About this file
This document is a Combined Synopsis/Solicitation Notice for the Department of Veterans Affairs (VA) Medical Center in White River Junction, Vermont, seeking to purchase four Yaskawa Variable Frequency Drives (VFDs). The solicitation is a small business set-aside specifically targeting four Yaskawa-authorized small business distributors: AmeriTech Contracting, LLC, Results & Sales & Service LLC, Sartron LLC, and Farrar Inc. The procurement involves two 30 horsepower VFDs (480V, 40A) and two 25 horsepower VFDs (480V, 34A) for air handlers, with a required factory-authorized start-up service to extend the warranty.
The solicitation is numbered 36C24125Q0646, with responses due by July 17, 2025, at 16:30 Eastern Time. The lowest price will be the sole determining factor for award, and all quoted VFDs must be new Yaskawa brand components to ensure system compatibility with existing air handlers and building automation systems. The procurement is classified under NAICS code 334512 with a small business size standard of 650 employees. The VA medical center staff will perform the installation, and the purchase is intended to replace failed VFDs that are currently only capable of running at full speed, which is inefficient for the building's environmental control systems.

Acquisition Plan Action ID: 36C241-25-AP-2758
1. Contracting Activity: US Department of Veterans Affairs, VISN 01, VAMC White River Junction, VT, 215 North Main Street, White River Junction VT.
Funding document: 405-25-2-4810-0120
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Yaskawa VFD’ (Variable Frequency Drivers) to replace four (4) failed VFD’s for Yaskawa Air Handler, Air Supply Fans at Inpatient Care, VAMC White River Junction. The required purchase of the Yaskawa VFDs Include:
· (2) Yaskawa 25 HP VFD’s for Air Handler 1.
· HV600 Narrow Bypass, 480 V, 34 A UL Type 1 Enclosure, Input Disconnect Switch, 2 Contactor Bypass (25HP VFD Code: H6BPB034PMB - Electronic Bypass Code: Z1D1B034PNB).
· (2) Yaskawa 30 HP VFD’s for Air Handler 2.
· HV600 Narrow Bypass, 480 V, 40 A UL Type 1 Enclosure, Input Disconnect Switch, 2 Contactor Bypass (30HP VFD code: H6BPB040PMB - Electronic Bypass Code: Z1D1B040PNB)
· One (1) Factory Authorized Start Up Service: Extended 3-Year Warranty
· All Yaskawa brand components will be installed by VA staff.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used Replacement of (4) Yaskawa VFDs are required to provide power stabilization for Yaskawa brand Air Handlers at VAMC WRJ. The Yaskawa brand VFDs are required to assure system compatibility with the existing Yaskawa Air Handlers, the building automation system (BAS), and the motor control systems currently in use at VAMC WRJ. WRJ has standardized to many models of Yaskawa equipment including the building automation and motor control systems.
The proposed VFDs will best ensure system integrity and system optimization. The VFDs will directly integrate with and will be directly compatible with the Yaskawa brand Air Handlers already in place. The Yaskawa VFDs will ensure seamless operation and will not require additional programming, wiring changes, or software modifications.
White River Junction has standardized to many Yaskawa brand environmental control and power regulation products including building automation and motor control systems. Procuring Yaskawa brand VFDs not only ensure optimal system integrity and operation via system compatibility: fit, form, and function, but producing Yaskawa VFD replacement parts will maintain efficiency and economy in environmental controls and will best afford power stabilization being brand compatible.
The key advantage for direct brand replacement will be to afford a more dependable and reliable power supply (efficiency). The WRJ maintenance staff is trained and equipped to service Yaskawa VFD’s; VFD replacement performed in house will save time and will minimize costs Yaskawa VFDs are proven to be more resilient against the frequent power fluctuations that occur at WRJ compared to other brands of VFD’s that were used in the past due to lower price or due to convenience. The other brands have not proved to be as reliable; the Yaskawa VFDs have provided consistent and reliable performance. The Yaskawa VFDs have consistently met or exceeded project specifications and lifecycle cost expectations.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted IAW FAR 10.001. Contracting conducted market research to determine if the required VFDs could be sourced from mandatory sources, to determine if SDVOSBs could be provided first opportunity via VFCP or if any other set-side opportunities could be applied, and whether the VFDs could be sourced from any non-mandatory GSA or GWAC contracts.
· VFCP (Veterans First Contracting Program): An SBA DSBS search under NAICS 334512 revealed thirty-three potentially capable SD/VOSB class distributors within the Environmental Control Manufacturing group. None of the SD/VISBs listed are authorized to distribute for Yaskawa. There are (2) OEM-authorized Yaskawa distributors within the SD/VOSB class; they were not listed in the SBA DSBS search.
· Mandatory Sources: The VFDs are not available through mandatory sources such as VA Inventories, Other Agencies, nor AbilityOne. There were also no mandatory contract vehicles for the VFDs located on the SAC (Strategic Acquisition Center) or the SCMC (Supply Chain Master Catalog). The SCMC search yielded zero results when searching for Variable Frequency Drivers, VFD, and via search by the HV600 part number. There are no IDVs for this requirement.
· NAC (National Acquisition Center): There were no results for Variable Frequency Drivers in the NAC.
· GSA Advantage: The search terms VFD 480v, and Yaskawa had zero results in GSA Advantage. VFDs are an open market procurement.
· GSA e-Library: A GSA e-Library search also produced zero results when using search terms for NAICS 334512, HV600, and VFD.
· FPDS: FPDS was searched using the Keyword: Yaskawa and NAICS 334512. There were no results in FPDS.
· Nonmanufacturer Rule (NMR) Findings: The required Yaskawa VFDs are domestically manufactured by the large business (LB) OEM. Market research has determined that there are at least two SDVOSBs (Nonmanufacturers) and (1) SB (Nonmanufacturer) that sells the required VFDs. There is no NMR Waiver, therefore the VA Rule of Two requirement cannot be met due to the OEM being a LB. The NMR decision tree indicates a SB Set-Aside can be leverage IAW FAR 19.502-2. It is anticipated that the requirement can be competed between (3) SB class distributors.
Recommendation: The recommendation for this requirement is a SB Set-Aside IAW FAR 19.502-2 (a). The Yaskawa brand VFDs are required to assure system integrity via fit form and function and will best-assure power stabilization to the Yaskawa Air Handlers at VAMC White River Junction VT. Yaskawa distributes its products through its authorized distributors, who are assigned according to geographic location. The requirement will fall below SAT; there is no NMR waiver to leverage VFCP. The NMR Exception applies, there are at least (2) SB class Yaskawa-authorized distributors. The Rule of (2) will be met. The recommendation for a SB Set-Aside will afford competition to the maximum extent practicable.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Deidra Thomas Contracting Officer VAMC White River Junction VT, NC1 RPOE
