ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) The following factors shall be used to evaluate quotations:

(1) Technical Capability

(2) Past Performance

The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is accepting alternate quotations.

Combined Synopsis-Solicitation 36C24224Q0242

The evaluation will be used to consider the following:

Factor 1: Technical Capability

The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the Statement of Work of the combined synopsis/solicitation and based on the information requested in the instructions to quoters section of the solicitation.

(a) The Contractor must provide a redacted Technical Capability of no more than five (5) pages long. The Offeror shall provide sufficient information in their capability on how they intend to meet this requirement’s need as addressed in the Statement of Work for Uniform and Locker Rentals, in order to allow the Government to determine if the proposed Uniform and Locker Rental services provided by the Offeror will meet the Governments minimum requirements, as identified in the SOW. Failure of an Offeror to submit descriptive literature for a proposed Uniform and Locker rental which will not allow a proper evaluation will result in their offer being rejected from further consideration. The Contractor must demonstrate in their capability how they will provide services of similar scope and complexity as outlined in the Statement of Work as well as identifying how the Offeror shall address any deficiencies or unforeseen events.

(b) Technical Experience – The Contractor must have at a minimum two (2) years of experience providing services of similar scope and complexity. Performances which have no relation to the SOW of similar services will not be considered as Technical Experience.

(d) Reports – The Offeror must provide an example of weekly reporting of uniforms that were delivered, picked up, damaged, repair, or lost, etc.

Factor 2: Past Performance

(b) Offerors shall submit the following: Provide three (3) references for contracts of similar scope and magnitude to be evaluated, the Contractor’s past performance shall also be evaluated in CPARS. Contractors without past performance will receive a neutral rating.

(c) The three (3) references shall be references within the last five (5) years and must be relevant to this procurement of similar scope and complexity. The past performance information shall include POC information and contract information with details on what was done.

Factor 3: Price

Combined Synopsis-Solicitation 36C24224Q0242

The Government will evaluate the price by adding the total of all line-item prices, including all options.

The Total Evaluated Price will be that sum. Contractor must be aware that Evaluation of options will not obligate the Government to exercise the options.

(a) This is a Firm-Fixed-Price contract. The Contractor must outline any charges and/or any fees upfront in their quote for replacement or repair of uniforms or other services unless it is worked into the price. Failure to do so, will result in rejected invoices of unauthorized charges.

(b) The Contractor must state what services are not included in their proposal and if there is a charge for that service the vendor must provide that upfront.

(c) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement.

(d) This procurement will include FAR 52.217-8 OPTION TO EXTEND SERVICES. (Authority to unilaterally extend the term of services for up to 6 months at the current pricing). The six (6) months of services will be for an estimated POP from 05/01/2029 through 10/31/2029. This is non-negotiable.
