About this file
This document is an amendment to a Request for Quote (RFQ) for a Nurse Call Services Contract (Solicitation Number 36C24124Q0398). The Department of Veterans Affairs (VA) Boston Healthcare System is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor to test and inspect the existing Rauland-Borg Corporation Responder Model IV and V nurse call systems at their Brockton, MA facilities.
The amendment provides responses to industry questions, clarifying that the contract is for service and maintenance only and does not include upgrading the existing nurse call systems to newer Rauland platforms. The quote due date has been extended to April 9, 2024 at 10:00 AM EST. Quotes should be submitted to Subrena Magee at subrena.magee@va.gov. The VA states they have separate construction contracts planned for upgrading the nurse call systems at their other facilities.

Industry Question & Answers
RFQ: 36C24124Q0398
Nurse Call Services Contract – SDVOSB Only
1. It is our understanding that the sole Rauland distributor authorized to perform in this geographic area is not SDVOSB. Based on this, how will the government ensure SDVOSB content compliance when the work (per the Scope of Work technician qualification/certification requirements) is to be performed by a certified technician and the Rauland distributor in the area is not SDVOSB?
The qualification/certifications are a requirement of the SOW, if these requirements cannot be met under SDVOSB then this contract opportunity will be solicited to the next set aside. This requirement is not a local set-aside.
2. Will the government use this contract to upgrade any existing Rauland R4 and R4000 infrastructure (software and/or hardware) to Rauland V or Rauland Enterprise, thereby circumventing competition for these opportunities?
No, this contract is intended for service and maintenance of existing nurse call systems only.
3. If the software is required to be upgraded during the life of this contract, is it to be provided free of charge? Does this include any potential upgrades from the existing Rauland R4 and/or R5 platforms to the Rauland Enterprise platform?
If there is internal software for the nurse call system to perform operationally, then yes this will be covered under contract. The existing system is not connected to VA network and the station does not intend to bring it onto the network.
4. Can the government confirm the testing and inspection is limited to the existing Rauland-Borg Corporation, Responder Model IV and V nurse call system?
Yes.
5. Does the government intend to use this contract to upgrade the existing platforms at these locations to the Rauland Enterprise platform?
No.
6. It is our understanding that any Rauland IV equipment would need to be replaced to upgrade the platform to Rauland V or Rauland Enterprise. Will the government use this contract to upgrade affected equipment thereby circumventing competition?
7. Can the government confirm whether the Government intends to use this contract to upgrade to the Rauland Enterprise platform, thereby circumventing competition?
8. Are Nurse Call / Code Blue systems other than Rauland-Borg Corporation, Responder Model IV or V covered under this solicitation?
To our knowledge, VHA Boston only has Rauland Nurse Call Equipment installed at all 3 sites.
9. If non Rauland-Borg Corporation Nurse Call / Code Blue Systems are discovered during the inventory stage of the project, how are those systems to be tested and inspected as the vendor is only required to be certified and authorized to test and inspect Rauland-Borg equipment?
If non Rauland-Borg equipment are identified and determined to be in use, that equipment will be reviewed with the VA to determine next steps for testing/inspections. A modification to the contract will be reviewed with Contracting.
10. Is there an anticipated or acceptable budget for the estimates to be provided for any equipment requiring repair or replacement that is not covered?
No budget planned, any equipment requiring repair or replacement that is not covered shall be reviewed with COR/Engineering to determine if acceptable and Contracting will issue modification accordingly.
11. What is the current annual government estimated budget for this requirement?
Annual budget on requirement cannot be provided.
12. If Nurse Call / Code Blue systems other than Rauland-Borg Corporation are discovered, or included in this solicitation, is the vendor required to be a manufacturer certified service technicians for all systems?
Refer to Question 9.
13. Does the client have plans to integrate the nurse call system with other hospital technologies (e.g., RTLS badges, staff location tracking)?
14. PWS Section 4 provides an opportunity to quote additional “equipment requiring repair or replacement”. This provides the opportunity to expand current systems or even replace current platforms with full system upgrades. Does the government anticipate using this contract to expand/upgrade existing systems in this manner thereby circumventing competition for these requirements?
No, this statement is included as damage to nurse call systems which have occurred via patients or hospital staff. If this instance occurs, the intent is to replace/repair the broken equipment in order to restore patient room back into service.
15. Does the VA have any plans to upgrade the nurse call system platform entirely within the next five years (base year + four option periods)? If so, will the government use this contract to do so, thereby limiting competition for that requirement?
Yes, already have separate construction contract awarded in West Roxbury. Brockton and Jamaica Plains have already had areas upgraded to R5. Any remaining areas left with R4 are slated to be replaced under construction contracts.
