About this file
This document is a Request for Information (RFI) related to a dishwasher exhaust fan replacement project at the Buffalo VA Medical Center. The RFI contains technical clarifications in response to three specific questions about the project, including details about mechanical room elevations, asbestos survey status, and photographic documentation of stairwell #9. The associated federal contract opportunity indicates this is a 100% set-aside procurement for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS Code 238220 for plumbing, heating, and air-conditioning contractors.
The project is valued between $100,000 and $250,000, with a solicitation release planned for August 1, 2025, and anticipated contract award in August 2025. The primary objective is to replace the main kitchen dishwasher exhaust fan at the Buffalo VAMC in accordance with construction documents. Solicitation materials will be available electronically on SAM.gov, and bid bonding will be required. The project involves precise mechanical work, including installation of an exhaust fan (EF-11) on a structural platform approximately 11 feet 11 inches above the basement elevation, with specific considerations for mechanical chase configurations and existing building structures.

Request for information Dishwasher exhaust fan – buffalo VAMC Project # 528-25-114 36c24225B0044
Q1: How high is the deck in the mechanical room, in the basement level and the first-floor level?
A1: The equipment is located within a mechanical chase, not a dedicated mechanical room. The chase spans multiple floors starting at the basement level of Building 1 with a concrete floor. There is a concrete floor separating the basement level from the sub-basement level. There is not a deck/ floor at each level above the basement floor/ elevation within the defined scope area. There is a structural platform supporting the dishwasher exhaust fan, EF-11 (re: Drawing D-ME101). The platform is approximately in-line with the first-floor elevation which is +/- 11 ft. – 11 in. above the basement elevation. The basement floor is +/- 13 ft. – 0 in. above the sub-basement floor.
Q2: Please provide an asbestos survey A2: An asbestos survey, specific to the scope of work for project number 528-25-114, was not conducted. Drawing AA001 indicates identified hazardous materials from limited sampling of comparable materials.
Q3: Can you provide pictures of stairwell 9 that shows the outside wall of stairwell and the inside wall adjoining the mechanical room in both basement and first floor. We were not able to see this at the walk-thru A3: Requested pictures attached starting at the basement elevation of stairwell #9 up to and including the first floor. The last image, annotated for reference, is approximately at the first-floor elevation looking at the outside of stairwell #9.
