Question 1: Door Hardware Manufacturer - Please provide door hardware manufacturer that we are to match for new door hardware scheduled for the project.
Response 1: 1210 large format 6 pin interchange core Yale
Question 2: Solicitation response - Please clarify solicitation response requirements for the project. The solicitation lists both an email offer response and original sealed offer with one (1) copy due at the place specified by 10:45 AM EST on 04-12-2023. See box 13 of solicitation.
Response 2: Per the instructions provided in the solicitation, sealed bids shall be submitted via email. In accordance with FAR 14.202-8, the government is authorizing electronic bids on this solicitation. All bids shall be emailed to Mitchelle Labady, Contracting Officer, at mitchelle.labady@va.gov 30 minutes prior to the bid opening time, but no later than 10:30 AM EST the morning of bid opening. It is the responsibility of the potential bidder to ensure the timely delivery of their complete bid package. No hand-delivered bids will be accepted.
One minor revision, bids shall be submitted no later than 10:45 AM.
Question 3: Bid Deliverables for Solicitation response - Could you provide a list of the required bid documents that are required to be included with our solicitation response for this project?
Response 3: As instructed in the solicitation, the following are requirements o Bid Bond and associated documents on correct forms;
o Acknowledgement of all amendments, if issued;
o Completion of solicitation page 2 and Bid Pricing Sheets;
o Completed Buy American Certificate from section 2.3 (pages 12-13);
o Signed Certificate of Compliance from section 4.9 (pages 43-45);
o Verified/visible/certified on the US Small Business Administration (SBA) Veteran Certification (VetCert) or CVE Letter; and o Proof of compliance with VETS 4212 Federal Contractor Reporting.
Question 4: 1) The plans aren’t very clear on the scope of work in regard to the nurse call system. Key note “D” on AE 201, 202, 204 state “NEW NURSE CALL LIGHT - COORDINATE
WITH NEW NETWORK INSTALL. SEE ELECTRICAL DRAWINGS FOR MORE INFO”,
additionally some vague notes like “Replace nurse call station” on the Bedroom Demo Elevations on AD 104, 103. However, the only additional info provided on the electrical drawings is on EP 102, key note 3 – “EC SHALL COORDINATE WITH NURSE CALL VENDOR AND
COR REGARDING THE POWER/DATA CONNECTION TO THE MONITORS ON THE
TEAMING AREA DESK.”.
Requests for Information (RFI) Solicitation No. 36C24223B0009 Project No. 561A4-18-111 Renovate Acute Health Building 143 BW & CN
Besides the Nurse Call Light, called out on the AE 201, 202, and 204 drawings (and a few of the elevations), we couldn’t find any pull stations, nurses’ stations, or any other associated equipment.
Please advise on the scope of the work regarding the nurse call system, if a new system is required, which system is desired by the VA. Lastly, we could not locate a nurse call specification in the specification packets.
Response 4: Existing Nurse Call system to remain. Modification of the nurse call system is out of scope however the nurse call lighting at areas indicated in construction documents are to be new.
Question 5: 1. The existing nurse call system that is intended to remain is end of life. Parts and support are no longer available for the existing system. This area is intended to house patients and the reliability of the existing system could cause patient and staff safety concerns. Would the East Orange VA consider upgrading the existing system to new technology to ensure proper functionality and support are available during and after construction?
Response 5: A new nurse call system is out of scope of this project.
Question 6: Regarding the Security System- Panic buttons, Card readers, and Request to exit systems; Architectural drawings AE101, 102, 103, 104, call for these devices at various locations, however, none of these devices or further information could be found on the electrical drawings, or anywhere else. The specification section for Division 28, is for an entirely new and complete access control system, which includes but not limited to, Head-end equipment servers, workstations, Access control systems and database management software, PIV middleware, system licensing, a standalone system network, etc. We don’t believe this to be the intent of the scope of work for this project’s security system, as a new and complete standalone system. Please advise on the scope of work for the Security system and related devices, an equipment schedule, for example if control panels are required or if tying into existing, and if tying into existing please advise on what systems and equipment we are to tie into, and where.
Response 6: EP102 indicates additional information for the new security items. New devices are to be wired using the existing system.
Question 7: In the specifications, there is section 11 19 50 Protective Padding System, but we are unable to find on the plans where the padding is located. Please specify the locations where the Protective Padding System is required.
Response 7: See keynote 21 on Sheet AD104 and Sheets AI101 and AI 203 - The padded flooring is to be used in the restraint rooms in C-North.
