About this file
This document is an Amendment (0002) to a Request for Quote (RFQ) for Vaccine Refrigerators issued by the Department of Veterans Affairs. The solicitation seeks two refrigerator models with specific requirements: Item 001 must store up to 1,300+ vaccine doses and maintain CDC recommended temperature range (2°C to 8°C) for 6 days during power outages, while Item 002 must store up to 3,600+ vaccine doses with similar temperature and power outage specifications. The VA emphasized critical needs such as self-sustaining power backup for remote locations, where past power outages have caused vaccine degradation, and external backup sources like battery packs or ice are not acceptable. The RFQ closing date remains unchanged at 09-04-2025 14:30 EDT, and the amendment includes a detailed Q&A section addressing technical specifications, storage capacity, certification considerations, and delivery expectations for 11 appliances across medication storage rooms in VA Community-Based Outpatient Clinics (COBCs).

VACCINE REFRIGERATORS
Q1: Why is it necessary for your current solution to maintain stable temperatures for 6 days without power. Don’t most patient care facilities have emergency generator backup power?
A1: This back-up power outage requirement must be self-sustaining for up to 6 days in case of power outage, specifically at remote VAMC locations. In the past, there have been instances of power outages in remote areas and power outages were not discovered in time to maintain temperature range consistency, which caused samples and vaccines to become degradated and items had to be destroyed. In addition, during power outages, this temp range cannot be maintained with external backup power sources such as battery packs, ice packs, or dry ice.
Q2: Is the uniformity data of +/- 1°C without Phase Change Material (PCM) sufficient to meet your specifications?
A2: YES.
Q3: Have you reviewed the uniformity data with PCM for a more accurate comparison?
A3: No – your company can provide a more accurate comparison.
Q4: Have you verified the storage capacity of the unit, some manufacturers use external dimensions for volume as opposed to actual storage capacity? For example a typical 20 cu ft upright pharmacy refrigerator stores up to 24,000 doses.
A4: Yes storage capacity has been verified
Q5: What specific items will be stored in the refrigeration units you are considering?
A5: Pharmaceuticals that require refrigeration. (Temp range – 36F to 46F)
Q6: When storing critical medications or vaccines, have you factored in the importance of NSF/ANSI 456 certification standards in your purchasing decision?
A6: It is not required for the refrigerator to have NSF/ANSI 456 certification, but it is considered.
Q7: Do the refrigeration units you are considering need to be ADA compliant to ensure accessibility for all users?
A7: For the location the refrigerator is located ADA is not relevant.
Q8: Do you prefer products that are manufactured in the US?
A8: No preference.
Q9: What considerations have been made for cleaning and managing potential spills within the refrigeration unit?
A9: The Clinical staff follow VA procedures on cleaning and managing spills.

VACCINE REFRIGERATORS
Q10: It is 1300 and 3600 doses not vials for the capacity correct? (Reason I ask because to use the Covid vaccine as example 400 vials was equal to 6000 doses. So you need options that can old 400 vials more or less?)
A10: Yes
Q11: Do you require an inside delivery of all 11 appliances? Placing inside the rooms and removing all packing material? If so, please let me know and I can provide a quote for this service – note that refrigerators with standard delivery on a pallet:
RFQ: Item 001
a. Storage Capacity: Stores up to 1,300+ vaccine doses. b. Extended Hold Time Without Power: Maintains CDC recommended temperature range (2°C to 8°C) for up to 6 days during power outages (external backup power source such as ice packs, or dry ice not acceptable). The BFRV36 refrigerator meets most of the qualifications however the holdover time for this particular appliance is 4 day.
A11a: The VA will evaluate each quote based on the longest available hold-over/back-up power outage time available in the current market for vaccine refrigerators.
Item 002
a. Storage Capacity: Stores up to 3,600+ vaccine doses. b. Extended Hold Time Without Power: Maintains CDC recommended temperature range (2°C to 8°C) for up to 6 days during power outages (external backup power source such as ice packs, or dry ice not acceptable). The BFRV84 refrigerator meets most of the qualifications however the capacity is 200 of the 10x0.5ml vials = approximately 2000 doses.
A11b: This is acceptable for medication storage rooms in VA COBCs
