About this file

This document appears to be a response to a Request for Information (RFI) related to a federal contract opportunity for parking lot markings and asphalt repair at the Togus, Maine VA Medical Center.

The key details are:

  • The contract work includes concrete sidewalk and asphalt paving, with specifications provided for typical thicknesses and requirements such as wire mesh for the concrete.
  • The striping specification is a broad federal standard, but the contractor will only need to sandblast or wire brush areas where new handicap parking spaces are being added. Existing paint lines can be painted over in other areas.
  • The work must be performed outside of normal business hours (7AM-5PM Monday-Friday) to avoid disrupting hospital operations, which may present challenges due to temperature restrictions on the striping. A time extension can be granted if needed due to weather.
  • The overall federal contract opportunity is a Request for Quote (RFQ) that is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Text version

· There is no typical for concrete or paving. I will assume that they will want 3" of pavement. 2" of base and 1" of top. Same with the concrete. I will assume 4" as its kind of standard thickness for pedestrian traffic.

Please see addendum drawing “Concrete Sidewalk and Asphalt Typical Details.pdf” Wire Mesh Required for concrete sidewalk.

· The specifications provided for striping are actually a federal spec that is very broad and typically intended for road use. The company doing this would have to sandblast off or wire brush off all of the existing lines. Additionally, it calls for glass beads which are expensive and are used on roads to add to reflectivity.

Verify federal specification versus specification provided in bid documents. The Specification provided in bid documents does not call for glass beads. This was removed from the generic federal specification to reduce costs and maintenance.

The Sandblasting/wire brush requirement is required only in the following areas identified on the CS1.0 addendum Drawing: Keynote 9, 12 and 14. All other areas the paint shall be applied over existing paint lines.

This requirement is due to removing or adding handicap accessible parking. In area of key note 9 all the parking spaces that are not handicap marked shall be sandblasted / wire brushed; in order to paint new handicap spaces throughout.

In area of keynote 12 and keynote 14 only the handicap spaces shall be sandblasted / wire brushed in order to paint new standard parking spaces.

· Does the asphalt have to go down at night.

The VA is a 7:00am to 5:00pm Monday through Friday facility. All contract work needs to be done exclusively outside of those hours as to not disrupt hospital operations. Work can be done on Federal Holidays / Nights or Weekends.

· Striping requirement is for temps above 50 degrees. We are doing this at night, potentially in October. That might be a challenge.

Only asphalt patching/repair work must be done prior to winter. Restriping and concrete work can be done in the spring. A no cost time extension to the contract can be issued if temperatures make it not possible to meet specification requirements.
