This amendment to the above referenced solicitation hereby addresses the remaining vendor question received through April 22, 2019, in Attachment 1 to this amendment. Additionally, the VA's response to Question 9 from Amendment 0001 is revised as described in the attachment. Replacement language for PWS paragraphs 4.6.17.9.4.15.2 and 4.7.1.9 has been issued within the attachment. The hour and date for receipt of offers remains 3:00 PM EST on May 10, 2019. There are no outstanding questions at this time.

All other terms and conditions remain unchanged and in full force and effect.

Allan M. Preston Contracting Officer Attachment 1 Amendment 0002, RFP 36C24218R0402 Effective Date: April 24, 2019

This amendment addresses the remaining vendor question that was received through April 22, 2019, and also revises the VA’s response to Question 9 from Amendment 0001, as described below.

Q12: On page 50 paragraph 4.6.17.9.4.15.2 of the RFP it states, “Office-based Buprenorphine Treatment: Buprenorphine can be prescribed as office-based treatment in non-specialty settings (e.g., primary care), but only by a “waivered” physician. Buprenorphine is not subject to all the regulations required in officially-identified OTPs, but must be delivered consistent with treatment guidelines and Pharmacy Benefits Management criteria for use.” Currently the Lockport CBOC providers are not waivered providers and refer Opiate abuse patients to pain management and/or mental health for treatment. Will the VA accept this practice for the new contract?

Response: Yes, VA will accept this practice for the new contract. PWS paragraph 4.6.17.9.4.15.2 is revised and shall now read as:

“4.6.17.9.4.15.2 Office-based Buprenorphine Treatment. Buprenorphine can be prescribed as office based treatment in non-specialty settings (e.g., primary care), but only by a “waivered” physician. Buprenorphine is not subject to all the regulations required in officially-identified OTPs, but must be delivered consistent with treatment guidelines and Pharmacy Benefits Management criteria for use. Non-waivered providers shall refer patients to VA mental health.”

The VA’s response to Question 9 from Amendment 0001 is revised as follows:

Q9: On page 68 paragraph 4.7.1.9 of the RFP states, “Space shall contain a wall mounted drinking fountain.” In other CBOCs operated by the Contractor, the OIG requested that the wall mounted drinking fountains be removed from the CBOCs due to infection control issues. Currently the Lockport CBOC utilizes a water cooler. Is it acceptable to the VA to use a water cooler in the Lockport CBOC instead of a wall mounted drinking fountain?

Response: Yes, a water cooler is acceptable. PWS paragraph 4.7.1.9 is revised and shall now read as:

“4.7.1.9 Patient Transition Area (Reception/Greeting/Check-in/Waiting Room): Contains adequate seating for patients and family. Shall have access to natural light. Wall mounted television with cable shall be located in the waiting room for patient use. One set of patient toilets shall be available in this area. Provide wall mounted TV with local news and programming. Privacy at check-in window is required. A computer area is part of the waiting room but separated and private for the My HealtheVet computer. Area must be protected from excessive cold drafts in winter. Space shall contain a water cooler station or wall mounted bottle filler with access to cups, space for information board and floor mounted kiosk (requires voice/data jacks and power). Lockable door to be provided between the waiting area and exam areas.”
