About this file
This is a Special Notice announcing the Department of Veterans Affairs' intent to sole source a procurement to Advanced Sterilization Products (ASP) for STERRAD NX and STERRAD 100NX sterilization systems and associated components. The solicitation number is 36C24126Q0637, with a response deadline of July 17, 2026 at 10:00 AM Eastern Time. The contracting office is the VA Network Contracting Office 1 located in West Haven, Connecticut 06516, with Contract Specialist Divianna Mathurin serving as the primary point of contact (divianna.mathurin@va.gov, 914-325-3258). The product/service code is 6515 and the NAICS code is 339113.
The procurement justifies sole-source award to ASP under FAR 13.106-1(b)(1)(i) citing ASP as the only responsible source and original equipment manufacturer of the STERRAD platform, which holds exclusive proprietary rights to hydrogen peroxide gas plasma sterilization technology, consumables, software, firmware, installation, and technical support. The White River Junction VA Medical Center requires these systems as direct replacements for existing STERRAD equipment to maintain compatibility with current sterilization workflows, infection control infrastructure, validated cycles, consumables, and interoperability. The notice specifies that alternate brands cannot meet minimum requirements without causing major clinical disruptions, retraining needs, and safety validation issues. Although not a request for competitive quotes, interested parties may submit capability statements demonstrating OEM-certified STERRAD NX and STERRAD 100NX systems directly comparable to ASP's offering, with all responses required by the specified deadline and clear demonstration of OEM authorization.

DESCRIPTION
INTENT TO SOLE SOURCE
STERRAD NX & STERRAD 100NX Sterilization Systems Advanced Sterilization Products (ASP)
The Department of Veterans Affairs, Network Contracting Office (NCO) 1, intends to negotiate and award a sole source procurement under the authority of FAR 13.106‑1(b)(1)(i), “Only One Responsible Source,” to Advanced Sterilization Products (ASP), the Original Equipment Manufacturer (OEM) and sole authorized source for the STERRAD NX and STERRAD 100NX sterilization systems and associated components. ASP is the only manufacturer of the STERRAD platform and holds exclusive rights to its proprietary hydrogen‑peroxide gas plasma sterilization technology, consumables, software, firmware, installation, and technical support. No third‑party vendors are authorized to provide OEM installation, warranty service, or required trade‑in programs, and the only SDVOSB reseller identified (TrillaMed) cannot offer OEM‑exclusive trade‑in discounts or pricing, resulting in significantly higher cost to the Government .
The White River Junction VA Medical Center currently operates STERRAD equipment under prior procurements (e.g., PO 405‑B08005 and PO 405‑A14054), and the required systems are direct replacements necessary to maintain compatibility with existing sterilization workflows, infection‑control infrastructure, validated HPGP cycles, consumables, and interoperability. Alternate brands cannot meet the Government’s minimum needs without causing major disruptions to clinical processes, retraining, and safety validations, as documented in the facility’s justification package attached.
This notice of intent is not a request for competitive quotes. However, interested parties that believe they can meet this requirement may submit a capability statement demonstrating their ability to provide an OEM‑certified STERRAD NX and STERRAD 100NX system directly comparable to ASP. All responses must be received by the date and time listed in this posting and must clearly show OEM authorization. A determination not to compete based on responses to this notice is solely within the discretion of the Government.
