About this file
This amendment to a solicitation and the related federal contract opportunity provide details regarding a project to replace domestic water pipes and valves at the Stratton Veterans Administration Medical Center in Albany, New York. The Department of Veterans Affairs is soliciting bids to install new domestic water lines and shutoff valves while keeping the existing water system operational. The project scope also involves replacing subbasement sump pump assemblies and some new installations. Questions from potential bidders are addressed regarding seismic design category classification and clarification on where new piping will terminate in relation to domestic water risers. The pre-bid meeting provided clarification that the contractor is not responsible for final connections to the risers. The solicitation number is 36C24222B0071 and bids are due on unspecified dates.

Replace Domestic Water Pipes Stratton VAMC
Q1: Regarding Spec 13 05 41 SEIESMIC RESTRAINT REQUIREMENTS FOR NON-STRUCTURAL COMPONENTS:
It seems that the Building Seismic Design Category “C” was calculated using Site Coefficients for Site Class D, although the Site Class is listed as B.
Site Class D was historically the default assigned if actual borings were not taken to measure shear wave velocity.
ASCE 7-16 instead dictates “If site class A or B is established without the use of on-site geophysical measurements of shear wave velocity, use F [site coefficient] = 1.0 for calculating both Sds and Sd1.
ASCE 7-16 includes revised Site Coefficients which would assign Stratton VAMC a Building Seismic Design Category of “A”, regardless of whether borings were taken.
USING SPECIFIED SITE CLASS “B” SITE COEFFICIENTS
0.9 (TABLE 11.4-1) X 0.23(Ss)= 0.203 X 0.667= 0.138(Sds) - SEISMIC DESIGN CATEGORY “A”(TABLE 11.6-1)
0.8 (Table 11.4-2) X 0.070(Si) X = 0.056 X 0.667= 0.037(Sd1) - SEISMIC DESIGN CATEGORY “A”(TABLE 11.6-2)
USING SITE COEFFICIENT = 1.0 per ASCE 7-16 IF ACTUAL BORINGS WERE NOT TAKEN.
1.0 X 0.23 = 0.23 X 0.667= 0.15341(Sds) RESULTS IN SEISMIC DESIGN CATEGORY “A”.
1. X 0.07 = 0.07 X .667= 0.04669(Sd1) RESULTS IN SEISMIC DESIGN CATEGORY “A”.
Questions:
1. Were borings taken to determine Site Class?
1. Were Site Class “D” coefficients used for Sds and Sd1 calculations?
1. Is ASCE 7-16 being applied for seismic requirements, per referenced IBC 2018?
1. If Seismic Design Category “C” and Ip=1.5 requirements are confirmed, will pipes smaller than 2-1/2” in diameter be exempted from seismic restraint requirements?
A1:
Borings were performed for other projects and the data extrapolated for this project. The answers to the other three questions can be found in specifications section 13 05 41 Seismic Restraint Requirements for Non-Structural Components.
Q2: Drawing P302 Detail 1 indicates new piping to be capped within 36” of domestic water risers. At the site visit I understood the requirement to be 24”. Please clarify.
A2:
A potential bidder was under the impression that the contractor was responsible for making the connection between the new piping and existing risers. Rather than have a bid prepared under this misconception, it was pointed out that the new piping does not connect to the risers. The noted detail on the plans indicate the end of the new piping is within 36” of the existing risers, which is correct.
