During testing the AC Shop indicated that the chilled water valve was set open to allow flow through the pipes to prevent freezing. They indicated that they were waiting on globe valves to put in place as a bypass so chilled water did not need to pass through the cooling coils.

Add a bypass to allow for chilled water flow through the system piping during winter but prevent flow through the coils.
