About this file
This solicitation package describes a federal contract opportunity to correct deficiencies in a boiler plant at a Department of Veterans Affairs medical center. The project involves mechanical, electrical, plumbing, and structural work depicted in project drawings and specifications. Key aspects include replacing approximately 150 linear feet of boiler room pipe trench; demolishing and replacing roof-mounted equipment; installing new combustion air equipment and safety railings; replacing doors and equipment; and hydrojet cleaning and replacing sanitary piping. A portion of the work must be provided by the local authorized Cleaver-Brooks service representative and involves upgrades to the deaerator overflow system, boiler controls systems, gas and oil fuel trains, and atomizing air pressure components. The response due date will be specified in the solicitation to be posted on October 15, 2020. The award is proposed for December 15, 2020. RFIs
1. Will off hours work be required for new tie-in to the high pressure steam main? What is the proposed time wind?
Response: Off hours work should not be required to connect the new PRV-1 to the existing valve. If the existing valve does not hold, then an off hour, maximum 4-hour duration, steam shutdown would be required.
2. Will off hours work be required for the tie-in of temporary blowdown piping? What is the proposed time window?
Response: Off hours will not be required for tie in of the temporary blowdown piping.
3. Will off hours work be required for the tie-in of new blowdown piping with the existing sanitary? What is the proposed time window?
Response: Off hours will not be required for this work.
4. Drawing E-601: Please clarify whether the new 600A, 208/120V 22KAIC MDP & 600A, 208/120V
22KAIC DP-EM are just panelboards or switchboard?
Response: Both can be distribution panelboards provided that each can satisfy the requirements of the project drawings and specifications. MDP must contain a digital multimeter per notes and distribution switchboard specification.
5. The temporary distribution panel NEMA 3R 600A bus indicated as 480V/277V rated whereas the temp generator feeding this panel indicated as 208V/120V rated & the system voltage in boiler plant is only 208v/120V please clarify which is correct?
Response: The temporary distribution panel shall be rated 208/120-volt.
6. Spec section 01 45 00 para 3.4 states to have a CQC system manager as one of the personnel requirements. Please clarify if this CQC system manager will be a full-time personnel and whether contractor’s site supervisor can simultaneously perform the duties of this CQC system manager? Also please clarify if there is any other full time personnel required to be hired by contractor for this quality control work, there is an extensive spec section with requirements so please clarify in detail.
Response: The contractor’s supervisor may simultaneously perform the duties of the CQC
System Manager. No other full-time personnel are required for this quality work.
7. Spec section 02 82 11 para 1.1.2.B states approx. 100 linear feet ACM door frame caulk. Drawing

RFIs
Response: The count of (3) door frames is correct.
8. Drawing S-501 details 10 and 11 indicates Concrete spall repairs and also has detailed spall repair notes. Please identify this work of concrete spall repairs on the plan/drawings sheets or provide quantities.
Response: The intent is to repair any and all areas of spalling that are revealed when the trench covers are removed. Contractor should assume that details 10 and 11 on S-501 will apply to the entire length of trench.
9. Spec section 02 83 33.13, Para 1.1.A1 states removing and disposal of lead-based paint at interior and exterior locations indicated in existing conditions report. – There is no report in the bid documents and no work shown on drawings and specs, please identify on the scaled drawings locations/areas of these lead-based paint or provide quantities, also Para 2 states to use chemical stripper, can this chemical stripper used for both the interior and exterior locations?
Response: Please see attached Regulated Materials Survey Report dated 2020-05-15 for potential locations of lead-based paint.
10. Spec section 03 54 16 is for hydraulic cement underlayment. – Please identify on drawings locations of this work.
Response: This is identified on Drawing A100. See Key note #4 in new IT Room.
11. Spec section 05 12 00 page 3, para 1.5 states AISC certified fabricator and erector is required. Is this correct and mandatory requirement?
Response: An AISC certified fabricator and erector is required.
12. Is the existing building roof under warranty? If yes, then please provide the name and contact of roofing contractor.

20. On insulation thickness charts, blowdown pipe (above ground and in trench is not included).
Please provide type, thickness and protection materials.
Response: Insulate blowdown piping outside of trench as noted in Specification 230711 Section
3.7 PIPE INSULATION SCHEDULE for operating temperature service range 122-177 degrees C
(251-350 degrees F). Blowdown piping within the trench is not to be insulated.
21. Specifications call for Forged Steel fittings Class 2000 for threaded pipes, since Class 2000 is not stock, is possible to use Class 3000?
Response: Yes, Class 3000 fittings are acceptable.
22. Drawing P-101 shows new 6" sanitary pipe running along new blowdown trench, is possible to have a trench section detail including sanitary pipe?
Response: See attached sketch.
23. Please verify the level to be maintained in the boiler deaerator tank (DA)?
Response: Match the existing deaerator operating water level – contractor to verify current operating level in field.
The D/A levels are determined by the plant steam loads, the deaerator manufacturer, VA Detail
SD232111-06 titled, “Feedwater Deaerator Flow Diagram” (attached) and tested using “VHA
Boiler and Associated Plant Safety Testing Manual”, fifth edition, page 44-46.
24. Are there any records as it pertains to the DA tank? It appears to us that the storage tank may be over sized; this level will be critical for the installation of overflow probe placement. With this type of DA the internal over flow stand pipe shows about 3.5 to 4” below top of tank; this pipe will have to be cut.
Response:
There are no known records or shop drawings of the existing deaerator.
Discussions regarding DA sizing are outside of the scope of this project.
Per “VHA Boiler and Associated Plant Safety Testing Manual”, fifth edition, page 44, the High-
Level Alarm setpoint must be below 2/3rds of the tank height, and the level at which the overflow valve actuates must be at least 4” above the high level alarm setpoint level.
Per “VHA Boiler and Associated Plant Safety Testing Manual”, fifth edition, page 46, the overflow setpoint must be at least 4” below the top of the tank.
RFIs
Per VA Detail SD232111-06 titled, “Feedwater Deaerator Flow Diagram” (see attached), the overflow standpipe must be 6” below the Low-Level Alarm setpoint. Contractor shall cut the existing standpipe if the overflow inlet is above this level.
Per “VHA Boiler and Associated Plant Safety Testing Manual”, fifth edition, page 45 the Low-
Level Alarm setpoint must be above 1/3 of the tank height.
