Ann Marie Stewart Contracting Officer

VA-VHA-2021-9A527CD0

1. Is this is a current contract or a new requirement?

0. If a current contract, can you provide the contractor and contract number?

No, we currently do not have a contract in place.

1. In order to provide a more accurate Not to Exceed price, can the government provide more details concerning the following for each location:

1. Print Newpaper Insertion

0. Size of Ad?

0. B/W or color?

0. Number of papers for insertion?

0. Day of the week for insertion?

0. Number of times the ad is to be inserted?

Our need for print ads is less than online; however, there are some sites in VISN 1 that are in more rural regions and may require some print ads. There is not a set variable for this type of and we would be restricted by cost. There are also many variables in VISN 1 that would affect the cost; i.e., Boston would be more expensive than Vermont. We would work with the ad agency on a per ad basis to come up with a plan and a cost limit. Typically, we try to keep the campaign under a certain dollar amount based on the vacancy.

1. Print Trade Journal Insertion

1. Size of ad?

1. B/W or color?

1. Number of Journals being inserted?

1. Number of Times the ad is inserted?

1. Spot Radio Buy

2. Length of ad?

2. Prerecorded or station recorded?

2. Number of stations the ad is running on?

2. Number of times the ad is run on each station?

For radio ads – which would also be fairly infrequent – we would rely on the ad agency’s knowledge of the audience we are trying to target. We would need a station recorded ad, and this could be cost-prohibitive in certain regions of VISN 1. Typically, due to cost, we do not use this option in Boston, but have used this option in the past in Maine and Vermont. When we have used this option, it is for no more than 30 second spots, running up to five to six times per week, on up to two different stations.

1. Internet Job Board Single Ad

3. Number of Boards

3. Length of Job Posting For an internet job board ad, we usually post it for 30 days, or to align with the USA Jobs posting length – which would not exceed 30 days. The number of boards would vary by ad campaign. Although we have a few open and continuous announcements, we would not be able to afford an open and continuous campaign for advertising.

1. Internet Job Board Package

4. Does this mean placing multiple jobs on the same board at the same time or overlapping?

4. Number of Boards?

4. Length of job posting (number of days)?

For an internet job board package, we usually post it for 30 days, or to align with the USA Jobs posting length – which would not exceed 30 days. The number of boards would vary by ad campaign. There would be occasions when multiple jobs could be posted – such as if the campaign were to align with a job fair, and we are interested in placing more than one job to try to reduce costs.

1. Interactive Email Campaign

5. List Purchase?

5. Email service or subscription?

We understand that certain interactive email campaigns require a subscription. If this is the case, we have the ad agency manage the subscription and bill us on a monthly basis. A VA employee would be established as the point of contact on the subscription. We also have some campaigns in which the resumes can be sent to an established mailgroup in the VISN – this is used for many physician ads. In that case, we would include the mailgroup name in the advertisement.

1. Online Banner Ad

6. Number of sites/campaigns?

6. Size of banner?

6. Length of run (number of days)?

To be determined by advertisement needed, and recommendations to reach target audience by advertising agency. We present what the advertising “want” is, but need to whittle down based on recommendations for best value and return of investment data produced by agency. Typical length of run is 30 days or less – to coincide with posting on USA Jobs.

1. Social Media Advertising Campaign

7. Number of social media sites/campaigns?

7. Size/type of campaign?

1. Online Pay Per Click

8. Geographic Market to Cover?

8. Competitive bids?

8. Length of run (number of days)?

This type of ad campaign is re-assessed as the cost runs out. Based on the advertisement, we purchase an ad that has a set amount of clicks allowed. The agency point of contact gathers the applicants received in that “round” of the ad. If it is determined that a second “round” of allowed clicks should be purchased, we proceed with another ad. Number of days is not applicable in this line item, as it is based on clicks. We relay on the advertisement agency’s knowledge of the market to recommend these sites and return on investment value.

1. Outdoor Billboard

9. Location of Billboard?

9. Size of Billboard?

9. Length of run (number of months)?

This would be another example of an ad campaign that would be rare due to cost, but may be more affordable in rural regions of VISN 1. We would not know the details of the location or size of the billboard or the length of time until the need arose.

1. Outdoor Digital Billboard

10. Location of Billboard?

10. Size of Billboard?

10. Number of runs/day (cycles)

10. Length of run (number of months)?

Again, this would be another example of an ad campaign that would be rare due to cost, but may be more affordable in rural regions of VISN 1. We would not know the details of the location or size of the billboard or the length of time until the need arose.

1. Postcard Printing for Direct Mail

11. Size of postcard?

11. Number of postcards?

11. List purchase?

11. Mail house services?

We would rarely use postcard mailings, but if we did they would be standard size postcards. Our typical need at this time would be email blasts to targeted audiences. An example of this type of campaign might be to mail to schools in the area we are targeting for new grads.

Postage? – would be a line item in the ad cost.
