisfactory or unsatisfactory. Unsatisfactory performance will disqualify an offeror from award; however, if the company has no history of past performance, then their past performance will be rated neutral.

FACTOR 3 - Cost/Price

Complete the B.3 Price/Cost Schedule and submit as a separate document.

1. Price will be evaluated for fairness and reasonableness based on the total aggregate cost of a base plus four (4) option year period.

Source Selection Decision:

The government shall utilize comparative evaluation of the three (3) aforementioned factors in its review of submitted quotes and subsequent decision to award. The Government reserves the right to choose not to award if no offer is received that sufficiently meets the evaluation factors and/or failure to offer a fair and reasonable price. Determination of fair and reasonable pricing shall consider current market prices for commensurate services, costs of prior contracts awarded by the Government for commensurate services, the Independent Government Cost Estimate (IGCE), and/or any other relevant cost information available to the Contracting Officer.

**Quotes are to be submitted electronically in two (2) parts to julie.monaganbarnard@va.gov Quotes submitted by any other means will not be accepted.

· Part 1 shall be Technical Capability and Experience

· Part 2 shall be the Price Quote

(b) Options. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision) This amendment 0001 is issued to address a vendor inquiry regarding the evaluation factors at 52.212-2 on the subject solicitation. Additionally, the response due date and time has been extended to November 20th, 2024, 3 pm EST. Additional amendment(s) regarding additional vendor inquiries will be forthcoming.
