About this file

This document is Amendment 0002 to Solicitation 36C24126Q0492 issued by the Department of Veterans Affairs, VA Boston Healthcare System Contracting Office on May 18, 2026.

The amendment provides responses to eight industry questions regarding UPS (Uninterruptible Power Supply) maintenance services. Key clarifications include: (1) emergency call back services and parts are NOT included in the maintenance contract price and must be quoted and approved separately by facility engineering staff and the contracting officer before work commences; (2) one UPS model listed in the solicitation (Emerson 12-150MR) was corrected to Eaton 9PX6K, with acknowledgment that several older units may only support preventive maintenance rather than full service due to obsolescence; (3) this is a new contract with no incumbent contractor; (4) the $5,000 per CLIN limit referenced in the Statement of Work applies to emergency repairs that are separately billable; and (5) detailed battery configuration information is not available at this time. The proposal submission deadline remains unchanged at Friday, May 22, 2026 at 11:00 AM EST. All offerors must acknowledge receipt of this amendment prior to the submission deadline through completion of items 8 and 15, acknowledgment on their offer copies, or separate written communication.

Industry Questions – 36C24126Q0492

UPS Maintenance Services

Question #1: Seeking to clarify if emergency visits and repairs will be covered under the annual price. Also, is there a guaranteed-on-site response time? The below section of the Statement of Work (SOW) seems to be conflicting: “Contract includes repair and 24/7 emergency call back service that includes parts, labor and travel. Call back with 2 hour response time.” and then separately: “Any emergency repairs will be approved in advanced and billed under Labor- Corrective Maintenance and Parts – Corrective Maintenance that will not exceed $5,000 per CLIN. Please clarify how emergency visits are structured and billed and what is obligated under the annual contract price.

Answer #1: Parts and labor costs for emergency call back services are not included in the maintenance contract price. Any call back services will be billed separately on a case-by-case basis. Each call back will need to be quoted separately and then approved by facility engineering staff and the contracting officer prior to the associated work. Then billed separately from the maintenance services through pre-established allowances in the contract or through a modification.

Question #2: One of the models seems to reference a battery model and not the UPS Model (Emerson 12-150MR). Please confirm the model info is correct. Also, several of the models are not eligible for full service due to their vintage. PM services can be provided; however, many have obsolete parts and may not be able to be sourced. Would PM, but not full service, be acceptable? Below are the units:

Eaton 9390-80 ED255CBB02 - No FS due to age (16 years), obsolete & problematic model;

Toshiba G8000 150900008 - No FS due to obsolete, age (11 years); Eaton 9390-80 ED272CAB06 - No FS due to age (16 years), obsolete & problematic model; Eaton 160 System 9390-160 - No FS due to age (19 years), obsolete & problematic model

Answer #2: The unit is an Eaton 9PX6K. The Emerson information was a legacy reference that no longer exists.

Question #3: Is this a brand new contractor or if there is (was) an incumbent performing these services? If not brand new, provide the current/previous contract number?

Answer #3: This is a new contract, no current contract or incumbent.

Question #4: Under Statement 1, it says parts and labor are included for emergency/repair.

Under statement 3, it says they’re billable. We’re talking tens of thousands of dollars in pricing differences. These are larger units so typically they’re billable but need to find out. Please clarify this.

Answer #4: Parts and labor costs for emergency call back services are not included in the maintenance contract price. Any call back services will be billed separately on a case-by-case basis. Each call back will need to be quoted separately and then approved by facility engineering staff and the contracting officer prior to the associated work. Then billed separately from the maintenance services through pre-established allowances in the contract or through a modification.

Question #5: In reference to the SOW: The requirement is 2x yearly PM services with software updates. The SOW includes repair and 24/7 emergency call back service that includes parts, labor and travel. Call back with 2 hour response time. All parts are included except consumable which include, batteries, capacitors, and complete fan updates? Individual fan failure is included as a repair item?

Answer #5: Parts and labor costs for emergency call back services are not included in the maintenance contract price. Any call back services will be billed separately on a case-by-case basis. Each call back will need to be quoted separately and then approved by facility engineering staff and the contracting officer prior to the associated work. Then billed separately from the maintenance services through pre-established allowances in the contract or through a modification.

Question #6: In reference to the SOW: This contract includes the option purchase emergency repair services/parts not covered under the final contract and to purchase and install additional batteries should they need to be replaced. The pricing/quote for the emergency services and/or the battery replacement installation shall be requested at the time of need, and all work shall be preapproved by the COR and CO prior to commencement of work.

Answer #6: Parts and labor costs for emergency call back services are not included in the maintenance contract price. Any call back services will be billed separately on a case-by-case basis. Each call back will need to be quoted separately and then approved by facility engineering staff and the contracting officer prior to the associated work. Then billed separately from the maintenance services through pre-established allowances in the contract or through a modification.

Question #7: In reference to the SOW: Emergency Services -Any emergency repairs will be approved in advance and billed under Labor – Corrective Maintenance and Parts – Corrective and Maintenance that will not exceed $5,000 per CLIN.

Answer #7: Parts and labor costs for emergency call back services are not included in the maintenance contract price. Any call back services will be billed separately on a case-by-case basis. Each call back will need to be quoted separately and then approved by facility engineering staff and the contracting officer prior to the associated work. Question #8: Could you please provide the following information, if available: Number of batteries per UPS system, Number of battery strings per system, Battery cabinet/rack configuration details, Battery type/model information, if available?

Answer #8: That information is not available at this time.
