About this file

This is an Amendment to a Previous Combined Solicitation extending the response deadline and posting Requests for Information (RFI) responses for a bulk oxygen supply and installation contract. The Bedford VA Medical Center, located at 200 Springs Road in Bedford, Massachusetts, is soliciting services for three portable bulk oxygen trailers to supply medical-grade liquid oxygen to Buildings 2, 4, and 78. The estimated contract period runs from May 1, 2026 through April 30, 2027, with an annual usage of 36,500 cubic feet broken down as follows: Building 2 (approximately 6,180 CF annually), Building 4 (approximately 11,712 CF annually), and Building 78 (15,168 CF annually). The solicitation requires vendors to provide monthly tank rental fees, per-cubic-foot pricing for medical-grade liquid oxygen supply, emergency fill fees, and installation services for new tanks at each of the three buildings.

This is a set-aside solicitation for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with NAICS code 325120 and Federal Supply Classification 6835. The contracting office is located in Providence, Rhode Island (zip code 02908), with the point of contact being Contract Specialist Carissa Sarazin. The amended response deadline is April 29, 2026 at 12:00 PM Eastern Time. The solicitation includes a mandatory site visit on April 20, 2026 at 10:00 AM in the lobby of Building 2, with options for additional site visits to be scheduled through the Contracting Officer. Key requirements include replacing existing tanks with new tanks while maintaining continuous oxygen supply through temporary portable trailers tied into existing piping systems, providing real-time telemetry monitoring compatible with VA infrastructure, and ensuring compliance with NFPA 99 code standards with 400-gallon reserve tank backup systems.
