About this file
This document is an Amendment (0002) to Solicitation 36C24125Q0535 for Veteran Tele-Town Hall Meeting services issued by the VA Boston Healthcare System. The amendment extends the submission deadline to 06/27/2025 at 13:00 EDT and includes clarifying questions and answers about the solicitation. The procurement is a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in the Motion Picture and Video Productions industry (NAICS 512110), with a small business size standard of $28.5 million.
The solicitation seeks a contractor to provide four Veteran Tele-Town Hall events with comprehensive services including outbound dialing to 15,000-20,000 Veterans, live event management, voicemail transcription, video streaming, Facebook Live simulcast, and moderated Q&A. Key requirements include a minimum of 10,000 outbound calls per event, 85% call connection rate, event recording, and post-event reporting within 3-5 business days. The contract period runs from 06/30/2025 to 09/30/2025, with events scheduled quarterly to comply with VA Directive 1003.4 and the Comprehensive Addiction and Recovery Act (CARA) requirements for community meetings.

** HOUR & DATE for Receipt of Offers is EXTENDED to: 06-27-2025 13:00 EDT
The purpose of this amendment is to extend the submission time and date to block 11 to 06/27/2025 at 13:00 EDT.
Questions are attached with answers.
1. Can you please explain the outbound dial to contact list?
VA Boston provides a list of 15,000-20,000 phone numbers for the contractor to dial. This is used for an advance notice robo-call and a dial out to Veterans who can join the meeting.
2. Can you please expound on the voicemail transcription?
Voicemails are transcribed and sent to VA Boston as text, to reduce turnaround time in forwarding questions to the appropriate facility subject matter experts, so they can follow-up with Veterans.
3. For a look and feel, was there a vision of external cameras, lights and sound, or just a polished webcam look?
We use the conference room camera, but the vendor drops in graphics and lower-third messages, identifying speakers for those watching the video feed. More than 4,500 Veterans have viewed the video of the most recent virtual Veteran town hall.
4. Are there any platform preferences for the VA?
The primary platform is telephone dial-out while simulcasting video on Facebook Live. The vendor provides a dashboard for managing the call, as well as operator support and call screeners.
5. Voicemail Transcription:
Will human transcription be required for the voicemails collected during the event, or is automated transcription with QA review acceptable?
Automated transcription is acceptable, provided we have contact information for the individual leaving the voicemail, for follow up.
6. Presentation Materials:
Will the VA provide the finalized PowerPoint presentation materials for each town hall, or is the contractor expected to design and deliver them?
Since most of the participants during the live call are participating by telephone, we don’t use PowerPoint presentations. That said, the vendor does produce graphics and lower-third messages identifying speakers for those watching the video feed. More than 4,500 Veterans have viewed the video of the most recent virtual Veteran town hall.
7. Debriefing for Unsuccessful Offerors:
Will the Government offer a debrief to unsuccessful bidders after award?
If necessary.
8. Post-Event Reports:
Does the Government have a preferred format or template for post-event reporting deliverables?
No.
9. Event Scheduling:
Are events expected to be scheduled at specific times (e.g., evenings or weekends), or will the vendor have input into the scheduling process?
Events are scheduled quarterly – or more frequently if needed – normally over the lunch hour or in the early evening.
