Text version
1- Page 5 of 77 Item 2.3 Internal Inspections- Is the VA responsible for opening and closing boilers or is the contractor responsible? Contractor responsible for opening boilers for inspection but will need VA approval.
2- Page 5 of 77 Item 2.3 Internal Inspections-The inspections are well defined and understood to be included within firm price but the paragraph also alludes to items such as scale/deposit removal, manhole repair/replacement and repairs of bulging or blistered pressure parts. These tasks are generally not performed by the inspector and would typically be performed by a 3rd party based on result of inspection. Please confirm the listed repairs in this section are IDIQ and intent would be for these items to be quoted as the need arises. Additional work not delineated within this SOW can be considered new work.
3- Page 10 of 77 has an annual task of “Clean fireside and repair refractory.” The cleaning scope is a biddable maintenance item but the amount of refractory repair and its cost would be wide ranging based on inspection results especially given the age of the boilers. Please confirm that refractory repairs are IDIQ and intent would be for these repairs to be quoted as the need arises. Additional work not delineated within this SOW can be considered new work.
4- Page 12 of 77 has a quarterly task of “Boiler Combustion Control System and Associated Recording Instrumentation. What is the requested scope for this task? Reference VA 1810(1) and associated material
5- There are items besides the boilers that are listed in the SOW that don’t appear to have a clearly defined scope. Are these identified in case there is IDIQ work needed for them? What is the scope and task frequency associated with the following Brooklyn VA items starting on page 14 of spec? Items below are to be inspected during scheduled maintenance visits. Repair items outside the scope of the contract can be considered new work.
· Feed water Pump, Manufacturer: Gould
· Steam drive, Manufacturer: Dresser-Rand
· Electric Drive, Manufacturer: Emerson
· Feed water Pump #1 Steam driven
· Feed water Pump #2 Electric motor driven
· Feed water Pump #3 Electric motor driven
· Feed water Pump #4 Steam driven
· Surge (transfer) pump Manufacturer: Weinman
· Surge (transfer) Pump #1 Electric driven
· Surge (transfer) Pump #2 Electric driven
· Tank #1 (009) Fiberglass coated steel, 20000 Gallon cap.
· Tank #2 (010) Fiberglass coated steel, 20000 Gallon cap.
· Tank #3 (011) Fiberglass coated steel, 20000 Gallon cap.
NOTE: There is a similar listing of items for St Albans starting on page 15. Please advise on that also.
6- The Specifications do not refer to the “BEI Safety Device Testing Manual, 5th edition” which is generally the VA’s preferred procedure and record for the safety device testing listed on pages 10-12. Can we utilize our own safety device testing data sheets and methods? Test methods must comply with VA test manual except “site specific tests” Example: boiler configuration different then test allow. VA requires that test information be entered in the test manual and retained for reference. Different sheets may be used as long as all necessary information provided.
7- We have a question regarding the line items X001AC & X002AC – Quarterly Maintenance. The 1810 is referenced to determine frequency, but from what I am seeing there is no Quarterly Maintenance requirements in the 1810 (goes from monthly to 6 month). Could you please provide a list of what items are to be performed during the 4 quarterly visits? Also, just to verify, will the site be handling their monthly PM requirements which are listed in the 1810. The monthly PMs are required as per the 1810. The monthly PMs will substitute for the quarterly request.
8- St Albans community center boilers and accessories is currently in the process of being replaced, can we get a list of equipment being replaced and what will be under the contract
St. Albans has contemplated replacing their boiler and accessories, however no immediate plans has been approved:
Boiler #1 Boiler #2 Boiler #3 DA Tank Condensate Surge Tank 2 fuel oil pumps 2 condensate transfer pumps 3 feedwater pumps Blowdown heat recovery unit 2 steam PRV’s for the DA Tank
9- Are repairs and troubleshooting calls above and beyond normal maintenance procedures included as part of this annual contract (i.e. identified deficiencies during maintenance)? Additional work not delineated within this SOW can be considered new work.
10- Is chemical water treatment (i.e. legionella testing, treating the water chemical levels, etc.) part of the annual contract scope? This is already covered under the Water Quality Management contract, so it is not needed under this SOW.
11- .”UNSCHEDULED MAINTENANCE AND REPAIR ACTIONS 9.1 Unless otherwise directed by the CO the Contractor shall not perform any work outside of the Scope of this Contract without authorization from the CO and the issuance of Unscheduled funds task order. Failure to receive prior approval for out-of[1]scope work will most likely result in the denial of compensation. 9.2 Any repairs necessary because of failures or deficiencies during inspection and testing shall be perform using unscheduled line item. Contractor to submit a quote detailing labor rate and materials cost to the COR for approval prior to any work.”
