About this file
This document is a Service Contract Act Wage Determination for federal service contracts applicable in Massachusetts counties (Essex, Middlesex, Norfolk, Plymouth, and Suffolk). The determination establishes prevailing wage rates for over 200 occupation classifications across administrative, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, technical, transportation, and miscellaneous occupational categories.
All occupations receive a base health and welfare benefit of $5.55 per hour (up to 40 hours per week, or $962.00 per month), with an alternative rate of $5.09 per hour under Executive Order 13706 for paid sick leave purposes ($882.27 per month). Vacation entitlements include two weeks after one year of service, three weeks after five years, and four weeks after ten years, with service time including any continuous employment with the predecessor contractor. Employees receive a minimum of eleven paid federal holidays annually. The determination also specifies hazardous pay differentials (8% for high-hazard work and 4% for low-hazard work), uniform allowances at $3.35 per week for maintenance and laundering costs, and special provisions for computer professionals, air traffic controllers, weather observers, and night shift premium pay (10% additional for regular night duty or 25% premium for Sunday work). The wage determination was last revised on June 25, 2026 (Revision 34) and has been updated periodically since November 2016.
