RFQ 36C24223Q1060 Vendor Questions Answers are in red font
· Based on the price table, will this contract need two HR support specialist? Yes, at least two specialists in addition to administrative support personnel
· Is the contractors office required to be in New Jersey? No, contractor may provide support remotely if able.
· Referring to solicitation document, “Quoter must provide proof/certification that it is a licensed business to conduct the Human Resource Services as listed in the Statement of Work, including necessary insurance, licenses and/or permits required to perform the services required.” Can the Government clarify whether registration on sam.gov account for the licenses required to perform service under this contract or Do we need any other licenses. Please clarify. Registration on SAM.gov will suffice
· Do we need to provide the insurance document post award or at the time of proposal submission. At the time of proposal submission.
· In solicitation document, Referring to Section C, ”Contract personnel who require access to national security programs must have a valid security clearance”. Does the Key personnel require Security clearance. Please confirm. No.
· Are there any reference or maybe even a minimal wage table that you'd like us to follow in order to calculate the costs and our offer price? If so, where can we find it? We do not have a wage table available and will consider all costs listed in proposals.
· Does the government expect a percentage of travel required? Will the government consider adding a travel CLIN with a specified budget to account for any travel requirements in support of this contract? Travel is not expected.
· Can the government please add a CLIN for the non-key personnel with estimated hours of work? There is no place to account for this in the current pricing table. We are expecting 1 FTE for non-key personnel providing administrative support.
· The government did not provide any optional CLINs in the pricing table, nor were optional tasks written into the PWS. Does the government foresee any optional requirements for this solicitation? No.
· As mentioned in the Evaluation - " The contractors’ Past Performance shall also be reviewed in PPIRs" We don't have PPIRS/CPARS available for our past projects since the work we have done mostly as a subcontractor. We wanted to check if we are eligible to bid on this project? If yes, how will this scenario impact our evaluation ratings? Per Evaluation Factor 2: Past Performance, “…Individuals with no pas performance shall receive a neutral rating for this evaluation factor.”
· The language aroung the due date is a bit confusing. Can the government please clarify the due date and time for the submission of clarification questions as well as the due date and time for proposal responses? Deadline for questions was 8/29/2023 12:00 PM ET. Original deadline for quotes was 9/5/2023 12:00 PM ET. Please see Amendment document for extended deadline.
· Do Past Performance References and other other required information such as the requested business licences, insurance and permits count toward the 15 page limit of the response? Yes.
· What are the font restrictions for content, tables and graphics for the proposal responses? There are no restrictions.
· What is the page limit for the Pricing Volume? There is no page limit.
· Can bidders provide the requested Reps and Certs in the Pricing Volume? Reps and Certs need to be provided in response package.
· Can the government clarify on which documents are required for redaction and what elements/content in the document(s) should be redacted? The redacted copy of the quote package must remove identifying company information.
· Besides the normal salary, should we pay benefits as well? Due to this requirement being exempt from the Service Contract Act, it is up to the employer’s discretion to determine benefits for FTE’s. This should be accounted for in the pricing in response to the solicitation. Please see Personnel in section 10 of the SOW for FTE information.
· What documents would you like us to send along side the written offer? Are there any guidelines as to how we must send/write everything? Written offer must include the information requested in the solicitation. This must be sent by email to Levi.Russin@va.gov by the submission deadline.
· I am looking for information as to what needs to be filled in 0002. Is there a hourly rate we need to put in there. Each line item has been corrected to represent the total number of hours for one FTE. Pricing should be based on this quantity and unit.
· I would also need additional information on what exactly would 1001, 1002, 2001 and 2002 mean and what needs to be filled in there. Each line item has been corrected to represent the total number of hours for one FTE. Pricing should be based on this quantity and unit. These line items indicate Option Years.
