WASTE WATER TREATMENT PLANT
1. Please clarify labor reimbursement for Unscheduled maintenance. Addendum #2 states “Labor expended to make a repair with in-house contractor personnel during normal duty hours is considered to be included and is not reimbursable. Subcontracted labor expenses must be supported to the COR that the skills required to execute the repair exceed the capabilities of in house contractor personnel if the contractor has in house staff at the site in accordance with this contract.” Typically maintenance repairs would be accomplished by a mechanic who is not normally assigned to the normal operations. In addition some repairs require multiple people to perform safely. Would the contractor be reimbursed for in-house labor on unscheduled repair work for additional personal not assigned to the normal operation?
Answer: Yes, the contractor will be reimbursed for in-house labor on unscheduled repair.
2. Can an additional site visit be available next week before the bid due date?
Answer: Yes. Tuesday, August 7, 2018, at 9 am. Building 10 Engineering department.
3. Can you provide copies of past DMR and MOR’s and what is the history of non-compliance.
Answer: This information will be provided to the successful offeror. The plant is currently in compliance.
4. We understand the facility will be going through an upgrade and that plans have been prepared. Can you provide details on what improvement will be made and the timing related to the upgrade project. Is the plant design in its current operation capable of meeting the permit limits on a consistent basis?
Answer: The upgrade will take place in approximately one year. Details will be provided to the successful offeror to the extent that are not procurement-sensitive. The plant is capable of consistently meeting permit limits.
