Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 01 Bedford Medical

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Department of Veteran Affairs VAMC Bedford has a requirement to replace end of life TV monitors with 72 medTAB22E1-CB2-C

Television Monitors on existing PDI-AA513-CA/PDI-AA1407-CA arms. This procurement includes the purchase and installation of specific PDI branded television sets.

The estimated dollar amount for this procurement is $100,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The PDI communication system uses a special power supply unit box that both transmits power and cable television over COAX to up to 10 TVs. This is the backbone infrastructure of the PDI system at VAMC Bedford. Each cable unit has 1 or 2 of these boxes, depending on the number of beds on the unit. This supply box is only compatible with the PDI televisions. The use of any other TVs would incur the requirement to procure all new cable boxes entirely for VAMC Bedford.

If the facility were to use something other than the PDI brand, the Government would either have to swap out the power supply boxes to be compatible with the new TV brand or potentially have to rerun all the cabling which would incur cost and would need to have dedicated power and cable ran to each TV. The Government would need to get our cable television supplier involved and pay them to install multiple taps in each unit. This transition to accommodate an alternative brand other than PDI would cost VAMC Bedford an estimated $700,000.00 and it not practicable at this time.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research has been conducted. PDI branded equipment is the only equipment available to meet this requirement. Several small business authorized resellers have been identified to fulfill this requirement. The Contract Specialist recommends soliciting the requirement as a 100% small business set aside for brand name only items.
