Building 1 Chiller Replacement 718 Smyth Road, Manchester NH 03103 608-20-110
INTRODUCTION
The Manchester VA Medical Center is located at 718 Smyth Road, Manchester, NH 03104.
Building 1 was constructed in 1948. The primary goal of this construction project is to replace the two air-cooled chillers outside of the building 1 penthouse. The chillers were previously replaced in 2004 and new 6” Ø chilled water risers were installed recently.
The proposed construction will replace the existing chillers with two 175-tonYork YLAA200 Chillers. Larger chillers require upsizing electrical, structural, and existing primary chilled water pumps P-1 and P-2. This report documents the detailed replacement design with a proposed piping layout, temporary chiller location, and phasing plan.
The new chilled water primary loop will connect to the existing buffer tank on the roof. A new bypass with valves will be installed to isolate the tank if required. In addition to replacing the chillers, the secondary chilled water loop will be upgraded. The existing pumps P-4, P-5, P-6, and P-7 will be demolished and replaced with two larger pumps. The proposed phasing plan is in the design approach section of AE narrative.
Dumbwaiter will be removed for use of electrical conduit chase.

2.0 PROJECT DELIVERABLES
Contractor is responsible for all material for construction of project (chiller, piping, breaker, ATS, ETC).
All work (including warranty) will be performed with no or limited pre-approved interruption in the production of the HVAC or electrical systems. All work shall be coordinated with COR at least two weeks in advance of starting project.
Contractor shall conduct site visit prior to submitting pricing. Contractor shall keep in mind the location of the proposed work, some areas maybe an occupied working space.
Any hoisting work with crane will be done during off hours.
Contractor shall submit a safety plan. In the safety plan the contractor will outline the company’s lifting policies & procedures/guidelines per OSHA requirements.
All material and equipment shall be submitted for approval prior to the start of work.
All new piping to be in accordance with specifications. Hot work permits are required each day prior to brazing, cutting, grinding, or welding operations.
Electrical panel tie ins will be done off hours and with the coordination of the M&R staff electricians. Electrical shutdown if needed will be done on off hours.
Contractor is responsible for all demolished material to be removed from site.
Contractor will police all debris from construction site and dispose of.
Contractor will need to me mindful of snow removal and keep laydown area clear.
3.0 Coordination of Trades
The A/E (Alaris) has been contracted to attend coordination meetings to assist the GC with the coordination of all trades (M/E/P and Fire protection).
The A/E will “share” the building model (REVIT) with GC (sub-contractors) to use for the coordination of trades during the construction phase of the project. The A/E will manage the model and allow all applicable trades to have access to the building model for their use in the coordination of their trade.
A/E will set guidelines (and enforce) and the order of trade coordination using the building model.
The A/E will provide resolutions to any coordination’s issues. The “Coordination” (in REVIT) option shall be utilized to show all “hits” that may occur in the model.
All the GC’s sub-contractors for each trade shall have the ability to utilize REVIT to assist in the overlay process. If the subcontractor does not have REVIT capability’s the GC shall include in their costs the REVIT services required for successful coordination of all trades.
4.0 PERFORMANCE REQUIREMENTS
All work will be performed between the hours of 7:00am to 4:30 pm Monday thru Friday, excluding holidays and weekends. Off hours and weekend work may be required to allow for utility outages or hoisting.
Contractor will follow ICRA, PCRA and ILSM for each area being worked.
All work shall be in accordance with the system manufacturer specifications and requirements. Contractor must follow manufacturer recommendations on installation.
Vendor shall comply with all OSHA Safety Guidelines.
Contractor shall supply VA with as-builts of how the systems are installed for each discipline. Sizes, any elbows or offsets etc. will be shown.
All work is to be completed with minimal disturbance to the Medical Center and close coordination will be required with the VA COR.
All O&M manuals shall be turned over at the completion of work, and contractor shall brief maintenance staff on the operation and maintenance of the equipment.
Contractor shall begin work within 7 days of the notice to proceed being issued. Unless lead time on material and equipment prevents start of the work.
The period of period of performance (PoP) of this contract once mobilized is 365 calendar days.
If contractor feels additional time is needed, they shall make a correction in the RFP and propose a different PoP to the Contracting Officer.
GC shall submit Activity Hazard Analysis (AHA) as part of Safety plan outlining any hazardous work that may occur and how the associated work will be handled.
· A blank AHA form is available at http://www.swf.usace.army.mil/About/Organization/SafetyandOccupationalHealth.aspx All tools must be kept in eye contact at all times, when workers are taking breaks or leaving the site, tools must be removed and stored in a safe place when working inside Medical Center.
Any work that is occurring in roadways shall leave a clear path for emergency vehicles.
All installed work and equipment to be in accordance with VA standards - https://www.cfm.va.gov/til/index.asp.
If conflict exists between manufacturers recommendations and VA TIL specifications, VA staff will determine which takes precedence.
All equipment proposed for construction will be approved by the VA before installation.
5.0 CONTRACT REQUIREMENTS
Contract shall be a firm and fixed price.
The GC is to bid project according to the AE design drawings and specifications (as well as this SOW) without substitutes.
Provide one-year warranty on work.
Any changes in the contract shall be brought to the attention of the Contracting Officer. The Contracting Officers Representative (COR) does not have authorization to modify the contract.
Electrical work will be performed in accordance with the latest published edition of NFPA 70, 70E and any other related NFPA codes or VA design guides that apply. All wire will be stranded XHHW copper.
Any pipe over the size of 2” will be welded per VA guidelines.
6.0 CONTRACT DELIVERABLES
Completion of the AE designed project 608-20-110.
The expected outcome of the project is to have a new functioning chiller system for building 1.
Vendor will notify Manchester VAMC COR at least two weeks in advance of the proposed delivery, utility outages if needed, and start-up tasks.
7.0 Commissioning
VA owns official commissioning of the building through their 3rd party contract. It is strongly encouraged that the GC refers to the Commissioning Specification 01-91-00 to ensure project will meet the commissioning requirements set forth by the specification.
GC may hire their own commissioning agent if they wish to verify functioning of systems prior to the VA conducting their own 3rd party commissioning.
8.0 Contract Modifications
The CO is the only person authorized to modify the Contract. Any contract modifications shall be sent to the CO in writing including a justification of why the contract requires modification. Modification to contract shall be authorized by the CO prior to the start of additional work, or GC will be executing additional work at own risk.
