About this file

This document is an amendment to solicitation 36C24126Q0011 for an annual service at the Togus VA Medical Center in Augusta, Maine. The amendment schedules a site visit for October 28, 2025, at 10:00 AM and provides detailed responses to eight contractor questions regarding a water system service. Key details include: the contractor will be responsible for isolating and draining a 250-300 gallon tank, disposing of used components (with UV light classified as universal waste), and transporting disinfection waste offsite with proper documentation. Delivery instructions specify materials can be delivered during hospital administrative hours (7:00 AM - 3:30 PM, Monday through Friday), with specific shipping directions for different types of materials. The VA will provide a rough flow diagram, but the contractor must verify volumes, drain points, and connection details on-site. The amendment emphasizes that replacement parts must conform to specific part numbers/model numbers provided in the original solicitation.

Text version

The purpose of this amendment is to schedule a site visit and address the question received in response to solicitation 36C24126Q0011-SPS Annual RO-TOGUS, ME

Site Visit:

Date: Tuesday October 28, 2025 Time: 10:00 AM Location: Togus VAMC 1 VA Center, Augusta ME B202, 2nd Floor Engineering POC: Karen Ainsworth

Questions & Answers:

1. Brand-Name or Equal:

Are the listed model numbers (filters, membranes, UV bulb, vent filter, etc.) brand-specific, or will equivalent parts be accepted with supporting data sheets? Those are the part numbers for items that fit the existing equipment. All these items are pieces of a larger piece of equipment/system. Replacement parts are in accordance with the part numbers/model numbers provided.

2. System Access and Draining:

Will VA personnel isolate and drain the 250–300-gallon tank, or should the contractor include pumps, hoses, and containment for this task? Contractor will be responsible to isolate and drain.

3. Post-Service Testing:

Is any verification testing (e.g., microbiological, endotoxin, conductivity) required following disinfection and component replacement? If so, please specify which tests, acceptable limits, and who is responsible for cost. VA has a contract for these water tests.

4. System Drawings / P&IDs Will VA provide system diagrams or schematics showing tank and loop volumes, drain points, and connection locations? This helps estimate chemical and labor quantities for disinfection. VA has a rough flow diagram for system concept only. Volumes, drain points, connections, sizes etc will need to be verified by the contractor in the field.

5.Delivery and Freight Terms:

Please confirm delivery hours, access location (Building 200E, Room E142), and whether inside delivery is required for quarterly shipments.

• Per SOW “Materials may be delivered during the hospital’s regular administrative working hours, 7:00 AM – 3:30 PM, Monday through Friday observing all federal holidays.”

• Delivery for “Materials to VAME” only will be shipped direct to VAME at VA HCS Attn:

Steve Eastman 1 VA Center, MDP 185A, Augusta, ME 04330

• Materials that are to be utilized by contractor ie: “Labor and materials…” will need to be brought with the successful bidder at time of work, VAME does not have a storage facility for excess materials.

6. Disinfection Waste Handling

Will the VA allow neutralized disinfection water to be drained on site, or must it be collected and transported offsite per Maine DEP requirements? Transport offsite, and provide documentation/tracking of proper disposal prior to invoicing.

7. Waste Disposal:

Should used membranes, filters, and UV bulbs be removed and disposed of by the contractor, or will VA handle these materials? Are any considered hazardous or universal waste? Contractor to dispose of items. UV light is universal waste, provide documentation/tracking of proper disposal prior to invoicing. Membranes and filters will need to be reviewed by the contractor to determine the waste classification.

8. Use of Equivalent Components:

If alternate components are proposed, does the contractor need prior VA approval before installation? Replacement parts are in accordance with the part numbers/model numbers provided.
