Solicitation Questions & Answers for Therapeutic Film-Making Project
1. Question: The SOW mentioned that the Mental Health Patient Care Center has conducted three similar workshops in FY 2018 and 2017. Can you tell me if these were conducted with the assistance of a vendor, and if so, who that vendor was and the contract number?
Answer: All Therapeutic Film Making Projects to date have exclusively been conducted by The Patton Veterans Project INC. In 2017, there was no contract for 2017. The Patton Veteran’s Project conducted the first workshop with the JJP MHPCC during that time. In 2018 the Contract Number was 36C24218C0175.
2. Question: Is past experience producing therapeutic film-making a specific requirement, or will experience in general film-making be acceptable?
Answer: Specialized sense of connection with Veterans in a therapeutic manner that goes beyond general film-making is required. The process is not just about making films. It's having an understanding of the population that you're working with who have mental health issues. This film making process helps them to learn a strategy to assist with addressing that issue. Experience working with veterans, individuals with mental illness and have adequate training to work with people in this population.
3. Question: Since there are past instances of these types of films produced by the Mental Health Patient Care Center, can those past films be made available for online review (YouTube or similar) so we can review the type of work required?

4. Question: When these projects occur (3rd of 4th quarter each year), what duration of time is required for the vendor to be on-site (how many days or weeks of being on-site)?
Answer: The Vendor is required to be on-site for a 4 day workshop for about 4 to 5 hours per workshop, in which work is done with the veterans and then later there’s an therapeutic assessment period in which feedback is garnered by the individual veterans on that participated on how they felt during this process and then there’s a day set aside for the screening or premier of these films, all of this is coordinated with the Clinical Social Worker, who coordinates all of the dates as well.
5. Question: I've read everything but there is no description of work to be performed by the video production company. For example - how many attendees, how many videos?
Answer: There's a video made for each group. Groups are typically about 4-5 people, so we usually make about 5-7 videos per 4-day workshop that could accommodate up to at least 30 veterans. In this model there was an AM and PM Session. The Vendor is required to be on-site for a 4 day workshop for about 4 to 5 hours per workshop, in which work is done with the veterans and then later there’s an therapeutic assessment period in which feedback is garnered by the individual veterans on that participated on how they felt during this process and then there’s a day set aside for the screening or premier of these films, all of this is coordinated with the Clinical Social Worker, who coordinates all of the dates as well.
