1. The initial solicitation states that a Licensed 2A operator must be onsite 8 hours a day
“The contractor shall operate the wastewater treatment plant and system to ensure the system is continuously operational 24 hours per day, 365 days per year. A minimum of one operator, licensed by the State of New York, shall be on duty a minimum of 8 hours per day Monday through Friday and 4 hours during weekends and holidays, 2 hours per day on Saturday and Sunday. License /certification must be equal to or greater than Grade 2A.”
Yet in Amendment 2 Question 12-

Answer: Confirmed. The plant shall be manned from 8 am- 4:30 pm on normal weekdays and 8 am- 12 pm on weekends and holidays. The licensed operator shall be on site no less than 30 days per quarter. “
Which directive holds?
Answer: The plant shall be manned from 8 am- 4:30 pm on normal weekdays and 8 am- 12 pm on weekends and holidays. The licensed operator shall be on site no less than 30 days per quarter. In order to satisfy attendance for a given day, the operator shall be on duty for a full shift. Personnel shall sign in and sign out each day at the Fire Department (Building 15).
1. In Amendment 2 , Question # 1:
“We would like to confirm that we are to bid operating the plant equipment as it is operating now and that any new units operations or equipment will be an addition to the contract. Please provide a list of equipment that is out of service and whether the contractor will be required to restore service under our costs or as a separate repair proposal.
Answer: The contractor should assume that the plant is fully in service. If repairs become necessary, the contractor will be asked to submit a proposal. Resulting work will be implemented under the line item “Unscheduled Maintenance”.”
There is not a line item for Unscheduled Maintenance on the Bid sheet, can you please clarify – Is this a Number we need to generate? This Line Item is again mentioned in Question 3 Please provide a Bid sheet with this line item.
Answer: Please see revised price schedule attached.
1. Addendum 2 Question 17, please clarify;
“17. Please provide historical sludge disposal quantity.
Answer: A line item will be established to pay for sludge removal based on a 6,000 gallon load.”
Does this mean that the bidder is supposed to provide a cost for the sludge hauling? And each load is to be billed against that line item? Please provide a bid sheet with that line item - for each year of the contract.
Answer: Please see revised price scheduled attached.
