Allan M. Preston Contracting Officer Attachment 1 Amendment 0001, RFP 36C24218R0402 Effective Date: April 23, 2019
This amendment addresses vendor questions received through April 22, 2019.
Q1: Will the new contractor inherit the patient’s last vesting visit and be allowed to bill for one year from that date upon contract award?
Response: The Contractor will be provided a list of all enrolled patients at the beginning of the contract. Contractor will be able to bill for these patients immediately. In order to remain enrolled in the clinic, patients must be seen within twelve (12) months of their last visit.
Refer to PWS paragraph 4.6.24.2, which states: “4.6.24.2. The Contractor shall be responsible for ensuring all Veterans assigned to Contractor’s site of care in PCMM have at least one qualifying encounter with Contractor’s PCP at least every 12 months…”.
Q2: Please provide the most recent billing figures/members/enrollees for primary care services and mental health services.
Response: As of February 2019, there were 1,335 billable enrollees for primary care services. Mental health services are provided by the VA and are therefore not billable.
Q3: Does the VA require on-stage/off-stage design elements listed in the PACT Manual?
Response: Yes
Q4: Is the current facility designed to meet the VA’s standards to accommodate the PACT Model; is the current facility using the on-stage/off-stage plan?
Response: The current floorplan does not meet the current PACT guidelines. The VA requires the on-stage/off-stage design elements listed in the PACT Manual. The contractor is responsible for providing adequate space to meet the requirements in the solicitation and resulting contract. The space requirements in the current solicitation are different than the previous requirement.
Q5: Is the current facility adequate to meet the size requirements for the current solicitation?
Response: See Q4, above.
Q6: On page 8 paragraph B.2 and page 12 paragraph 1.2 of the RFP, it states the proposed Contractor facility must be physically located within the city limits of Lockport, New York. Is it the VA’s intent to omit opportunities available for quality space and locations in the Town of Lockport, which surrounds the City of Lockport market? To clarify, will the VA allow locations to be in the City of Lockport AND/OR the Town of Lockport which serves the demographics of the Lockport area?
Response: Facilities located within either the city limits of Lockport, NY or the town limits of Lockport, NY are acceptable and will be evaluated as such. All sections within the solicitation specifying a geographic location requirement shall now read as “…within either the city limits of Lockport, NY or the town limits of Lockport, NY.”
Q7: On page 24 paragraph 2.5.3 of the RFP it states, “Phlebotomist (and back-up Phlebotomist) must be a Licensed Practical Nurse (LPN) or Licensed Vocational Nurse (LVN)….” Will the VA accept a Medical Assistance or Certified Phlebotomist to serve as the Phlebotomist in the Lockport CBOC?
Response: No, an LPN or LVN is required as stated in PWS paragraph 2.5.3.
Q8: On page 50 paragraph 4.6.17.10.1 of the RFP it states, “To ensure the availability of outreach and referral services to homeless Veterans, all Contractor sites must designate at least one outreach specialist, usually a clinical social worker, to provide services to homeless Veterans.” Will the outreach specialist be provided by the VA?
Response: Yes, VA will provide the homeless outreach specialist – refer to PWS paragraph 2.5.7.2.
Q9: On page 68 paragraph 4.7.1.9 of the RFP states, “Space shall contain a wall mounted drinking fountain.” In other CBOCs operated by the Contractor, the OIG requested that the wall mounted drinking fountains be removed from the CBOCs due to infection control issues. Currently the Lockport CBOC utilizes a water cooler. Is it acceptable to the VA to use a water cooler in the Lockport CBOC instead of a wall mounted drinking fountain?
Response: Yes, a water cooler is acceptable in place of a wall mounted drinking fountain.
Q10: On page 68 paragraph 4.7.1.15 of the RFP states, “Situated between blood draw rooms with pass through windows on each side.” And paragraph 4.7.1.16 states, “Room shall be a minimum of 120 square feet with pass through window from adjacent patient restroom.” In 2016-2018, the OIG inspected CBOCs and specifically looked to ensure lab pass throughs were closed off/locked as this was identified as a patient privacy issue per OIG. Based on OIG findings/inspections, many VA's directed Contractors to close off/remove/lock the pass throughs. Please clarify this is now to be reversed and pass throughs used again and are no longer considered a HIPAA concern.
Response: In accordance with the PACT Space Module design guide, pass through windows are optional. However, they are preferred and if included, must have locks for patient privacy and security.
Q11: On page 70 paragraph 4.7.12 of the RFP states, “Contractor must meet VHA standards regarding EOC and shall provide the following Safety and Health EOC documents, as required by Joint Commission, with the submission of their proposal/within 15 calendar days after contract award.” Is the Contractor required to submit Safety and Health EOC documents with the submission of the proposal OR within 15 calendar days after contract award?
Response: The Contractor is required to submit Safety and Health EOC documents within 15 calendar days after contract award.
