Drawing ES-610 and ES-611 shows the installation of new feeder conductors for Feeders A, B, C, and D. It is clearly shown that the feeders are installed and the existing removed from the new switchgear as follows: Feeder A is replace to SS-1, Feeder B to SS-2, Feeder C to SS-8, and Feeder D to SS-9. This is consistent with specification section 01 01 10. On these drawings, replacement and removal of the utility and other campus feeders are not shown. For clarity sake, the utility feeders are to be replaced as per section 01 01 10 and no other feeders are to be replaced, is that correct? Drawing ES-002 seems to indicate that all primary feeder conductors are to be replaced. Please clarify the extent of the primary feeder replacement, are all feeders to be replaced? Multiple secondary feeders (Buildings 27, 29, 30, and 31) without a specific notation as to the work required are also shown. Are these secondary feeders existing to remain? Also shown is a feeder continuing from SS-6 to a unknown destination (Building 36?). Is this portion of the feeder to be replaced? If so, what is the distance from SS-6 to the termination point?

Medium voltage feeders will be replaced from the switchgear to SS-1, SS-2, SS-8, and SS-9; as well as from the switchgear to the Con Edison equipment at the street. All other medium voltage feeders are to remain. All building secondary feeders (with the exception of building 24) are to remain.

Specification 26 05 13 1.5 A. 4. A. and b. requires qualified workers for the medium voltage splices and terminations. Is the NCSCB certification required?

NCSCB certification is not required.

On the single line diagram there and three line there is provision for a space for an additional breaker, the elevation drawing indicates that this is not a space but is a spare. Which is the correct configuration?

Provide with (2) spares and (1) space as indicated in the one/three line diagrams.

The three line diagram calls for the inclusion of 600:5 CT’s and associated 751 SEL relays, however the single line diagram does not indicate the supply of these pieces of equipment. What is needed?

Each circuit breaker requires an SEL-751 relay and associated appurtenances. The future breaker space must have provisions for the addition of a SEL-751 relay in the future, but the relay need not be provided at this time.

The specification and drawing package make no mention of SEL-751 Communication Options. 125VDC is the indicated operation voltage. Which of the following [Ethernet], [Serial Ports], [Protocols] should be included? [Single or Dual 10/100Base-T Ethernet, Single or Dual 10/1000Base-FX MM LC Ethernet], [EIA-232, EIA-485], [IEC-61850, IEC 60870-5-103, EtherNet/IP Protocol] ?

Provide Dual 10/100 Base-T Ethernet.

Also, please review the following and advise with regard to Specification Section 26 13 13:

1.6 – Confirm this is non arc resistant switchgear. Switchgear must be 40kA arc resistant construction.

2.2.4 - Doors will not swing open 180 degrees, they will open 110 degrees Basis of design manufacturer’s doors swing open 135 degrees. Provide doors with maximum possible swing arc, minimum shall be 110 degrees.

2.4.B.1.3 - Contact wear indicators are not required on certain vacuum circuit breakers, documentation to support with will be with our proposal. Is this acceptable?

Provide contact wear indicators for all breakers.

2.4.3 - Are SEL complete part numbers available?

Part # for main breakers: 751201A1ACA77851F00 Part # for feeder breakers: 751001A1ACA77851F00

2.9 – Will battery system be provided by others outside the scope of the switchgear? It is the responsibility of the GC to provide the battery system – system can be of the same manufacturer of the switchgear or an equal supplier.

2.13.B – Is red mimic bus acceptable?

Provide black mimic bus. Red is not acceptable as red is VA standard for emergency electrical systems.

3.6 – Please provide more detail on “PLC” shown on the drawing and sequence of operations required.

See “PROPOSED MAIN-TIE-MAIN CLOSED TRANSITION SEQUENCE OF OPERATION” on ES-601 for PLC Sequence of operations.

Question: The Medium Voltage MetalClad M-T-M Switchgear is shown on contract drawing ES-101 with Arc Plenum Duct and Exhaust Louvers. Also, the “Scope of Work” found in Specification Section 01 00 00 indicates the same. The concern is that the Utility Incoming Compartments can’t be manufactured in Arc Resistant Construction. We would like to know if we should provide the Utility Incoming Compartments, as remote mounted, in standard construction and provide the remaining sections as Arc Resistant. The Contractor would be responsible to cable connect from the Utility Incoming Compartments to the M-T-M MetalClad Switchgear in Arc Resistant construction. Can you please confirm if this is acceptable and if it meets the Utility (ConEdison) requirements?

EOR has confirmed that complete switchgear can be built using arc resistant construction. Basis of design is Eaton.

Question: Are there special requirements for the VA G&T Cabinets and ConEd G&T Cabinets? Didn’t see a specification for the cabinets. Please advise.

Provide both G&T cabinets per Con Edison Standards (other than labeling and lock). Coordinate with Con Edison for requirements.

1. Under Slab Access

0. Comparing Drawing AS-101 to Drawing AS-103, Detail 1, we understand that the existing 2x2 access hatch (shown in Existing Lockers 2B / New Electrical 2) drops down into the Existing Electrical 1 / New Storage 1 Crawl Space. Please confirm.

Correct.

0. This access hatch is not large enough for Electrical work/material handling that would need to take place in Crawl Space. Is there another access point?

There are no other access points to the crawl space. It may be possible to utilize the slab cuts/excavation required for new conduits (see item 1h) to aid in material entry to the crawl space. Contractor is welcome to suggest other alternatives (i.e. cutting a separate access hole location and patching upon completion of work) for review to the VA/EOR.

0. During the Site Inspection, the Crawl Space was opened and there was considerable debris and abandoned wire within Crawl Space. Will this be removed by others prior to start of Project?

Contractor will need to relocate items in conjunction with their work activities. Items to be relocated will be coordinated with the VA COR.

0. Are there any hazardous materials present within the Crawl Space?

There are no known hazardous materials in the crawl space.

0. Drawing AS-101 notes that the north side of the building at Existing Lockers 2B / New Electrical 2 has slab “above grade” while the south side of Existing Storage 2 / New Electrical 2 has slab “on grade”. Are there any existing access points into the above grade areas?

Existing access hatch in existing Lockers 2B/new Electrical 2 provides access to entire crawl space, which includes the area between grade and the slab for the slab above grade area.

0. Are there any additional walls within the Storage 1 Crawl Space like the wall shown in AS-103 Detail 1?

There are columns within the crawl space, but no walls.

0. There was no ladder available at the site inspection. Is there Crawl Space access below the entire Existing Electrical 1 / New Storage 1 slab area or is part of it slab on grade? How deep and how far does the Crawl Space extend?

Crawl space extends under all of existing Electrical 1/new Storage 1 and some (north end) of new Electrical 2. Depth of crawl space varies, average is ~4’.

0. As depicted on Drawing AS-101, New Electrical 2 does not have accessible Crawl Space below entire Switchgear. There is no Drawing Note/Detail for floor removal and excavation to install conduits exiting bottom of Switchgear. Is the design intent to remove slab and excavate?

Design intent is to saw cut slab as necessary, install conduits, and repair slab. Detail 1/AS-103 shows design intent of completed system.
