SCOPE OF WORK

Project No. 528A5-17-550 Replace Temp/Humidity Monitoring System Canandaigua, VA Medical Center, 400 Fort Hill Avenue Canandaigua, NY 14424 The general scope of this project is to replace the existing temperature and humidity monitoring system currently installed in the Canandaigua VAMC. All work shall include purchase, install, programming, and training of VAMC staff.

EXISTING CONDITIONS

The Canandaigua VAMC is a campus facility with many (more than 30) buildings located on over 200 acres and 3 CBOC locations in Rochester, NY. Most buildings contain equipment and or rooms that require temperature and humidity monitoring 24 hours a day, 7 days a week. The VAMC currently utilizes the Freshloc system and is looking for a direct replacement if possible.

GENERAL SCOPE OF WORK

The scope of this project is to completely replace the existing “Freshloc” system with a new temperature and humidity monitoring system that is up to date and fully operational. The system must utilize wireless temperature and humidity monitoring as well as limited flood sensing with alerts on a system that is capable of 24 hour a day, 7 day a week monitoring and recording. The contractor shall remove all unnecessary components on the current system and replace them with new components that are fully operational when installed/integrated into the system. The contractor must also install a designated network feed to transport data and alerts for the system. This network cabling will be installed at a designated “D mark” and must be completely separate from the VA network. The contractor must also provide one year of service through the current provider. (Spectrum) The period of performance for all work is 90 days from notice to proceed.

INSTALLATION REQUIREMENTS

The contractor is required to purchase, install and program all required components for a fully functioning system. The system shall be installed at all current monitoring locations, at the Canandaigua VA Medical Center as well as the Rochester outpatient clinic, the Clintons Crossing Clinic in Rochester NY and the Mount Hope Avenue Clinic in Rochester NY. (See attached location list) The contractor shall provide a web-based service that records, monitors and alerts users when temperature and/or humidity ranges are exceeded as well as flood sensors and alerting in limited applications. The contractor must also provide training to maintenance staff for all components of system and procedures for repair. The follow components are in use on the existing system for monitoring and recording and will require replacement with a system that provides the same coverage/ranges:

· 75 temperature readers

· 230 temperature monitors at various medication storage/patient refrigerators/storage rooms etc. throughout campus and at CBOC’s.

· 15 signal extenders or in-line boosters to ensure accurate data and timely reporting

· A centralized alarm panel/monitor in the operations/operator suite in building 37 to alert the on duty operator of temperature variations. This can also be accomplished with a web-based service with real-time data.

The new system will require all of these existing components as well as the following:

· A dedicated high speed internet service line connection provided by contractor from the designated “D mark” as outlined in this scope. Spectrum is the current service provider.

· The latest version of Internet Explorer on all PC’s that are required for the system if not web-based.

· The most recent versions of temperature/humidity monitoring software.

· Required on-site servers or web-based servers via internet connection for monitoring.

SERVICE REQUIREMENTS

· The contractor is responsible for installation of all components of system as well as ensuring system is 100% operational for a period of 14 consecutive days prior to acceptance from VA. Contractor must also provide a minimum warranty of 1 year (365 days) from date of acceptance by VA that includes all components of the system as well as required maintenance and software/network updates and maintenance as well as 24/7 customer support. Service provided by the contractor must also include services to repair any part of the system within a 24 hours period to minimize possible down time.

· All internet/network connections must be supplied through a separate feed that does not interface with the existing VA network at the Canandaigua campus and the three Outpatient clinics in Rochester NY (Clintons Crossings, Mount Hope Clinic and the VA Outpatient Clinic on Westfall Road) The contractor must also provide one year of service through the cable/internet provider at all locations. (Spectrum is the current ISP)

DATA LOGGING/REPORTING/USER ACCESS REQUIREMENTS

· The system requires remote alerting to the users specified in each department as well as the telephone operators and maintenance staff via an email notification in the event of alarm. (Upwards 100 users). This include low temp, high temp, high humidity, low humidity, flood alarms as well as door open/door ajar alarms.

· The system must record data at regular intervals of 15 minutes on every sensor installed at all locations. This data must be stored for a period of 1 calendar year.

· Data must be transposed to graphs to view trends in the system over various periods. The minimum period will be 30 minutes and the maximum period will be one year.

· Each user requires a specific username and password to access their individual sensor data/trends and alert history.
