Q12. As a SDVOSB with 2 past performances and submitting as Prime will a past performance from a subcontractor be acceptable to total 3 past performances?

A12. Yes. See Q22/A22 below.

Q13. Is it acceptable to submit more than 3 past performances?

A13. Although three is preferred, please submit no more than 5. See Q22/A22 below if you propose subcontractors.

Q14. For each facility what is the current fiscal year monthly average for the as needed coding cases?

Q15. Please confirm that coding cases that are worked and suspended per facility guidelines are still billable for the contractor if they are taken out of suspend by the facility before completion?

A15. Yes

Q16. Is the completion of the Evaluation and Management Calculator a requirement?

A16. NYH does not require it

Q17. Will Inpatient Professional Fee encounters be electronically assigned through the code me to the contractor?

A17. Profees come through the Code Me report each day and are then distributed electronically to the contractor

Q18. Will the contractor receive an admit and discharge list to confirm no Professional Fee encounters are missing?

A18. At NYH there is no admit/discharge list distributed; profees are coded on a concurrent basis.

Q19.Will any assistance be needed during quarterly CENSUS time?

A19. Yes, NYH requires assistance with inpatient coding during Census.

Q20. What is the turnaround requirement if all the documentation is present for Surgery and Inpatient?

A20. For Inpatient Facility, Inpatient Professional, Outpatient, and Surgery CLINS: 72-hour TAT with a maximum TAT of 5 days or 120 hours.

Q21. What is the name of the incumbent contractor for the coding and auditing?

A21. Only questions regarding the solicitation and the requirements therein will be answered.

Q22. Does the subcontractor also need to provide 3 past performance evaluations?

A22. Note: VAAR Clause 852.219-74 Limitations on Subcontracting. The past performance questionnaire should focus on that subcontractor’s portion of the planned work. A total of 3-5 past performance evaluations should cover the total plan (Prime and Subcontractor), If multiple subcontractors are intended (within the Limitations on Subcontracting requirement), then more may be considered in order to assess the overall performance risk. Please disregard the response to Q11 in Amendment 0001 if your Past Performance Questionnaire requirement is satisfied by this response.
