QUESTIONS AND ANSWERS

1. For Task #4 Asbestos Periodic Surveillance, what is the required frequency of surveillance activities (i.e. once per year, twice per year)?

Answer: At least once every six months

1. On the Price/Cost Schedule there are no turnaround times listed for the bulk asbestos samples or for the airborne mold samples. What is the requested turnaround time for each of these sample types, respectively?

Answer: 24 hr-asbestos/ 72 hr-mold

1. For lead-based paint sampling, can a non-HUD approved XRF analyzer be utilized for lead-based paint testing, or must the XRF analyzer be a HUD-approved device with a current, HUD-approved Performance Characteristic Sheet (PCS)?

Answer: HUD-approved device for federal facility

1. On the Price/Cost Schedule, the analytical method listed for bulk asbestos analysis “NYS PLM NOB” is a New York State standard known as NY ELAP Method 198.6 (PLM with Gravimetric Prep). It is not a regulatory requirement in New Jersey to follow the New York analytical methods. For the purpose of this solicitation, however, is the New York method required or can we use the more common EPA/600/R-93/116 analytical method?

Answer: New Jersey method shall be used for VA New Jersey Healthcare System (VANJHS).

1. In Part 1 Qualifications, Laboratory, Paragraph 2(c.), the solicitation states that “Transmission Electron Microscopy confirmatory analysis for certain nonfriable organically bound materials (NOB) materials” shall be by “New Jersey method 198.1.” Under Task #2 Asbestos Sampling and Analysis, the solicitation states that NOB analysis shall be by “New Jersey ELAP Method 198.4.” The NY ELAP Method 198.1 is actually a PLM analytical method, while NY ELAP 198.4 is a TEM analytical method. Both of the ELAP Methods are New York State requirements, and while recognized in other jurisdictions these methods are not required in New Jersey. Typically, in New Jersey, asbestos bulk sample analysis is performed according to the EPA 600/R-93/116 method. Please confirm which bulk asbestos sample analytical method or methods will be acceptable for this contract.

Answer: New Jersey bulk analysis method shall be used for VA NJ Healthcare System.

1. In order to complete an assigned Task Order, it may be necessary for the IHC, or the VA may request the ICH, to conduct tests or utilize equipment not specifically listed in the Price/Cost Schedule. In such a scenario, how is the IHC to account for the costs associated with providing the required/requested services?

Answer: The cost should be addressed in the itemized quote when an order is placed.

1. The four (4) documents listed in Section D - Contract Documents, Exhibits or Attachments are not attached or included in the solicitation paperwork package. Please advise if these documents are required to be submitted with our response, and if so, then please provide the documents or a download link.

Answer: If submitting past performance reference, then you may have the Past Performance Questionnaire complete and sent to me. All attachments are available in FeBizOps.
