1. Question: Because of the unknown (grit/sludge/debris/etc…) and quantity of materials in the existing Aeration and Anoxic Tanks to be cleaned out, we hereby request one of the following payment items be implemented for a fair bid process:

- Provide a quantity of material to be handled, removed and disposed of properly for hazardous and non-hazardous materials to be included in the lump sum price.

- Add an Allowance Item for Unforeseen Work to be billed against on a Time/Material

Basis.

- Provide Quantity and Description under a Unit Price Basis.

Response: See the revised Statement of Bid Items which provides for a unit price line item for grit removal.

2. Question: Reference is made to Drawing 210-GI-2 note: Exterior Wall Patching.

Because of this work being unknown, please quantify this work with quantities to be included in the lump sum price (please be specific for spall repairs and depth of different crack repairs), or to be performed under an Unforeseen Allowance Item, or to be performed under Unit Pricing.

Response: See the revised Statement of Bid Items which provides an allowance for concrete wall repairs.

3. Question: Reference is made to the existing aeration supports at the bottom of the tanks. Please clarify that once cut; can the remaining anchors/rods stay as is or will they be required to be patched over?

Response: The anchors/rods are stainless steel. After cutting flush with the floor of the aeration tank, the anchors/rods can remain in place.

4. Question: Reference is made to Section 13 50 06 2.1 Pipes, Tubes and Fittings (A.). The specified

Schedule 80 SS 316 Pipe is an extremely heavy wall for this application. A typical installation through-out the Sewage Plants in NYCDEP, Nassau & Suffolk Counties require a much lighter wall (e.g. sch 10). Please reconsider the wall thickness here. The lighter it is, the easier it’ll be to handle and install – making the installation cost less money. Also, please clarify the joints. We are requesting to have the option to weld them or install SS Victualic couplings with the proper heat rated gasket.

Response: Schedule 40 316 Stainless Steel will be accepted instead of Schedule 80. Schedule 10 will not be accepted. Victaulic couplings with the proper heat rated gasket will be accepted. The Contractor has the option to weld joints or use Victaulic couplings.

5. Question: Bid Pricing sheet RFP page of 5 and 6 of 46 has following SOW which we believe is an error, Please confirm the following work is not in the scope of the work: ERROR IN IFB, CO WILL

ADRESS IN REISSUING SOW

• Cut and Cap dead leg piping and associated fittings and supports. Remove all dead-end pipes where accessible.

• Dead pipes that penetrate thru walls shall be cut and capped on both sides and insulated as close as possible to the Supply pipe (Source). For any risers or drops thru floors or ceilings that go up to a Dead leg, cut and cap piping at the lowest possible point. Label all capped dead end pipes abandoned inside of wall, floor and ceiling at each end as “ABANDONED PIPE” and date the pipe “MONTH/YEAR”. Etc….

Response: BY OTHERS

6. Question: Spec section 01 00 00 page 8 states there are two phases for this project, please confirm this is correct.

Response: This specification section and the notes on the plans provide a potential project phasing/Maintenance of Plant Operations for construction of the project. The Contractor is responsible for preparing and submitting their proposed Maintenance of Plant Operations during the shop drawing review phase, subject to the review and approval of the VA and the Engineer.

7. Question: Spec section 01 35 26 states to have SSHO, please confirm that our site supervisor can concurrently perform the duties of SSHO.

Response: The site supervisor can concurrently perform the duties of the SSHO.

8. Question: Drawing no. 210-GI-2 , para B states for exterior wall patching. Please provide quantity for this work or an allowance amount so all contractors can bid on the same information.

Response: See the revised Statement of Bid Items which provides an allowance for concrete wall repairs.

9. Question: Drawing no. 210-GI-2, general construction note no.12 states contractor shall be responsible for all permits and permit fees. Please confirm this is correct.

Response: That is correct.

10. Question: Drawing no. 210-GS-1 is overall site plan. Please confirm that this is an existing drawing, no work to be considered from this drawing.

Response: Correct. Drawing No. 210-GS-1 is an Overall Site Plan showing only existing conditions.

11. Question: Please advise if a temporary office trailer is required on site during the duration of project.

Response: The Contractor will not be allowed to utilize the existing space in Building 210 for a temporary office. The VA does not require a temporary office trailer, but if the Contractor chooses to install a temporary office trailer or storage trailer, the utility connections will be by the Contractor and the proposed trailer location is subject to the review and approval of the VA and the Engineer
