Replace Chiller #2 – Revised Scope of Work with Add Alternate #1 (below)
1. Statement of Work:
This is a construction contract for the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 to furnish all supervision, labor, equipment, and material necessary to replace Chiller #2 located in Building 101, First Floor in accordance with all NFPA, federal and local chiller requirements. Included with the scope of work are the specifications.
All work shall be completed in accordance with all published applicable local/state/federal/national codes, ordinances, and regulations, along with all related VA directives, design guides and manuals, specifications, and standards plus all VA requirements (federal or local) that are project specific to the documented scope of work on this site.
Contractor is required to visit site and meet with Contracting Officer’s Representative (COR) prior to bidding. (This will be conducted as an organized site visit with dates provided in the solicitation).
2. Project Tasks:
The Chiller #2 replacement shall have all finishes, fixtures, furnishings, and controls as shown in the scope of work below. The replacement shall be new and final approved shall be at the determination of the James J. Peters VA Medical Center, Engineering Services, the contractor shall perform the following tasks:
The contractor shall supply necessary material and labor to replace One Chiller CVHF 128 and shall supply 1200 Ton VSD Magnetic bearing chiller with R1233ZD low pressure refrigerant for compatibility and integration into the existing system.
Since the chiller to be installed must be a York chiller for existing system compatibility and integration, only York installers are qualified to work on the installation of the replacement York chiller. Contractors must coordinate with York and submit the specified equipment with bid submission. No other chiller will be acceptable. Contractors must bid accordingly.
The contractor will also supply a temporary 1000-ton chiller and provide all necessary materials, equipment, cables, electrical tie-ins, and labor to keep it completely operational and running efficiently, until the new chiller is installed, fully operational, and approved by the VA. The output temperature of the temporary chiller must be kept at a minimum of 40 to 44 degrees Fahrenheit and the contractor must provide 24/7 maintenance service to keep the temporary chiller operational. The contractor must be able to respond and report on site within 2 hours in an emergency. The contractor will be responsible for ALL work necessary to support the complete installation of the temporary chiller, including electrical connections, piping, hose connections in order to ensure successful operation of the equipment.
The existing chiller to be replaced is 4160V. Contractor will be responsible to remove all existing 4160V electrical support equipment including electrical disconnect, electrical cabinet, transformer adjacent to existing 4160 chiller. This also includes the demolition of the existing 4160 concrete equipment pad.
-Contractor will be responsible to provide a concrete pad for the existing 480V electrical connection and support equipment.
-Contractor will be responsible to remove, relocate and reinstall any/all piping that will obstruct new chiller installation. Contractors must be bid accordingly.
-Temporary chiller must be 480V, as there is an existing 480V electrical connection to support temporary equipment on site.
-Temporary conduits should be installed to connect the existing disconnect switch to a new temporary disconnect switch. The existing disconnect switch, already in place, will serve as the starting point for this connection. From there, the conduits will extend to the new temporary disconnect switch, which will be positioned near the temporary chiller outside the chiller plant.
-The new temporary disconnect switch should be installed in a location that ensures accessibility and proximity to the temporary chiller. Proper support must be provided to secure the switch, keeping it stable and protected from outdoor elements. This setup will facilitate efficient and reliable power transfer to the temporary chiller.
-The conduits must be installed in a way that ensures safety and durability. A clear and secure pathway should be established from the existing disconnect switch to the new one. Rigid or weatherproof flexible conduits should be used to protect the wiring and withstand environmental conditions. Special care should be taken to seal the ends of the conduits to prevent moisture infiltration.
-Conductors within the conduits should be appropriately sized and rated for the load of the temporary chiller. All wiring must meet electrical code requirements and be suitable for outdoor, temporary use. Additionally, grounding and bonding of both the existing and new disconnect switches must be done properly to ensure safety and prevent electrical hazards.
-The contractor is responsible for submitting all work related to the installation of the temporary chiller for approval by the VA before proceeding. This includes providing plans for the temporary chiller, the electrical disconnect switch, cables, conduits, and any other components or materials necessary to support the installation. Approval from the VA is required before any work begins to ensure compliance with project requirements, standards, NFPA and NEC codes.
-The contractor is responsible for labeling all electrical equipment to ensure easy identification. Additionally, all penetrations made during the installation must be properly fire sealed to maintain fire resistance ratings. All work must comply with applicable codes and standards, including electrical, fire, and building codes to ensure a safe and reliable installation.
-The contractor is required to properly dispose of approximately 10 barrels of refrigerant currently located near Chiller#2. This must be done in full compliance with EPA regulations and any applicable environmental safety standards. Proper documentation of the disposal process must be provided to verify adherence to these regulations.
-Once installation is complete, the entire setup must be thoroughly tested to verify functionality and safety. The temporary chiller should receive the correct voltage and phase. Inspections should also be carried out to confirm compliance with electrical codes and standards. For clarity, all components, including the conduits and disconnect switches, should be clearly labeled as temporary.
-Finally, regular monitoring and maintenance should be performed to ensure the temporary installation remains secure and operational. This includes periodic inspections and addressing any issues promptly to prevent interruptions. By following these steps, the temporary connection will be safe, reliable, and compliant with industry standards.
Recover and dispose of R123 refrigerant according to EPA regulations from Trane cylinders on site.
Transfer to our recovery tanks. Existing tanks shall be left on site for customer removal.
Cut and cap all condenser & chilled water piping. Remove and relocate existing high pressure steam line and condensate line for Broad chiller. New high pressure will be x- rayed.
Disassemble chiller for rigging purposes from chiller Mechanical room.
Add or modify concrete housekeeping pads for new chiller footprint and electrical disconnect.
New pads will be pinned to floor with 4000 psi concrete. Paint housekeeping pad safety yellow.
Assemble new chiller in location of the old chiller #2.
VSD will be factory mounted on chiller.
Reconnect all Condenser and chilled water piping with new isolation valves, and Bray series 31 control valves. Flexible isolation connector and strainers will be provided. New pressure gages, piping and thermometers shall also be provided. All piping work shall be hydrostatically tested. Run new refrigerant relief piping and new refrigerant monitor.
Insulate chiller evaporator and chilled water heads along with chilled water lines with markings.
Leak check chiller after field assembly.
Pull vacuum and charge chiller with factory supplied refrigerant.
Start and test chiller:
• Electrical Work
• contractor will hire electrical subcontractor they will -LOTO all power
• Disconnect existing 4160K power from Trane starter. Cut and safe off 4160 wiring back to first pull box located in back room behind chiller plant. Remove all old components.
• Reconnect power to new VSD for chiller using the existing disconnect that was installed by others following VA specifications provided.
Contractor shall hire controls contractor ITC as requested by facility.
New Optiview control panel will be furnished with gateway controller for communication.
. Wiring . Provide Labor and Material to install control conduit and wiring for the following.
. Chiller Isolation Valves . Disconnect and safe off existing power feeds for bray valves.
. Install conduit and wire to connect chiller isolation valves to new chiller control relays.
. Chiller Pump Interlock wiring . Disconnect and safe off existing chiller interlock wiring with the existing MCC located on the 5kV room . Install conduit and wire from new chiller to MCC and terminate all auto leg and status wiring.
. Fuel oil controls on 3 existing generators.
. Communication Wiring . Provide MSTP bus in conduit to the communication card on the new chiller 2 back to the local supervisory controller
. Start-up/Commissioning/Balancing . Provide labor to assist with the Start-Up of the new chiller.
. Including testing operation under automatic control / chiller optimization programming . Provide support labor for hydronic balancing on chilled and condenser water systems.
. Programming . Provide labor for the Chiller optimization programming.
. Modify all setpoints to meet requirements of the new chiller.
. Water flow on Condenser and Chilled water systems . Temperature setpoints for condenser water system . Pumping and tower sequences . Chiller sequencing for optimization program . Discover and map all relevant points from the BacNet Gateway to the front end . Provide graphics for the new chiller on overview and individual equipment screens.
2.1. Quality Control/Assurance:
2.1.1. Follow manufacturer’s instructions for inspecting and installing new equipment and fixtures.
2.1.2. Provide submittal log of all material and applicable equipment, procedures, and certifications to the COR for approval, prior to starting construction.
2.1.3. Any drawings provided may not be up to date and must be field verified by contractor for accuracy.
2.1.4. Provide updated MS project schedule upon request by Engineering Services withing 2 working days.
2.2. Maintenance:
2.2.1. Provide a critical spare parts list with pricing and warranty information for all installed fixtures.
2.3. Coordination Plan:
2.3.1. If any utilities need to be shut off for demolition or installation, a coordination plan shall be provided to the COR for approval, at least 72 hours prior to work being performed.
3. Cleanup and Disposal:
3.1. Disposal of Trash and Hazardous Waste:
3.1.1. The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government’s final acceptance of work.
3.1.2. The contractor shall comply with local/state/federal/national, OSHA, EPA, and all other applicable codes, ordinances, and regulations governing the proper handling, disposal, and removal of all waste and debris.
4. Deliverables
4.1. Project deliverables include the following:
4.1.1. MS project schedule within 10 days of NTP. Include procurement of materials and critical path activities.
5. Testing and Acceptance
5.1. All equipment shall be tested prior to the Government’s final acceptance. All testing reports and specification documents must be provided to the Contracting Officer Representative, if applicable.
6. Cost Liability:
The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals.
The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. If damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident.
The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required.
7. Protection of Work and Property
7.1. The contractor shall continuously maintain adequate protection of all his work from damage and shall protect the James J. Peters VA Medical Center property from injury or loss arising out of this contract. The contractor shall make good any such damages, injury, or loss, except such as may be directly caused by agents or employees of the James J. Peters VA Medical Center.
7.2. The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage.
8. Required Work:
Contractor must submit submittals for temporary chiller, and replacement chiller with submitted bid, to ensure that equipment can be approved and ordered due to possibility of extended lead times that may affect medical center operations. This project is critical to supporting the Medical Center needs during the summer months of May-September. A critical path schedule must be submitted with bid. Contractor will be held responsible for critical milestones for performance of work, including delivery of rental chiller which must be received on site no later than April 15, 2025. Contractor must coordinate all work associated with installation of the temporary chiller, to ensure that the unit is fully functioning and operational no later than May 1, 2025 to support anticipated heating trends. Contractor will be responsible for all electrical connections, entire length of hose required, and all final terminations to fully support the operations of the temporary chiller (specified work described above). This work is considered a critical milestone for the project. Award of this project is anticipated to be on, around March 1, 2025.
Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal and upon approval, a purchase order will be issued to authorize the work.
9. Performance Schedule
9.1. All work shall be performed Monday through Friday (except Federal Holidays), 8:00 AM Eastern to 4:30 PM Eastern unless authorized by Engineering Services.
10. Period of Performance Work to begin within 10 calendar days of NTP and to be completed within 150 calendar days from NTP. The POP does not include the potential lead time for the new chiller.
Additional work as per this Amendment A0001:
The following items shall be added to the scope of work under this amendment:
1. System Water balancing.

3. Demolition of Existing Piping:
· Remove 50 linear feet (LF) of 10-inch chilled water supply and return piping.
· Remove 50 LF of 14-inch condenser water piping.
· Remove 100 LF of 4-inch condensate return piping.
4. Relocation of Piping for High-Pressure Steam:
· Relocate 100 LF of 6-inch piping to accommodate the installation of high-pressure steam piping.
5. Demolition of Electrical Equipment:
· Disconnect and remove 4160V electrical equipment, including the disconnect switch and associated gear located on the pad adjacent to the 480V equipment pad. Remove all electrical wiring all the way back to the 4160 switchgear.
· Terminate and make safe all electrical connections at the junction box in the radiator room.
6. Refrigerant Disposal:
· Properly dispose of two refrigerant tanks and eleven barrels of refrigerant in compliance with EPA environmental regulations.
7. Chiller Plant Roof Patching and Sealing:
· Contractor will patch, repair, and seal the chiller plant roof, estimating an area of 500 sq. ft to be repaired, patched, and sealed, following all applicable building and safety standards to ensure a watertight condition.
8. Chiller Installation Responsibilities:
· All associated work and utility infrastructure needs to be completed by York for the new chiller to maintain warranty on the new unit. This includes relocation of all existing piping, mechanicals, electrical, structural, architectural, and associated trades to get the new chiller installed.
· The system water balancing, and the replacement and calibration of the detailed sensors will be completed through JCI – York.
· The add alternate work and controls will need to be coordinated by the contractor. This includes all costs associated with materials, controls, and install.
· Contractors MUST include an allowance of $150,000.00 as a clear line item with submitted bid, following instructions on revised Bid Sheet (below) Line Item 2: Add Alternate I Work (to be included as a separate line item on bid sheet)

Bids providing less than 120 Calendar Days of Government Acceptance after the date bids are due will not be considered and will be rejected.
The bidder agrees to perform the work required at the prices specified below in strict accordance with the terms of the solicitation if this bid is accepted by the Government in writing within 120 calendar days after the date bidders are due.

CONTRACTOR SUBMITTED RFI`s AND VA RESPONSES:
1- At the it was mentioned that the temporary chiller will be connected to the 480 V for the new chiller and that the VA is ok with having the temp chiller down for the duration of testing and commissioning the new chiller, please confirm that this is the intent of the VA.
VA Response: The temp chiller should be operational starting April 15th until the completion of the install of the new chiller and completion of a 30-day functional test with the chiller. During the 30-day functional test, the temporary chiller can be on standby in case something occurs with the new chiller during the test. In the scope, there is a 4160 gear and hookup that is being removed. It is recommended that it be kept there until all associated work and associated functional test is completed as the vendor can either provide a 4160 V temp chiller or provide a step-down transformer with the temp chiller. It is not feasible to connect to the same feed that the new chiller will be connected to.
2- The SOW dictates that the contractor must “provide a concrete pad under the existing 480V electrical connection and support equipment” at the walkthrough it was mentioned, that the existing 480V connection is connected and live, is the intent to disconnect, provide the concrete pad, and then re install? If that is the case how is the temporary chiller will be running while this 480V that is supposed to feed the temporary chiller is disconnected?
VA Response: It is not the intent to hookup the temporary chiller to the 480 V as the temp chiller needs to be powered at the same time as the new chiller. The concrete pad for the disconnect can be done earlier prior to the arrival of the new chiller. The thickness of the pad is 4”wire mesh for the disconnect switch only.
3- Can the existing (chiller # 2) 4160V discount be utilized for the temporary chiller (the contractor will have to provide a stepdown transformer).
VA Response: Yes, the existing 4160 can be utilized.
4- The SOW is calling for 1000 Ton chiller, this size chiller only come as water cooled, is the intent of the VA that the contractor has to use water cooled temp chiller or at the contractor option they may use two 500 ton air cooled chillers?
VA Response: It is up to the contractor to provide the type of temporary chiller. It is the intent to meet 1000 tons. That can be accomplished with two 500-ton air cooled chillers. It is recommended that placement of these do not impact the ambulance entrance nor be on top of the manhole openings for the fuel tanks outside the boiler plant. The contractor should also coordinator with JCI for placement of these temporary chillers in order to not impact the removal of the existing chiller and rigging of the new chiller. Any costs associated with relocating the temp chiller to accommodate the new chiller or removal of existing is the sole responsibility of the contractor. Just note that the temporary chillers need to meet an output of 40 – 44 degrees in order to not impact plant operations. Any additional equipment to make this occur is the sole responsibility of the contractor with no additional costs.
5- The scope of work for the chiller replacement does not address any sequence of operation for the chiller plant based on the new equipment. Please advise as to how the chiller is intended to be sequenced within the current optimization program. Specifically, its prioritization amongst the chillers in each season, condenser water flow and temperature setpoints, chilled water flow and temperature setpoints, graphic points, alarm points, and trended points/values. Also please provide any strategies required such as variable speed pumping, water side economizer, etc. that are required.
VA Response: The existing sequence of operation for Chiller #2 should be used as the basis for the chiller plant. The contractor shall hire a controls contractor (ITC) as requested by the facility. A new Optiview control panel will be furnished, complete with a gateway controller for communication.
6- The SOW calls for “Start-up/Commissiong, Balancing” Please indicates the flow rates of the existing pumps and existing parameters which would be used for Balancing.
VA Response: This is the chiller supplier`s (JCI) responsibility.
7- It was mentioned at the walkthrough that due to the space limitation the chiller that the VA specified will come in sections and it is the contractor responsibility to put it together under the factory supervision, in case the sections are too big, is the VA ok with the contractor removing chiller # 3 to make space to rig chiller #2
VA Response: No, we are not okay with this as by the time the chiller comes, we will be deep within cooling season. We should restate that it is JCIs responsibility through the contractor to ensure rigging is done for the new chiller.
8- At the walkthrough, it was discovered that more piping may have to be removed and reinstalled to accommodate the new chiller, is the VA going to permit allowance as a line item
VA Response: The piping relocation for installation of the new chiller will be completed by the chiller vendor JCI. All wiring must be off the floor and provide unrestricted access to operators to navigate the plant. See photos below of existing Chiller 2 piping and controls configuration.
