Question: Will chemicals be permitted for the removal of floor mastic on the project?
Response: The Contractor would be permitted to use a soy-based (or approved, similar material) mastic remover.
Question: The drawings indicated that all negative air exhaust can be egressed to the building exterior. Please confirm that this is the case for all phases and NYSDOL variance will be needed to exhaust within the building.
Response: Per this project, all phases shall vent externally.
Question: HVAC systems feeding the abatement areas require shut down or cut and cap? Who is responsible for this?
Response: Contractor is responsible per the ICRA.
Question: The drawings show three (3) decons and work phases. Is it possible that multiple areas can be abated at the same time to expedite the work and minimize mobilizations?
Response: The number of phase and set-ups are part of the abatement plan. The Contractor can increase or decrease the number of phases as long as the timeframes specified are met. If the Contractor decides to increase the abatement areas to reduce the number of phases, they are going to have to prove they can do it. The phases are already large.
Question: Between phases will there be a place on site to store equipment and abatement supplies?
Response: The Contractor would be allowed to have a Conex box on VA grounds. Coordinate placement of box with VA upon kickoff meeting. On the afternoon, prior to the erection of respective abatement barrier, the Contractor would be able to store the barrier(s)’ materials in the 3A Waiting Room, provided they store it “out of the way” and block it with a temporary construction fence; coordinate with VA COR.
Question: Will there be a place for the asbestos waste container on-site? If so, ideally, we would like to reserve one (1) loading dock while on-site performing abatement / install.
Response: The Contractor cannot reserve a bay in the Loading Dock. Similar to Response #5, the VA can provide a location on VA grounds (if available) for the Contractor to temporarily store hazardous waste.
Question: For asbestos project filing purposes this building is federally owned. Are NYS project notifications and fees applicable to this work? or just EPA filing be required.
Response: Both need to be notified.
Question: The doors within the corridors will obstruct the abatement process. Will they be removed as part of this project by others or should we anticipate having to remove and reinstall?
Response: If the doors within or around the associated abatement area are obstructing the Contractor’s operation, the Contractor would be allowed to temporarily remove the doors, but shall (properly) reinstall the doors prior to the start of the VA work week.
Question: Existing walls may have blemishes from the abatement due to the use of tape, etc. What is the owner’s position on this matter as far as cleaning and appearance upon completion of abatement? Are the walls scheduled for painting, etc.? or will they require protection?
Response: No renovation work is currently scheduled outside flooring replacement. Per G-2, if existing conditions are damaged, the Contractor is responsible for repairing/restoring to the original construction or better.
Question: During the walk-thru we discussed one (1) freight elevator being designated for abatement use. Will the owner provide protection (hanging wall covers for the interior of the elevator cabs) Response: Per G-2, if existing conditions are damaged, the Contractor is responsible for repairing/restoring to the original construction or better. It’d be the Contractor’s best interest to implement those items.
Question: In area that have 12 x 12 non-asbestos flooring within the corridors adjacent to asbestos flooring schedule for removal; is the non-asbestos flooring to remove as part of the abatement or protected and left in place?
Response: If you’re referring to the rooms off the A-wing stem, per AB-100, the Contractor shall remove the asbestos flooring within the corridor & the transitional piece of flooring underneath every adjacent door.
Question: Will there be an electrician on-site that can provide connection and disconnection of GFI?
Response: The VA currently provides 120V for the Contractor through nearby receptacles. There may be nearby special (208V) receptacles in the corridor(s), but they would have to be reviewed for their electrical requirements (if the Contractor intends to use them). A VA electrician would NOT be available to tie-in temporary pigtails for the Contractor. The Contractor can temporarily use electrical panels to implement Contractor-supplied pigtails (and supporting equipment), but the Contractor must use a licensed electrician to install and remove the equipment during the respective abatement phase(s). There cannot be any exposed electrical devices during the VA’s work week. Contractor to coordinate electrical outage(s) with the VA, providing the VA a minimum of 14 calendar days advance notice.
Question: For water supply, does the mopsinks have a 3/4" adapter for hose connection?
Response: If there isn’t an available adapter, the Contractor shall supply adapter(s) & all supporting equipment.
