About this file

This document contains a bid response log for federal contract opportunity number 36C24220B0058 to replace steam and condensate lines at a Department of Veterans Affairs facility. The log details questions received from bidders and responses provided by the contracting officer. Key issues addressed include clarifying that hot-dipped galvanized steel is required for vault vent piping, updating steam trap tags to reflect the need for three traps at pressure reducing valve stations, and revising the bid tabulation page to remove a deduct alternate that was deleted. Electrical duct bank and fiber optic cable relocation requirements are also explained for bidding purposes. Bidders were reminded that bid deduct alternates are to be priced independently and that the government may select any combination of deducts after bid receipt.

There is a conflict between the Drawings and

Specifications with regard to the Vault Vent Piping.

For Bidding purposes Contractors shall carry Hot-

Dipped, Galvanized, Schedule 80, Welded Steel Piping, For the 12" Vault Vents.

For Clarity, REPLACE Specification Section

33 63 00, Part 2, Article 1, "Pre-Engineered… Direct-

Buried… Systems", Sub-Paragraph N, with the following:

"N. Vault Vent Riser Pipes: Provide all vaults with vents of size, number, and detail as shown on the Drawings. Vents shall be constructed of

ASTM A53, Schedule 80, hot-dipped, galvanized steel pipe with welded joints. Vents shall extend through top of the vault and terminate with a 180-degree bend. Set Pipe

Opening a Minimum of 24 inches above grade.

Provide stainless steel insect screen at opening."

Also, Refer to Spec. 23 05 11 for galvanized repair compound the Contractor shall use to field touch-up any scuffs or nicks in the galvanized pipe coating prior to acceptance of the work.

Refer to the Steam Trap Schedule on Drawing

MS-510 for Material of construction, which varies by location. Where Steam Traps scheduled are for PRV

Station Installation, per Detail 1, Three (3) Traps Shall

Be Provided. Update the steam trap Tags indicated in the Schedule to reflect the need for Three (3) Traps, as follows:

ST-9A/B/C, ST-12A/B/C, ST-13A/B/C,

ST-14A/B/C, ST-15A/B/C, ST-16A/B/C, &

We have received the following question from our electrician regarding electric duct relocation at Sta. 1+31, signal relocation Sta.

5+27, Sta. 8+60 Sta. 10-+41: In Reference to drawings MS-101 notes 11 & 13 and MS-102 notes 14 & 15 please clarify the existing electrical conditions. It appears there are both Medium Voltage and

Fiber Optic cable. If it is expected to relocate these, We will need a specification to know exactly what the cables are in order to splice/extend, and also need to know where they originate.

The Steam and Condensate Pipeline Profiles are shown on Drawings MS-201 & MS-202. Where conflicts exist between the proposed new pipelines and existing utilities, these existing items are indicated to be relocated. All other known utilities, based on best available information, are indicated on the profiles as well. This is for informational purposes. All excavation should be done in a manner that will not damage existing utilities. Location of all utilities and hand excavation as required to prevent damage is the responsibility of the contractor. The cost for full repairs of known utilities damaged by the contractor shall be borne by the contractor and shall not constitute an acceptable reason for claim of delay.

Refer to Specification 26 05 41 for Electrical Duct

Bank and Buried Conduit requirements. For Bidding

Purposes, Where Fiber Optic Cable is indicated to be relocated, assume Singlemode 9/125, 6-strand, fiber optic cable in conduit, including any required splices, pull boxes, and appurtenances to maintain service.

We are also asking you to revise the Bid Tabulation Page after

Amend. #02 deleted BID ITEM III.

Bid Addendum No. 2 already removed this from the project. For clarity, notes have been added to the Bid

Tab indicating that Bid Item III (Deduct Alternate No

2) is Removed from the Project.

Lastly, please clarify the STATEMENT OF BID ITEMS:

Normally contractors are to provide the overall total ..BID ITEM I.

If adds /deducts were required they would be individual deducts from the total bid. In this instance the STATEMENT OF BID

ITEMS appears to accumulate the deducts. See below example table.

Table Received from Contractor Below:

END OF LOG

This understanding of the Bid Documents is incorrect.

The VA is not required to take Bid Deduct Alternates in Order and are not Cumulative. Provide a Cost for the Base Bid as if No Deducts are Accepted and then provide a Cost for each Bid Deduct Alternate independently of each other. The Bid Tabulation Page specifically denotes all Bid Deducts as Separate items for this reason. After Bid, it is the Government's prerogative to select any combination of Bid Deduct

Alternates.
