About this file
This is an Amendment (P0001) to a Combined Synopsis/Solicitation and Request for Quotation (RFQ) issued by the Department of Veterans Affairs, Veterans Integrated Service Network 1 (VISN 1), for the procurement of Pacific brand floor care equipment for VAMC Manchester. The solicitation number is 36C24126Q0821, with an original posting date of September 11, 2026, and an amended response deadline of September 21, 2026, at 11:00 AM EDT. The amendment addresses six substantive questions regarding eligibility standards, brand-name requirements, part numbers, OEM authorization requirements, Buy American compliance, and pre-installation site inspection procedures. Key clarifications include confirmation that this is a FAR 19.502-2(a) Total Small Business Set-Aside (not a veteran-owned set-aside), that the requirement is brand-name only (Pacific) with no substitutions, and that OEM authorization requires only a Letter of Authorization from Pacific designating the vendor as an authorized reseller. The Buy American Clause has been added, with the contracting officer noting that 88.38% of the requirement is manufactured in America, with Pacific scrubbers manufactured in Muskegon, Michigan.
The procurement requires delivery of three types of Pacific floor care equipment: two EVSMD28LBSP2 Pacific 28-inch Disk Scrubbers with lead-acid batteries, two EVSM805402 QS-12 Walk-Behind Scrubbers, and eight PAC675405 V15ED Upright Dual-Motor Vacuums (15-inch). The estimated total value is $39,761.34. Award will be made to the lowest-priced responsible small business quoter whose quote conforms to all solicitation requirements and whose firm is SBA SBS-verified as a small business. The contractor must be an OEM-authorized Pacific distributor, provide all equipment fully assembled and tested with accessories (pads, chargers, hoses, filters, squeegees, and safety labels), perform delivery and installation within 30 days, conduct operator training within 45 days, and provide full technical manuals and warranty documentation. The NAICS code is 333310 (Industrial Machinery Manufacturing) with a small business size standard of 1,000 employees. FOB point is Destination. Quotes must be submitted via email to carlos.ortiz3@va.gov with firm pricing valid for 30 calendar days. The government may reject any or all quotes and reserves the right to issue purchase orders for quantities less than quoted.

Amendment to a Previous Combined Solicitation
COMBINED SYNOPSIS/SOLICITATION–AMENDMENT P00001: FAR 19.502-2(a) SB SET-ASIDE RFQ
This amendment is in response to general questions regarding the original Combined Synopsis posted on 09/11/26. This amendment also extends the response due date to 09/21/26 at 11:00 AM EDT.
Question 1): The title, general information, set aside field, recommendation, and final award language identify a Total Small Business set aside. Other paragraphs require a Small Business Administration VetCert certified quoter or state that award will be made to a service-disabled veteran owned small business. The justification says a veteran set aside cannot be used and that Total Small Business is the compliant path. Which eligibility standard controls?
· Answer: The amendment clarifies the following: This is a FAR 19.502-2(a) SBSA set aside. We will need to verify SB size status at the SBA (Small Business Administration) SBS (Small Business Search) website.
Question 2: The title, instructions, and justification state Pacific brand only and no substitutions. The Statement of Work says Pacific Medline or brand equal. Is the requirement brand only or brand name or equal?
· Answer: This is a brand name only requirement. During the market research process, Contracting had previously sent a request to the service to justify their brand name requirement. A SOW was sent to the service to update and clarify. The service provided clarification and justification but did not remove the brand equal reference. Contracting has clarified the brand equal requirement and has revised the SOW, accordingly.
Question 3: Pacific's official V15ED page identifies manufacturer part 675405 as the V15ED 15-inch vacuum. The solicitation assigns PAC675405 to the QS-12 scrubber and EVSM805402 to the V15ED vacuum. Please confirm the controlling OEM model and part number for each required unit.
· Answer: The Product list part numbers on the Page 2 Product Listing Chart are correct for the requested Pacific Floor Care Scrubbers and the Upright Vacuum requested.
· Contracting has revised the part number references on the SOW and the SSJ (Sole Source Justification) for Brand Name.
· The correct part numbers are listed below:
· EVSMD28LBSP2: Pacific 28-inch Disk Scrubber (Lead-Acid Battery)-Qty. 2
· EVSM805402: Pacific QS-12 Walk-Behind Scrubber-Qty. 2
· PAC675405: Pacific V15ED Upright Dual-Motor Vacuum, 15-inch-Qty. 8
Question 4: The title limits the competition to Original Equipment Manufacturer (OEM) authorized distributors. What exact evidence of Pacific authorization must be included, and must the authorization name this RFQ?
· Answer: OEM Letter of Authorization establishing vendor as an authorized reseller. All that is required to be considered for this brand name requirement to ascertain OEM-authorization is a Letter of Authorization from the OEM that authorizes the reseller to distribute the Pacific Floor Care products requested.
Question 5: The attachment does not identify a Buy American or trade agreement clause. Is a product country of origin representation or certificate required with the quote?
· Answer: We do not typically require certification; we conduct market research with the OEM and the vendor, and we rely on the assertions of the OEM or the vendor. However, we have added the Buy American Clause. We also conduct market research to authenticate place of manufacturer.
· The OEM claims that 80% of all products are made in USA.
· As it stands, for the current requirement, the required product makes up less than 11.62% of the total requirement cost and satisfies the Buy American ACT 52.225-1.
· 88.38% of this requirement is made in America.
· The OEM account representative communicated that the only overseas components were small switches and other small electrical components.
· We have confirmed that the scrubbers are manufactured in Muskegon Michigan.
Question 6. Must the preinstallation site inspection be performed onsite, and may Pacific or its authorized service representative perform delivery, setup, testing, and training while [the vendor/reseller] remain the prime contractor?
Answer: The preinstallation site inspection does not need to be onsite, and Pacific may perform the delivery.
All other terms and conditions remain the same.
This solicitation: 36C24126Q0821 Amendment P0001 is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2026-01, effective March 13, 2026.

(1) Quoters are responsible for submitting quotes so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 11:00 AM local time, for the designated Government office on the date that quotes are due. (Time specified is 09/21/26 11:00 AM (EDT))
(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and may not be considered unless it is received before purchase order issuance and the Contracting Officer (CO) determines that accepting the late quotation would not unduly delay the acquisition.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude a notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(g) Issuance of Purchase Order. The Government may issue a purchase order to one or more quoters as identified in the Request for Quote (RFQ). Therefore, the quoter’s initial quote should contain the best terms and the best quoted price. The Government may reject any or all quotes if such action is in the public’s best interest.
(h) Multiple awards. The Government may issue a purchase order for any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations. Unless otherwise provided in the schedule, quotations may not be submitted for quantities less than those specified. The Government reserves the right to issue a purchase order for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quotation.

· If the quoter does not have a UEI, it should contact the entity designated at www.sam.gov for UEI establishment directly to obtain one. The quoter should indicate that it is quoter for a Government contract when contacting the entity designated at www.sam.gov for establishing the UEI.
(l) Requests for information. The CO will not notify unsuccessful quoters that responded to this Request for Quotation (RFQ). However, quoters may request information on purchase order(s) resulting from this solicitation with the CO.
(End of Provision)

52.225-1 Buy American-Supplies: As prescribed in 25.1101(a)(1), insert the following clause: BUY AMERICAN-SUPPLIES (OCT 2022)
(a) Definitions. As used in this clause— Commercially available off-the-shelf (COTS) item—

(i) A commercial product (as defined in paragraph (1) of the definition of “commercial product” at Federal Acquisition Regulation (FAR) 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
Component means an article, material, or supply incorporated directly into an end product.
Cost of components means—
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the end product (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the end product.
Critical component means a component that is mined, produced, or manufactured in the United States and deemed critical to the U.S. supply chain. The list of critical components is at FAR 25.105 .
Domestic end product means—
(1) For an end product that does not consist wholly or predominantly of iron or steel or a combination of both-
(i) An unmanufactured end product mined or produced in the United States;
(ii) An end product manufactured in the United States, if- Alternate I (OCT 2022). As prescribed in 25.1101 (a)(1)(ii) substitute the following sentence for the first sentence of paragraph (1)(ii)(A) of the definition of “domestic end product” in paragraph (a):
(A) The cost of its components mined, produced, or manufactured in the United States exceeds percent of the cost of all its components.
(2) For an end product that consists wholly or predominantly of iron or steel or a combination of both, an end product manufactured in the United States, if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all the components used in the end product. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the end product and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign.
If the end product contains multiple components, the cost of all the materials used in such end product is calculated in accordance with the definition of "cost of components".
End product means those articles, materials, and supplies to be acquired under the contract for public use.
Fastener means a hardware device that mechanically joins or affixes two or more objects together. Examples of fasteners are nuts, bolts, pins, rivets, nails, clips, and screws.
Foreign end product means an end product other than a domestic end product.
Foreign iron and steel means iron or steel products not produced in the United States.
Produced in the United States means that all manufacturing processes of the iron or steel must take place in the United States, from the initial melting stage through the application of coatings, except metallurgical processes involving refinement of steel additives. The origin of the elements of the iron or steel is not relevant to the determination of whether it is domestic or foreign.
Predominantly of iron or steel or a combination of both means that the cost of the iron and steel content exceeds 50 percent of the total cost of all its components. The cost of iron and steel is the cost of the iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the product and a good faith estimate of the cost of iron or steel components excluding COTS fasteners.
Steel means an alloy that includes at least 50 percent iron, between 0.02 and 2 percent carbon, and may include other elements.
United States means the 50 States, the District of Columbia, and outlying areas.
(b) 41 U.S.C. chapter 83, Buy American, provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for an end product that is a COTS item (see 12.505(a)(1)), except that for an end product that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the end product, excluding COTS fasteners.
(c) Offerors may obtain from the Contracting Officer a list of foreign articles that the Contracting Officer will treat as domestic for this contract.
(d) The Contractor shall deliver only domestic end products except to the extent that it specified delivery of foreign end products in the provision of the solicitation entitled "Buy American Certificate."

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VAMC Manchester is standardizing to the Pacific Floor Care Scrubbers: EVSMD28LBSP2 Pacific 28-inch Disk Scrubber (Lead-Acid Battery), EVSM805402 Pacific QS-12 Walk-Behind Scrubber, and the 15” Pacific PAC675405 V15ED Upright Dual-Motor Vacuum due to the simple mechanical design and the patented technological peculiarities that offer the best value to the government due to their ability to minimize safety risk, to optimize operational efficiencies, and to maximize cost savings.
· Technological Peculiarity: The key technological features that provide best value to the Government are the BatteryShield® Protection and the HydroLink® technologies.
· The BatteryShield® Protection Plan includes a 3-Year 100% full replacement warranty. BatteryShield® reduces battery replacements extending battery longevity up to four (4) to over seven (7) years. The increase in battery longevity produced cost savings between $1,400–$2,800, depending on the scrubber model. The BatteryShield® extended warranty, coupled with the simple motherboard-free design, has yielded a ROI (Return on Investment) between 340%–690%, due to lower maintenance and battery replacement costs.
· The HydroLink® technology ensures even, factory spec fill level from Battery manufacturer. HydroLink® technology provides greater durability in wet/dirty environment, prevents lockout prevention and immobilization under low-water conditions, and prevents battery acid leakage from battery.
· The HydroLink® technology and automated alerts and controls have increased machine uptime and reduced risk of damage from low battery water levels. This has increased operational efficiencies and cost efficiencies due to less labor and fewer mistakes
· Safety Risk: Integrated diagnostic indicators such as “Battery Power Level Indicators” and associated fault minimize safety risk by generating automated codes that give operators clear, on‑machine feedback to guide safe use and maintenance without external tools. BatteryShield® Pacific’s patented, first‑of‑its‑kind automated battery protection system incorporates battery failure and damage prevention safeguards to prevent early wet‑battery failure by monitoring electrolyte levels and by automatically taking protective action when a problem is detected. The key safeguards include safeguards:
· Automatic detection of low battery water via a dedicated sensor
· Operator alert (control‑panel LED) when low water is detected;
· Automatic shutdown of scrub brush motors until watering is performed;
· Paired watering system (HydroLink®) for fast, fool‑proof maintenance;
· Three‑year full battery replacement warranty when BatteryShield is installed.
· Operator alerts for insufficient water levels
· Operational Efficiencies: Pacific brand Floor Scrubbers use patented orbital mechanics that deliver the highest down pressure in their class, enabling chemical-free finish removal in a single pass. The Pacific Floor Scrubber models selected are already in use at VAMC Manchester; EMS seeks to expand their fleet of Pacific Floor Scrubbers because they are easy to operate and require less training.
· Cost Savings: Pacific Floor scrubbers are built using U.S.-manufactured, rotationally molded polyethylene and robust components. This construction has provided exceptional durability and consistent quality. These floor scrubbers were originally purchased for their simple electromechanical design; they have no motherboards which means increased durability and reliability. The Pacific scrubbers in use at Manchester have reduced repair costs and have demonstrated faster service turnarounds. They can be serviced in-house, on the same day, with readily replenishable parts.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research Findings: Market Research was conducted by the service and by Contracting IAW FAR 10.001 and VAAR 810.001.
· Mandatory Sources: No mandatory source was identified for the required Pacific Floorcare equipment. The Pacific Floor Scrubbers are not available via VA Inventories, Other Government Agencies, AbilityOne, nor via any mandatory SAC, NAC, or other GWAC contracts.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research Findings:
· GSA Advantage: None of the Pacific Floor Care, Floor Scrubber models listed were in GSA Advantage. There was one (1) Pacific Floor Care offering at GSA Advantage, the V15ED Model 675405 vacuum.
· GSA e-Library: MAS Category 333310 contains twenty (20) floor-care contractors. One Danish competitor, Nilfisk holds an FSS contract for Nilfisk vacuums and floor scrubbers. There are no FSS contracts for any of the required Pacific floor scrubber models.
· ADDS-UP: VA history shows recent floor-scrubber awards under NAICS 333310 using Small Business and SDVOSB set-asides. This confirms an active Federal market for floor-care equipment.
· EMS/SME Technical Validation: Manchester EMS evaluated other floor-care equipment, including Tennant, and selected Pacific for its operating needs. The Tennant and other alternative bands cannot meet the minimum needs of the Government. EMS requires BatteryShield® motor-disable protection and the associated three-year battery warranty. The facility has owned alternative brands in the past. These brands demonstrated multiple failures caused by dry batteries and electrical components experiencing motherboard failures. Pacific's mechanical simplicity, durability, low-noise operation, ergonomics, intuitive controls, and reduced training burden best meet the Government need. The Pacific brand technologies minimize safety risk, optimize operational efficiency, and maximize cost savings.
· FAR 11.105: This is a commercial product acquisition. The brand name requirement meets the basic brand name criteria cited in FAR 11.105 where no alternative band can meet the minimum Government need. There is one manufacturer who had patented technology offering peculiarity in the market when compared to alternate rands.
· FAR 12.102-1(a): The Pacific brand Floor Scrubbers have patented technological peculiarities that distinguish them in the market from alternative brands: 1) BatteryShield® Protection Plan with a three-year full replacement warranty and 2) HydroLink® which is a safety feature that minimizes equipment failure due to overfilling the water reservoir and prevents equipment immobilization due to lockout. There is one manufacturer; one reasonably available source for the Pacific Floor Scrubbers required. The one reasonably available source being the OEM-authorized SB vendor pool. EMS's operational determination and market research support the Pacific brand restriction.
· Brand Name Only: Manchester EMS requires Pacific Floorcare to address repeated dry-battery failures. BatteryShield® monitors battery water levels and disables operation when water levels are unsafe. The associated battery warranty protects the Government from premature battery failure. Pacific also provides a simple mechanical design, durability, low-noise operation, ergonomics, and controls required by EMS. The requirement is restricted to Pacific brand and will be competed among capable Pacific Floor Care, OEM-authorized SB class distributors.
· Small Business: SBA SBS identified thirty (30) small businesses under NAICS 333310 using the keyword "floor scrubbers." Pacific also identified Environment of Care Solutions LLC and RC Quartermaster LLC as authorized SDVOSB distributors for Federal Government sales.
With the application of the FAR 19.502-2(a) SBA NMR Exception for a below SAT requirement, a Total Small Business Set-Aside can be applied. There are (2) SB class OEM-authorized eligible and responsible distributors who are likely to compete. This satisfies the SB Rule of 2.
NMR (Nonmanufacturing Rule): Pacific Floorcare is the LB OEM for the Pacific Floor Care floor scrubbers. There is no NMR Waiver for NAICS 333310. Per VAAR 819.7003(d), VFCP cannot be applied, the NMR and the LOS (Limitations on Subcontracting) are not satisfied. Because the requirement is below SAT (Simplified Acquisition Threshold), Contracting will apply the SBA NMR Exception, FAR 19.502-2(a) for a SBSA, to compete to the maximum extent practicable.
Recommendations: Award as a FAR 19.502‑2(a) Small Business Set‑Aside for a FAR 12.102‑1(a) brand‑name acquisition of Pacific Floor Care scrubbers and vacuums. A brand‑name justification is supported under FAR 11.105 due to Pacific’s unique, proprietary BatteryShield® and HydroLink® technologies and mechanical design that constitute items peculiar to one manufacturer. Because NAICS 333310 lacks an NMR waiver and VAAR 819.7003(d) precludes SDVOSB/VOSB set‑asides, a Small Business set‑aside is the only compliant path. Two OEM‑authorized SB distributors—RC Quartermaster LLC and Environment of Care Solutions LLC—are verified and capable, ensuring adequate competition.
Contracting Officer's Certification: Purchase is approved in accordance with FAR 12.102-1(a)(for brand). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
