Please note: Contractor is required to acknowledge all amendments at time of bid opening. Acknownledgement can be made on page 2 of the SF 14 49 document or by including a signed SF 30 for each amendment.
Edward Kostolansky Contracting Officer Replace Temperature and Humidity Monitoring System Project #528A5-17-550 The purpose of this amendment is to provide responses to contractor requests for information. Also included is the attendance list for the site visit on March 28, 2018. All Contractors providing a sealed bid must acknowledge amendments on the SF 1449. The scheduled bid opening remains unchanged and will take place on Wednesday, April 18, 2018 at 1:00 PM at the Canandaigua VA Medical Center, Building 118, Conference Room, 400 Fort Hill Avenue, Canandaigua, NY 14424 Q.1. After reviewing all of the documents, I just want to clarify the number of equipment needed for the bid. I found that in your "Scope of Work" document number 36C24218B0237-002(.doc) that the amount of readers is listed at 75. After reviewing the Excel list of readers (36C24218B0237-004.xlsx), the reader count was only 58 and the extender count was 16.
A.2 Our facility does not know your system specifically or the distances/ranges they cover. These quantities are based off of the freshloc system and ranges as multiple strobes can communicate with a single reader. The approximate number of readers on the system is 75 and there are approx. 3 strobes per reader.
Q.2. Are floor plans available showing each asset being monitored and their relation to a nearby reader or extender position? This will be needed to accurately set up your system. Based on the number of "Not Seen" alarms and the construction of the building, I know that the existing system is not currently set up correctly. Having these floor plans would ensure the new system is installed correctly with the appropriate amount of readers/extenders.
A.2. Additional information related to floor plans is included in this amendment – see S02 – CAN Sensors and Readers Part 1 and S02 – CAN Sensors and Readers Part 2.
The “not seen” alerts are due to compatibility issues with the existing strobes and new style readers. Other “not seen” alerts are due to maintenance issues such as batteries that need replacement or an IP address that has lost its connection and was not reconfigured.
Q.3. Where are the current network cables run (by Bldg and room number) for the existing FreshLoc readers? Spectrum needs this information to provide an accurate quote for service for the bid.
A.3. The freshloc system operates on an internal network that runs through all buildings. We are looking for a single, high-speed internet connection to tie the existing network into. The “D-mark” would be located on the basement level of building 1 in room 10.
Q.4. We note the objective is to replace the existing system due to performance issues. The scope of work appears to be essentially a replacement of the current system, limiting the opportunity for real improvement. How can we work with your team to assess a better system that would meet your objectives?
A.4. The requirements have been identified and we are requesting a replacement of the system. It is not our discretion how you complete this objective just as long as the requirements are met and the end result is a fully functional system. The VA will review system submittals prior to installation to ensure the system chosen meets the defined need of the VA.
Q.5. Temperature monitoring systems are primarily hardware and software with little or no trades required to install and our experience is most VAs use NAICS 334210 or a similar product code. Just wondering why this is being procured as a construction contract.
A.5. Selection of the NAICS is at the discretion of the contracting officer. Given that there will be trade work involving the use of the Construction Wage Requirements our Contracting office has chosen to use a construction NAICS code.
Q.6. How many locations actually need to be monitored? The SOW says 230 temperature monitors, but the spreadsheet says 74 readers and 47 strobes. Typical systems use 1 transmitter and 1 probe for each point monitored. Please provide a total number of points to monitor.
A.6. Canandaigua VA Medical Center does not know your system specifically or the distances/ranges they cover. These quantities are based off of the freshloc system and ranges as multiple strobes can communicate with a single reader. The approximate number of readers on the system is 75 and there are approx. 3 strobes per reader.
Q.7. We do not expect to use as many “readers” (base stations) as a Freshloc system. Should we submit a direct hardware replacement as requested, noting that it is not our recommendation? We do not want to add unnecessary hardware, but unfortunately, without a full walk through of the site, there is no way we could provide an accurate number.
A.7. Canandaigua VA Medical Center does not know your system specifically or the distances/ranges they cover. These quantities are based off of the freshloc system and ranges as multiple strobes can communicate with a single reader. The approximate number of readers on the system is 75 and there are approx. 3 strobes per reader.
Q.8. There is not a reference to regulatory requirements typical of the laboratory and pharmacy. Have you identified items with NIST and ISO requirements? There is also no reference to recertification of the system.
A.8. We are looking for a basic temperature and humidity monitoring system and have contingency policies in place. These requirements are not necessary at this time but if the requirement changes we will work with the vendor to modify any ancillary service agreements in the future.
Q.9. Our experience with VA facilities that use our system is they use their own virtual server (i.e. creating VLANs). We do not require an active link into your server. Is this something you are willing to consider?
A.9. If a system that works on our existing VLAN can be provided the need for a dedicated high-speed connection would be eliminated. The contractor will be required to complete required documentation and seek approval from the Information security officer as well as the Chief Information Officer and complete a risk assessment. The system and components must also be FIPS compliant. The risk assessment must be approved during the period of performance. If this requirement is not approved, a dedicated high speed connection must be installed.
Q.10. If we do need to provide servers, please provide additional requirements. For example, do you need a backup? Do you want it in a locking rack? Do you want us to maintain the server for say a year, as in software updates, etc.? Do you want a firewall for it? Etc.
A.10. If servers are required, a master server that can switch to a slave will be required to keep the system up and running while minimizing possible disruptions. They will be installed in a locking rack that we have in our IT room in building 118 that has a UPS battery backup with 30 min continuous power supply. The server will need regular updates to be compliant with your system as well as VA requirements if on a VLAN for a period of one year from acceptance. Regular updates will be a part of a service agreement after the one year period ends. Yes, we would like a firewall with it if a server is required.
Q.11. Documenting corrective actions is critical, but there is no reference in the specification. Is this a salient characteristic you would like the system to provide?
A.11. Yes. This characteristic is a requirement and we would like to access these records for a period of one calendar year from the date the action is listed.
Q.12. We have VA facility references who are successfully using our solution. Please let us know if you would like us to send.
A.12. Not at this time. This a sealed bid under FAR Part 14 where award will be made to a responsive, responsible bidder who submitted the lowest bid.
