Marshand Boone Contracting Officer 36C24218Q9452--Wastewater Treatment for VA Hudson Valley Healthcare System Questions and Answers
1. We would like to confirm that we are to bid the plants as they are operating now. For example the water softeners in the Castle Point water plant are not online and the UV sterilization at Montrose STP is not on line now so we will not consider these in our bids.
Answer: The water softener and UV project are scheduled to be completed by the start of the new contract, therefore they should not be included in any quote submitted to the Government.
2. We cannot quantify the $2500 or less cost repair costs to the contractor. We cannot tell if there will be 2 or 22 or more of these per year. Per 17. f) (2) the contractor is responsible for individual repairs up to a cost of $2,500 for labor and materials. Would the VA consider an annual dollar limit for those expenditures?
Answer : At this time, the Government cannot give an annual dollar limit for these costs.
3. We would like to confirm that grounds maintenance (grass cutting, snow removal) is not in the contract.
Answer: Correct, grounds maintenance is not in the contract.
4. Will we be required to permit, at our cost, any items that are not on line in the plant and are not permitted such as the Montrose UV lights or permit for river water use?
Answer: Any equipment that is physically in the plant at the time of the site visit shall be the responsibility of the vendor, any new equipment installed thereafter that requires permitting shall be the responsibility of the Government.
5. The buoys were not included in the SOW. Is the yearly installation and removal of the river buoys to be included in the price?
Answer: Yes, the yearly install of the buoys should be included in the price.
6. Please confirm that the contractor is responsible for paying for NYS SPDES permits and Dutchess County water permit (6. Environmental Procedures). Will the contractor be responsible for any new permits that might be required during the term of the contract?
Answer: Yes, the contractor is responsible for paying these fees as is responsible for new permits.
7. Who is responsible for the maintenance and repairs of the buoys and their hardware?
Answer: The Government is responsible for Repairs to the buoys.
8. For building maintenance where does the contractor’s responsibilities end. For example, electrical service is it at the disconnect or at the equipment.
Answer: Vendor shall be responsible for maintaining the plant's equipment from the disconnect on.
9. Hudson river water is currently not approved by the regulator as a source water. Is the operation of the water plant at Castle Point to include the cost to use of river water as a source?
Answer: No, the intention is not to include the river water in the price of the contract.

Answer: The Government is responsible for resolving the controls / communication issues at the plant
14. Currently the contractor signs in at the Engineering office that opens at 9 am. The work hours start at 8 am. Can the daily sign in and obtaining radio be completed at the security check in?
Answer: Daily sign in to remain at the engineering office
15. Who is responsible for providing adequate chemical containment at the water plant?
Answer: The vendor shall be responsible for chemical containment
16. Are the bidders to include in their price the operation of the water softening system?
