Q&As Q. When will the project be funded?

A. Not sure yet but the request for the funds has been sent.

Q. We have not been able to locate the design/operating pressures for the High Pressure, Medium Pressure and Low-Pressure portions of the steam piping. This is needed to properly size and price components needed and specified in the documents. Please indicate where these can be found in the documents or provide the information or applicable assumptions.

A. Per the VA Steam, Heating Hot Water, and Outside Distribution Systems Design Manual volume 3:

5.16.6 The designer shall furnish thermal expansion calculations for the supply and return piping using the following design characteristics and installation temperature. The system design conditions shall be 1,034 kPa, 188 C [150 psi, 370 F] or the maximum boiler safety valve setting and associated temperature whichever is higher. The condensate/return shall be designed for 1,034 kPa, 121 C [150 psi, 250 F] or pump dead head whichever is greater.

In our case 150 psi is the controlling limit for the High-Pressure system

Per the VA Steam, Heating Hot Water, and Outside Distribution Systems Design Manual volume 1:

6.1 Definition of steam distribution pressure classes:

Low pressure steam (LPS)………….….0 thru 15 psig Medium pressure steam (MPS)……. Greater than 15 psig but less than 60 psig High pressure steam (HPS)……….…. Greater than 60 psig

For this project design pressures are as follows:

HPS is 150 psi max MPS is 60 psi max LPS is 15 psi max

Q. Drawing MI101 show steam trap monitoring transmitter locations in a number of buildings (i.e. Bldgs 5,6,7,8,9,10,36 and 37) that do not show the installation of steam traps elsewhere in the drawings. Is monitoring required in these buildings? If so can more information be provided to allow for pricing.

A. Intent of MI101 is to include monitoring on the existing main steam trap in each of the indicated buildings, located within the building's primary mechanical space. Design intent was based upon, but does not mandate the use of, Armstrong Steam Eye trap monitoring transmitters.

Q. After reviewing the plans, drawing SS309 is not within our drawing set. Can you provide drawing SS309?

A. See attached for SS309.

Q. Are the sump pump monitoring systems furnished by others and installed by us, or will you need us to quote those?

A. The monitoring system is a part of this project and should be supplied by the contractor.

Q. Drawing ES-101 notes receptacles for the steam trap repeaters. It appears there are a total of (12) rooftop receptacles on that drawing, however drawing MI-101 shows a total of (17) repeaters, (21) transmitters (including one at each new AV), and (1) receiver. Can you confirm the total number of new receptacles that will be required for the system?

A.

· DWG ES101 notes 17 rooftop receptacles in the same locations as the 17 repeaters noted on MI101. The contractor should supply 1 receptacle per repeater as shown. A/E is uncertain as to which 5 receptacles the contractor appears to be overlooking on ES101.

· Per Specification 336300 section 2.12(D), the 21 transmitters are intended to be battery powered and do not require external power. If the contractor elects to utilize a system involving powered transmitters then additional outlets at each transmitter location will be required.

· The receiver does require 120V power. A receptacle will be required in the shop area of Building 118. See MI101 for general location, but contractor should coordinate final location with VA staff Q. Also, for the new transmitters at each AV, will we also need to supply power for those, or is the #18 AWG pulled to each location meant to be part of that monitoring system?

A. As stated above, the transmitters are intended to be battery operated. The #18AWG wire is intended to be used for the sump pump monitoring/high water level alarms at each access vault so equipped.

A. VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors as shown below is hereby incorporated into the scope of work for the subject contract.

VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors

1. Contractor employees who work in or travel to VHA locations must comply with the following:

a. Documentation requirements:

1) If fully vaccinated, shall show proof of vaccination.

i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination.

2) If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor’s order or an FDA approved over-the-counter test.

3) Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel.

4) Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.

2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates.

a. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.

3. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities.
