The requirement includes providing an on-site mechanic 46 hours per week at the Manhattan campus. The North American Industry Classification System code is 238290 and the size standard is $16.5 million. The solicitation will be a commercial set-aside for Service-Disabled Veteran-Owned Small Businesses. The number is 36C24221Q0531 and responses are due on or around May 20, 2021. Statement of Work (SOW) Clarification:

2.14 If work is required outside of the Scope of this Contract, the Contractor shall submit a detailed cost estimate for required repairs to the CO/COR within 2 business days of finding the issue. Contractor shall not proceed with such work, except for emergency situations such as entrapment, without the written consent of the CO and receipt of a separate Purchase Order to cover the cost of additional work.

2.15 Repair or replacement of elevator equipment due to natural disaster, vandalism, negligence, or misuse by persons other than the Contractor, and contractor employees. Contractor shall obtain written approval by the CO prior to repairs related to this category of damage. Any damage the contractor deems to be a result of this nature shall be fully documented with pictures taken by the Contractor. Documentation of the incident, including pictures shall be provided to the CO/COR for evaluation. The CO/COR reserves the right to claim any damaged material / equipment.

17.1 Unless otherwise directed by the CO, the Contractor shall not perform any work outside of the scope of this contract. The CO will determine if repairs or out of scope work will be completed via modification to the contract or issuance of a separate purchase order. Failure to receive proper approval may result in a denial of compensation.

Questions and Answers:

1. Page 6 of the solicitation, section 2.2 states: “The contractor shall provide a resident mechanic at each site working 40 hours per week. The normal operating hours are the hours between 8:00 AM to 4:30 PM or 7:00 AM to 3:30 PM Monday through Friday, except Federal Holidays. NY VAMC working hours are 6:00 AM – 4:00 PM Monday through Friday, except holidays but need elevator mechanic to be on site Tuesday at 6:00 AM.”

It is our understanding the current requirement for the Manhattan VA Medical Center is not 8 hours per day, but instead 46 hours per week, as follows:

· Monday: 6:00am – 4:00pm

· Tuesday through Friday: 7:00am – 4:00pm Can the facility confirm that this will be the same requirement for the upcoming contract?

Ans: Yes, Manhattan campus is 46 hours per week.

1. The solicitation does not mention anything about generator testing coverage. However, it is our understanding the Brooklyn VA Medical Center currently requires Saturday overtime generator testing no less than monthly to be included in the contract. Can the facility confirm that this is still a requirement in the upcoming contract?

Ans: It is not a requirement in this upcoming contract.

1. Page 58 of the solicitation states that the Technical Capability Volume cannot exceed 10 pages, please confirm that coversheets, and Table of contents pages will not be included in the page count.

Ans: The cover sheet and table of content will not count as part of the 10 pages technical capability.

1. Can the facility confirm that all references to, and requirements thereof, the “Contractor” within the solicitation refers to the Prime Contractor and not any Subcontractors that may be used?

Ans: Contractor refers to “prime contractor”.

1. Page 10, Section 3.5: Are Category 1 / annual tests and Cat 5 tests to be conducted by the elevator contractor, because it states it is to be done by a third party company and the elevator firm is to assist only; and if we need to conduct them, can we utilize the on-site guy as part of the team?

Ans: Possible as long as it does not interfere with any issues that might come up where the mechanic needs to address ASAP.

1. It says to provide 24/7 service calls and within certain times, yes of course, but are they included on overtime in the monthly price, or are they billable?

Ans: Considered as OT in the monthly price, the nature of the contract is such that off hours service calls etc. are a frequent occurrence and should be expected.

No further questions permitted.
