The asbestos specification gives us the gross quantities of the materials to be abated. It does not give us the amount to be deducted from the base bid for the alternates. The pipe we can measure off the other prints.
What is the quantity of the vapor barrier, abatement note AA-10, to be deducted from the base bid for Alt# 2 in building #76 and alt# 3 in building #30 ?
003B How high are the walls and is it also on the ceiling, Please be more specific as to the locations of the vapor barrier removals.
Regarding the vapor barrier removals for Deduct Alt. #2
(B76 Annex) and Deduct Alt. #3 (B30), the vapor barrier is an assumed ACM located on the exterior building foundation wall below grade. Assume 30 SF of removal per location. There is no interior vapor barrier in the locations scheduled for demolition.

Asbestos spec section 02 82 11 on page 49 requires us to have a CPIH sign off on the work along with the contractor. Are we expected to have a CPIH on site to inspect our work daily? How can the VA expect a CPIH to sign off on this unless they are full time on site?
This could be very expensive.
The VA will hire a 3rd party asbestos project air monitor who will fulfill the role of the CPIH as defined by the specification in Attachment 1. A CPIH is therefore not required to be hired by the contractor.
Watts
The spec section 02 82 11 includes NYCR 56 for us to follow. If this was under the jurisdiction of NY we would be allowed to obtain a variance for the crawl spaces to install an attached decontamination unit, negative pressure, critical barriers, drop cloth, and then glove bag the pipe.
Will this method just described be acceptable? The reason I ask, is that in the past, I've had experiences at other VA hospitals under federal jurisdiction where they would not allow us to follow the
OSHA regulations and still required us to comply with the more stringent NYS code without allowing us to use a variance method commonly approved by New York DOL.
003A
Note that the Annex Scope (Entirety of Bid Deduct
Alternate No. 2) has been eliminated from the project.
Alternate 1 Revised and included in Addendum 2.
Alternate 3 is listed in the specification 30 SF.
The local VA has indicated they follow NYSCR 56.
Standard Variances allowed under this code rule will be accepted, contingent upon review and approval of the revised abatement plan from the contractor.
NYSDOL Variances, however, will not apply to this project. No variances will be granted by NYS for VA work.
Please note that at the Pre-Bid walkthrough it was indicated that another De-Con near the B-76 North
Mechanical room would be advisable. There is a De-
Con planned immediately adjacent to the North Mech.
Room Entry Door for the buried, shallow box tunnel & steam pipe removal at this location. This De-Con may also be utilized for B-76.

Drawing HA-300 note AA-6 at tunnel between buildings 31 and 30 instructs contractor to remove tunnel walls and floor with asbestos waterproofing on them, drawing SS-101 instructs contractor to remove only top two feet, which note is correct ?
Note has been Amended, As shown HA-300. Refer to
Bid Addendum No. 2 for update.
Watts
The Tunnel that runs between B-30 & B-31 is being partially removed: The tunnel cap and a 2'-0" height of the wall is being removed below grade. The remainder of the B-30/31 tunnel will remain intact. Note that the vault (A1) between B-30/31 is to be demolished in its entirety. Refer to Drawing SS-101 for B-30/31 tunnel height.
Once the steam piping leaves vault A1 it traverses the site in a shallow concrete box tunnel up to the disconnection point shown on Dwg. MD-300 at the SE corner of Argonne & San Juan Avenues. The shallow box trench size may vary along the route, but the interior clear width is approximately 3'-6" and the interior clear height varies from 2'-8" to 3'-0". Exact wall thickness for the shallow box tunnel is unknown, but assumed to vary between 6" and 12" thick along the route.

The note implies “approximately” six inches (6”) shall be removed.
Must ALL 6” of soil in the “hatched” area be abated and disposed of as hazardous? In other words if the “hatched area” is remediated to a depth less than 6” inches, tested and found to be negative, must the non-contaminated soil be removed and disposed of a hazardous?
6" Depth of Excavation is minimum requirement.
008B Can we assume the area to be abated, shown as hatched on the drawing, are the limits of removal?
These are the estimated limits of removal.
008C Can we get a square footage of the “hatched area”?
Estimated Abatement quantities are listed in the

Specification Section 232213, Article 3.2.H and Section
336300, Article 3.15.H both require that 50% of the first
10 welds must undergo radiographic examination (X-Ray
Inspection), followed by 10% of all additional welds. If more than 25% of welds fail X-Ray Inspection the owner has the right to request, at no cost, that up to
100% of all welds undergo radiographic examination.
For the purposes of bidding assume that the first 10 welds and next 10% of welds applies and will be tallied separately for the piping within the building (232213) and the site piping (336300).
Note that the pre-engineered, buried piping system described in specification 336300 also requires air testing of the outer casing in addition to the above requirements for the service piping.
015F Will the asbestos abatement contractor be responsible for removal of all pipe insulation weather containing asbestos; or not?
All piping demolition is indicated on the MD-Series
Drawings. All areas where piping includes ACM insulation, gaskets, etc. are indicated on the HA-series drawings. All piping indicated for removal shall be removed as asbestos containing waste as indicated on the HA-Series drawings. Note certain portions of piping may have had some ACM insulation removed over the years, but was not necessarily cleaned and tested to the standards required by this contract's specifications and

015H Who is responsible for demolition of existing mechanical piping ?
This is a single Prime Contract. The VA will only enter into a single contract with the Prime Contractor.
Management of all sub-consultants and segregation of work between sub-contractors is the sole responsibility of the Prime Contractor. However, please note, that all areas of piping demolition indicated on the HA-Series

Drawing HA-441, shows abatement to occur in the Building 76 crawlspace. The notes indicate that the abatement is to occur largely down the center of the crawlspace. Are the crawlspace areas not shown to be abated, required to be isolated from the abatement areas?
The drawings do not indicate any measures (i.e. plastic barriers) required to isolate the abatement area(s) from the non-abatement areas. Please advise.
A regulated abatement area must be constructed around the work area in accordance with the Division 02
Specifications. Refer to Bid Addendum No. 2 for updates to drawing HA-441 clarifying abatement areas.

I am representing the propane supply company bidding on the Bath
VAMC temporary water heat for the project. On DRAWING PP-
442 it has indicated tank saddles for 1000 gallon ASME above ground propane tanks. Saddles are NOT standard on the manufactured tanks that we would be supplying (attached spec sheet) nor is it standard to the industry. The tanks are manufactured with feet (attached spec sheet). Is this a detail that is a specific requirement for these tanks and or is possibly a misinterpretation?
This is important to bid the supply of the tanks, as saddles would affect the cost to the supply of the tanks, as tanks with saddles would increase the cost of the tanks supplied as apposed to the standard
ASME constructed tanks (attached spec sheet)?
Where Tank Saddles are noted on the contract documents this is meant to refer to standard outdoor tank feet similar to what DiSanto is indicating. Full saddles are not required.

We are quoting your Project# 585A6-18-621 but need more information regarding the control panel AUX Contacts in
Specification 221333, Section# 2.1 – H1: (Provide auxiliary contacts for remote alarming to the Engineering Control Center and BACnet compatible open-protocol type interface to DDC Controls System).
We need to know what is being “hooked” to the aux contact so that we make sure the contact can handle the load.
The Sump Pump Schedule on Drawing PP-442 indicates that run status and alarm be communicated to the BMS system. The BMS system is by Trane utilizing a BACNet
MSTP protocol. The run status and alarm contacts should be rated to operate on standard 4-20 mA
(24Volt) with twisted pair wiring. Alternatively, a
BACNet connection may be extended directly to the nearest Trane Control Panel via Cat 5 cable if sump pump controls panels can be equipped to communicate with the existing Trane BMS system. Coordinate with
Trane for interface and programming of all controls.

My company represents ROVANCO for all of upstate New York.
We/Rovanco would very much like to bid on the material required for this project. Rovanco makes a superior product for this application and we have bid and supplied many projects in New York as well as all over the country. We have two minor exceptions to the spec that we do somewhat differently. If you go to the third page of the scope attached you will see the Rovanco quote alternate to the spec:
(Question Continued on Next Page)
We have reviewed the preliminary material provided by
Rovanco and although we do not pre-approve any supplier without completion of the required submittal process, we can offer the following in response:

1. Rovanco's indicated HDPE casing (jacket) thickness at ~.175" - .200" average thickness, depending on casing OD, is acceptable.
2. We take no exception to Rovanco's standard approach to leak detection.

Spec 27 10 10 (Part 3 Installation):
The responsibility for installing the sensing cable and non-sensing cable for the vault water detection and alarm system is not clear.
Is this the responsibility of division 23 09 23 or division 26?
This is a single Prime Contract. The VA will only enter into a single contract with the Prime Contractor.
Management of all sub-consultants and segregation of work between sub-contractors is the sole responsibility of the Prime Contractor.
The leak Detection Cable was specified in Division 27.
Specification Section 271000, Article 1.2 indicates that materials, including, but not limited to, conduit, junction boxes, buried conduit, and wiring in support of the leak detection system installation are specifed in various
Division 26 Specifications.
All associated earthwork was specified in Division 31.
Specification 230923 describes work associated with the interface of alarm and status signals from various panels throughout the project with the existing Trane BMS system. This includes, but is not limited to, various sump pump alarm and status signals from their associated control panels, the buried steam/condensate piping leak detection systems, and the vault water detection systems.

Ultimately, the final agreements between a Prime
Contractor and their Sub-Consultants as to whom installs what portion of the work are the responsibility of the Prime Contractor. It is reasonable to assume this work could be sub-contracted to many different combinations of electrical or controls contractors.
However, please note that the final terminations/connections at/to the Trane Control
Panels and all programming is required to be provided by Trane, as these are existing control panels.
