Christina M. Katz Contracts Officer The following questions were submitted in response to this solicitation for bids. The Government’s answers are provided below:
No.
Reference
Question
Answer
1.
Will a full spec with all the valve information be provided?
See Answers below.
2.
Who will do the cutting and patching?
VAMC does not anticipate any cutting and patching of walls to be needed.
Note that VAMC anticipates stop valves can be replaced without cutting into walls.
3.
Are there isolation valves in place and accessible up stream of the old mixing valves?
So, they can be changed out?
Note there are over 50 riser pipe sets in the building. Each riser set has a shutoff valve for cold water, hot water, and hot water return. The riser shutoff valves are located in the sub-basement of the building.
But this question seems to assume there are mixing valves to be replaced. There are no plans to replace mixing valves, only to install new mixing valves.
4.
Has an Asbestos survey been completed at each location and will one be provided?
No asbestos survey has been performed or planned to be performed. See answer to No. 2.
5.
Will the VA be responsible for removing or covering furniture and equipment in each room prior to the start of work?
No. The Contractor is required to perform all work related to infection control and dust control. See spec section 01 35 26 (1.12); Infection Control.
6.
Will Containment and Negative air need to be setup for individual rooms or can multiple rooms and areas be setup at one time?
See spec section 01 35 26 (1.12); Infection Control, which states the work is expected to be performed under Class I infection control requirements.
7.
Will this Project require a full time Site Supervisor and SSHO on site every day?
A full time Site Supervisor shall be on-site any time work is being performed. The Site Supervisor may serve the role of SSHO. This answer applies to Questions 22 and 35, below.
8.
Spec Section 01 32 16.15 - 1.3 is the intent to have the GC hire a A/E firm for consulting? could you provide further detail on the scope and time expected of the consultant?
01 32 16.15 – 1.2 (C) states there is an option to use a consultant.
9.
Can we assume rooms will be available for work as scheduled to allow us to move systematically to complete the project without interruption or delay within the allotted 10 days?
There is 180 days allotted for Tasks 1 through 6.
10.
Will ProPress® Fittings be allowed?
Yes, ProPress® fittings are permitted.
11.
If Press fittings are not allowed will hot work permits be approved and provided based on scheduled work at each location?
Hot work permits are issued by VAMC Fire Department as needed. See spec section 01 35 26 – 1.14, Fire Safety.
12.
Will demolition and repairs of walls, floors or finishes in order to access or rework existing valves and piping be the responsibility of the GC? If so will the VA inspect the install immediately following each install to allow us to close and return finished areas to the VA in a timely manner?
VAMC does not anticipate demolition of walls, floors or finishes to be required. See answer to No. 2.
13.
Could you provide an example photo of the shower valves that need to be replaced?
Yes. See photos attached.
14.
There is no manufacturer/model specified for the shower valves and trim. Please provide.
See Spec section 22 05 23 – 2.4 (b).
15.
There is no manufacturer/model specified for the angle stops. Please provide.
BrassCraft® SCR19 Series loose Key Angle Supply Stop Valve. Add to spec?
16.
Specification 22 40 00, 2.3, E states, ‘Mental Health Area: Provide stainless steel drain guard for all lavatories not installed in casework. Please provide quantities for drain guard and specification-sizes.
No replacement drain guards are anticipated to be needed in Mental Health Areas.
17.
For the sinks that require new angle stops, will we be replacing the chrome nipple from the wall and the escutcheons as well?
Contractor shall replace the escutcheons. If a sink has a chrome nipple, it should also be replaced unless it is in excellent condition.
18.
At what time will work start on the evening shifts? Will weekend work also be performed in the evening?
In general, the work requiring water shutdowns shall be permitted on one weeknight per week, between the hours of 5:30 PM and 5:00 AM.
There will, however, be some flexibility by VAMC regarding this schedule for specific locations where it may be necessary.
19.
How many areas do you anticipate we will have access to each shift? Is it safe to assume that we can work in areas as divided by the plans or do you anticipate being able to work in more than one area?
Work requiring water pressure shutdowns shall be coordinated to perform the work on all outlets serviced by the riser pipe being shut down. Work not requiring water pressure shutdowns generally may be performed in multiple work areas simultaneously. The work will have to be coordinated with VAMC COR.
20.
Some fixtures are test/calibrate only. How will deficiencies be addressed if 110 degrees cannot be achieved before or after the hot water temp is elevated?
VA expects this to be a relatively unlikely event.
If an existing device does fail a test, contractor shall notify the COR and repeat the test in the presence of the COR. If determined to be defective, the device shall be replaced and an equitable adjustment in price will be determined.
21.
Will any on site storage space be available? If so, what is the size of the space?
On-site storage space can be made available. Contractor may assume space for one 40-foot storage container may be available somewhere on the facility campus. No office space will be available. Contractor may request additional storage space, if needed, but the request may not be approved.
22.
01 35 26
Can the prime contractor’s Site Superintendent dual role as SSHO as long as they meet the qualifications?
See answer to No. 7 above.
23.
Scope of Work Task 1
This says there will a total of 243 hot and cold water stop valves, however, on Attachment #2 it shows a total of 283. Which number should we use for the quote?
VAMC count shows 243 hot water stop valves and 243 cold water stop valves to be replaced. The total is 486 stop valves.
24.
Scope of Work Task 1
Does the total we use from the answer from question no. 2 (No. 23 above) need to be multiplied by 2(two) to account for both the hot and cold-water supply?
See 23 above.
25.
Scope of Work Task 2
This says that there is a total of 373 mixing valves to be installed, however, on Attachment #2 it shows a total of 413. Which number should we use?
VAMC count results in 373 mixing valves to be installed.
26.

VAMC count results in 12 shower valves to be installed.
28.
Scope of Work Task 4
On the Mixing valve and the Faucet, we were given a manufacturer and part# the Government used for their Basis of Design. Is it possible to get the Basis of Design Manufacturer and Model number of the Shower Valve they would like us to price?
Correction to Attachment 1: Equipment Schedule for Shower P/T valve the specification reference is revised to: 22 40 00-2.8 (H), which has a basis of design manufacturer and model number.
29.
Scope of Work Task 5
Completing a test of all TMVs and fixtures within a 1-day period and following the procedures outlined in the scope is going to be difficult task not just for the contractor but for the VA to schedule access to every area within that time frame. Assuming the water is normally being sent to end-devices at 120°-130° like the other VA’s we have worked at, the fixtures and TMVs can be safely set at 110° without having to raise the heaters and complete the secondary testing with the 1-day period. Would the VA be open to adjusting this requirement as long as a secondary testing is performed to assure everything is set correct?
The retesting cannot be completed in the time frame stated in Task 5. Additions and changes below in red. Revise Task 5 to state:
Task 5: After completion of the installation and initial testing of all new fixtures and devices installed, VAMC will increases the hot water loop temperature in the building to approximately 145° F.
