About this file

This is a Notice of Intent to Sole Source a federal contract opportunity for pharmacy automation upgrades. The Department of Veterans Affairs Network Contracting Office (located in Newington, Connecticut) intends to procure, install, configure, and provide training for ScriptPro Workflow 2.0 system automation upgrades at the VA Providence Healthcare System Pharmacy Service. The required scope includes printers, barcode scanners, Datapoint mounts, terminal emulation devices, report printers, field services, robotic workflow integration, associated labor, project management, and removal/disposal of replaced equipment. All components must interface with existing ScriptPro automation platforms currently in use at the facility. The VA justifies the sole-source approach under FAR 8.405-6 based on ScriptPro's exclusive proprietary rights to its system architecture, software/firmware, and OEM-only installation/upgrade pathways necessary to maintain warranty and functionality. Market research confirms no other manufacturers, including service-disabled veteran-owned businesses, are authorized or capable of performing these OEM-exclusive services.

The intended source is ScriptPro USA, Inc. (Shawnee Mission, Kansas), and pricing will align with ScriptPro's existing VA Federal Supply Schedule contract 36F79719D0135. The response deadline is July 24, 2026, at 4:00 PM Eastern Time. While this notice is not a request for quotations, interested parties may submit capability statements demonstrating OEM authorization from ScriptPro and technical compatibility with VistA-integrated pharmacy workflows. The place of performance is the Providence VA Medical Center in Providence, Rhode Island. The contracting office point of contact is Janice L. Jones, Contract Specialist, and the product/service code is 6515 with NAICS code 339112.

DESCRIPTION

Notice of Intent_Sole Source_ScriptPro Workflow 2.0 System & Automation Upgrade Pharmacy The VA Providence Healthcare System Pharmacy Service requires procurement, installation, configuration, and training for ScriptPro Workflow 2.0 automation upgrades. The requirements include printers, barcode scanners, Datapoint mounts, terminal emulation devices, report printer, field services, and robotic workflow integration. These components must interface with existing ScriptPro automation platforms already used by the facility.

The procurement includes all associated labor, project management, and removal/disposal of replaced equipment to ensure a fully functional and compliant Workflow 2.0 environment.

Authority: FAR 8.405-6(a)(1)(i) (items peculiar to one manufacturer), FAR 8.405-6(b) (limited-sources justification), MAS ordering authorities at 41 U.S.C. 152(3) and 40 U.S.C. 501, and GSAM/R 538.7104-3(b) as implemented for MAS sole-source justifications (RFO 8.4).

Rationale: Market research confirms ScriptPro retains exclusive proprietary rights to its system architecture, robotic mechanisms, software/firmware, configuration utilities, and the OEM-only installation/upgrade pathways required to maintain warranty and functionality. No SDVOSB/VOSB or other manufacturer is authorized or capable of performing OEM upgrades or providing compatible equipment; authorized distributors cannot conduct OEM-exclusive services. Replacement with ScriptPro is necessary to mitigate patient-safety risks and operational disruption. Pricing aligns to ScriptPro’s VA Federal Supply Schedule price list under FSS Contract 36F79719D0135.

Intended Source: ScriptPro USA, Inc., 5828 Reeds Road, Shawnee Mission, KS 66202; Phone (800) 606-7628; Contract FSS 36F79719D0135.

Nonetheless, parties that believe they can meet all requirements must submit a capability statement demonstrating (1) OEM authorization from ScriptPro for hardware, software, and services; (2) ability to perform proprietary upgrades/configurations (GEN9, WMS 2.0, server and firmware transitions, Datapoint/terminal emulation); and (3) technical compatibility with VistA-integrated pharmacy workflows. Capability statements must be received by the response due date identified on this posting.

Point of Contact: Janice L. Jones, Contract Specialist, NCO 1; Email: Janice.Jones@va.gov ; Phone: (860) 666-6951 x36613.

Disclaimer: A solicitation will not be issued. The Government reserves the right to verify all documentation and is not obligated to award based on responses. A Limited-Sources Justification supporting this sole-source action will be posted after award in accordance with FAR 8.405-6 and FAR 5.301.
