Question 1: The SOW requires ten housekeepers and one Supv. Do you require full-time workers, or can hourly workers be used?

“B.2 STATEMENT OF WORK General: This is a non-personal services requirement to provide temporary janitorial services for the Veterans Health Administration (VHA), James J. Peters VA Medical Center located at 130 West Kingsbridge Road, Bronx, New York 10468. The James J. Peters VA Medical Center requires ten (10) additional housekeepers and one (1) housekeeping supervisor to maintain and perform up-scaled janitorial operations. With additional sanitizing needed and continuous turnover and absenteeism of cleaning staff, the Medical Center Director has authorized the temporary hiring of additional housekeeping staff. Environmental Management Service requests a firm-fixed-price contract with an additional option to extend services if needed.”

Answer: This requirement is for temporary janitorial services for 120 days, for 10 janitorial employees and one supervisor. 9600 hours for janitorial employees and 960 hours for supervisor, 8 hours a day.

Question 2 Health and Welfare benefits and Pension are requirements based upon an employee’s weekly scheduled hours. Therefore, if we are required to use full-time vs. hourly employees, this would impact our labor costs. The question is, do you require F/T housekeepers?

“The WD requirement states:” H&W is $23,196.04 per year for all employees working more than two days per week; therefore, employees working only two days per week do not receive H&W, correct?

The WD requirement states:” Employees working (20hrs) or more are entitled to Pension.

In summary, the above two factors, Pension and H&W cost, are based on hours worked.

Therefore, if you require full-time workers, this work impacts my price to the government and operational flexibility.

Answer: Interested vendors must comply with Rates Wage Determination 1977-0225 Rev. 74. Additional information on contractor requirements and worker protections under the Executive Orders is available at www.dol.gov/whd/govcontracts.
